MEPs hope for unity of government, opposition in reforming Ukraine

Deputies representing both the majority of the Ukrainian parliament and the opposition during a meeting of the EU-Ukraine Parliamentary Cooperation Committee in Brussels “were speaking with one voice” about the need for reforms in the country, and this is a prerequisite for success. Such an assessment was made by the co-chairman of the European part of the Committee, Polish MEP Pawel Kowal, UKRINFORM reported.

In his words, the Committee has not seen such a unity of the authorities and the opposition for a long time. Kowal is confident that for MEPs from all EU countries it was very important to hear it and see that today Ukrainians have a common goal in order to complete negotiations on association with the EU this year. The MEP added that that the EU has seen that there is strong support for this approach at the political level in Ukraine.

He noted that the European Parliament has recently become more open in speaking about European prospects for Ukraine than the other European institutions. Kowal said that at the meeting in Brussels MEPs from all groups of the European Parliament understood: the condition for the introduction of very tough reforms that Ukraine is facing should be a membership prospect in the future. In his words, it is clear that this will not happen tomorrow. The European parliamentarian believes that the EU should provide such support through clear political declarations.

At the same time, Kowal agreed with the opinion that the EU is not going and will not push Ukraine towards European integration – the impulse in this direction should come from Ukraine itself. For its part, its devotion to the ideas of European integration, according to the MEP, Ukraine can only prove through reforms.

Kowal stressed that the EU knows exactly what kind of reforms there should be, particularly in the context of a visa-free regime. And when the MEPs receive information that the authorities in Kyiv have already taken the first steps, this is the best news and the best recommendation for Ukraine as for the state which seeks advancement through European integration.

Former Prime Minister Yulia Tymoshenko is demanding that Prosecutor General Viktor Pshonka launch a criminal investigation into the government’s falsification of inflation figures and failure to index wages and social payments, Tymoshenko’s official website cited the opposition leader.

“The consumer price index, which is essentially an index of inflation, was on average 42.3% in 2010, while the government is showing 9% for 2010. This is major fraud,” Yulia Tymoshenko said today before her latest visit to the Prosecutor General’s Office.

According to Yulia Tymoshenko, given this level of inflation, the minimum wage as of Jan. 1, 2011 should have been 1236 hryvnias and the minimum pension 989 hryvnias. “The fact that people haven’t received the money they deserve is basically a crime because the governments before the Azarov-Yanukovych government always indexed payments and never ignored this law. This is the first time in independent Ukraine that this law is not being implemented,” she said.

“Today I want to ask if they gave my letter about a crime to the Prosecutor General and who will be responsible for the fact that they’re covering up the non-payment of real pensions and wages according to inflation and who will be responsible for the fact that the Prosecutor General’s Office is covering up this crime,” said the ex-premier.

Yulia Tymoshenko also believes that if the Prosecutor General’s Office ignores this crime committed by Azarov’s government, Prosecutor General Viktor Pshonka must be prosecuted.

“Pshonka is protecting Yanukovych and Azarov and in doing so is allowing them to take from people their legitimate money and I think that he too will have to answer for this, not just Yanukovych and Azarov. Their rule will end quickly, but they will have to answer quite seriously before the law and people for what they’re doing today in Ukraine,” she added

Automatic VAT refund introduced in Ukraine

President of Ukraine Viktor Yanukovych meet with Chairman of the State Tax Service of Ukraine Vitaliy Zakharchenko to discuss automatic VAT refunds starting from March 15.

The Tax Service Chairman has informed that about half a billion UAH of VAT will be refunded in the first tranche by the new system of automatic VAT refund. 

He also said that full transition to the new system depends not on the Tax Service, but on the transparency of entrepreneurs’ work. According to him, the computer software performing selection of those entitled to automatic VAT refund works without human intervention. 

After meeting the President, the Tax Service Chairman has forbidden the practice of refusing to accept tax accounts from businessmen. Facts of such refusal had taken place before, complicating the life of small and medium sized businesses. 

The Tax Service Chairman has also instructed tax collectors to avoid inspecting any entrepreneurs registered as a natural person, as well as those working under simplified taxation system or single tax system, until July. 

According to Vitaliy Zakharchenko, the Tax Service has already reduced the number of inspections by 32%, and in the second quarter of 2011 there will be 50% less inspections than in 2010. 

He also added that the checks being carried out now are becoming more effective because of more thorough preparation of tax officers for them. 

Among the measures to make doing business in Ukraine easier, Vitaliy Zakharchenko also named the introduction of an electronic service for all the taxpayers.

The Prime Minister of Ukraine Mykola Azarov is convinced that the abolition of the visa regime between Ukraine and Israel will intensify the business contacts and tourism, as hesaid at a briefing in Jerusalem.

“Certainly, abolition of visa regime has given an impulse for relation between Ukraine and Israel. It will intensify the business contacts and tourism,” Mykola Azarov emphasized.

He added that during his meeting with Minister of Tourism of Israel they had discussed a special program when in the spring and fall Ukrainian tourists would have a possibility to visit the holy places and other points of historical and cultural monuments, while in summer and winter Israeli tourists would come to Crimea and the Carpathians.

Yanukovych urges development of Ukrainian villages

President of Ukraine Viktor Yanukovych has met with Minister of Agricultural Policy and Food Mykola Prysiazhniuk. At the meeting they have discussed land reform in Ukraine. 

“There are certain key priorities of completing the land reform in Ukraine, which the President has underscored. The first is to ensure that Ukrainian farmers are not bereft of their land. The second is to do everything to preserve and motivate development of Ukrainian villages. And, of course, completing the land reform, to introduce circulation of agricultural land, which will increase the economic potential of our agricultural sector,” Mykola Prysiazhniuk said. 

The President has also expressed confidence that certain amount of land should be left in the state land fund to provide for food security. 

Another important subject of the meeting has been preparation of the agricultural sector of Ukraine for spring field works. “The President drew attention to the need to conduct field works at a high level, given the need to ensure food security of the state, and our country’s grain exports potential,” the Minister said.

President instructs development of military-defense complex

President Viktor Yanukovych has instructed Prime Minister Mykola Azarov, NSDC Secretary Raisa Bohatyryova and state concern “Ukroboronprom” Director Dmytro Salamatin to take urgent measures to improve state policy in the development, production, repair, upgrade, selling and disposal of weapons, equipment, and improving the efficiency of public administration of this area. 

The Presidential instruction includes the following: 

– Conducting during March this year an analysis of legal acts on reforming and developing the defense industry, taking into account new approaches to national security and defense policy, and preparing proposals of their amendment; 

– Conducting by May 1, 2011 an assessment of financial and economic activities of the enterprises, institutions and organizations which are members of “Ukroboronprom” state concern, and taking measures to ensure their financial revitalization, effective functioning and development. 

The question of developing a concept of bill on business activity in the area of development, production, repair, modernization, and disposal of military equipment, particularly by “Ukroboronprom”, must be considered in the nearest time. 

To ensure structural readjustment, effective functioning and development of enterprises of the military-industrial complex, the President of Ukraine has instructed enterprises-members of the state concern “Ukroboronprom” to create integrated research and production facilities in priority areas of weapons, military and special equipment development. 

The President will be supervising the implementation of the instructions personally, presidential press office reported.
