Rada approves anti-corruption law in second reading

Draft law on preventing and combating corruption in Ukraine has been approved in second reading by 330 MPs with 409 registered in the Parliament session hall.

Approval of the bill was supported by most factions – the Party of Regions, Communist Party, People’s Party, Party “Reforms for the Future” and some MPs from BYuT faction and OU-PSD.

Three articles and final provisions of the bill were sent for repeated second reading. After their review and approval the draft document will be submitted for consideration and adoption in general.

During the discussion of the bill, opposition MPs criticized the consideration of the document.

“This law is nothing but an imitation of a fight against corruption. You don’t want to fight it, you are at the head of it, and you are quite happy with this,” Our Ukraine-People’s Self-Defense MP Arseniy Yatseniuk said during the discussion of the document.

He said that most of the amendments to the anti-corruption law proposed by the opposition had been rejected.

He said that the main provisions of the bill on the responsibility of senior officials had been excluded from the law. He said that this was a law “for fighting for corruption, rather than against it.”

Ukraine planning to liberalize visa regime with 14 states

This year Ukraine is planning to sign visa liberalization agreements with 14 countries the director of the Foreign Ministry’s Consular Service Department, Andriy Olefirov said in an interview to UKRINFORM.

According to him, it is planned to sign agreements to liberalize the visa regime with Switzerland, Serbia, Bosnia and Herzegovina, Paraguay, Uruguay, Argentina and Mexico. Within 1-2 months, officials will conclude the relevant deals with Serbia, Bosnia and Herzegovina. For the country this is important, since Serbia, Bosnia and Herzegovina have visa-free regime with EU countries, Olefirov noted.

The official also informed that negotiations with Argentina and Uruguay are heading into the homestretch, a draft agreement with Mexico is being worked out.

“Important for us are also negotiations on visa facilitation with Switzerland, which I hope will soon result in the signing of the agreement. Presently, we are also elaborating agreements with Oman, Singapore, South Africa, the United Arab Emirates, Kuwait, Iceland.

Moreover, we expect that Croatia starting April 1 will once again introduce visa-free travels with Ukraine for tourist season,” Olefirov said.

Former Prime Minister Yulia Tymoshenko today submitted a petition to Prosecutor General Viktor Pshonka calling for an investigation into the falsification of socio-economic development figures in Ukraine in 2010.

“I addressed the statement to the Prosecutor General rather than the investigator, because investigators, unfortunately, are hostages of the illegal and dishonest behavior of the Prosecutor General himself,” Yulia Tymoshenko told reporters today after her latest visit to the Prosecutor General’s Office.

The ex-premier believes the current government will be held accountable for manipulating economic indicators and failing to index wages, pensions and other social payment as required by law.

“I understand very well that the Prosecutor General’s Office won’t lift a finger to investigate this crime, but I believe that the new Prosecutor General, under the new government, because I am confident that they won’t be bullying the country much longer, will sort out this crime and will restore justice. In 2010 people deserved higher pensions and wages,” Yulia Tymoshenko added.

President: Additional income will be directed into development of social area already this spring

President Viktor Yanukovych believes that amendments to this year’s budget should be made already after the end of the first quarter of 2011, without waiting for the results of first six months. This is enabled by positive trends in the economy during the first months of this year. Based on these trends, one may expect that the budget revenues will reach over 300 billion UAH, which is more than previously expected. 

Accordingly, the government can provide additional 5 billion UAH for regional development projects, i.e. for building roads, hospitals and other social facilities that people need, already now.

And the Parliament should consider changes to the budget urgently, President Yanukovych said, speaking at today’s meeting with Parliament Speaker Volodymyr Lytvyn, leaders of parliamentary factions that are coalition members, and First Vice Prime Minister Andriy Kliuyev.

President Yanukovych also emphasized the need to speed up the adoption of anti-corruption laws, without which it is impossible to conduct effective fight against corruption. Especially important is the adoption of legislation to liberalize regulatory policy, he said. 

“I am well aware, how violent the resistance of certain officials, who do not want to loose their share in everything that concerns issuing various permits, and is a fertile field for bribery, to deregulation is. But we must be persistent and consistent here. There is no alternative to liberalization of regulatory policy,” he said. 

The laws on fighting corruption and deregulation are important components of the economic reforms program. Economic reforms require the adoption of a number of urgent bills that have been prepared and are submitted to the Verkhovna Rada in the appropriate sequence, the President said.

President instructs supervision of situation over gasoline and flour markets

President of Ukraine Viktor Yanukovych held a working meeting with First Vice Prime Minister of Ukraine, Minister of Economic Development and Trade of Ukraine Andriy Kliuyev. 

At the meeting the officials discussed the situation on the oil products market and on the flour market, presidential press office reported. 

Andriy Kliuyev has informed the President on measures taken to improve the situation on gasoline market. In particular, according to the First Vice Prime Minister, the price ceiling of 9.50 UAH for 95 RON gasoline and 9 UAH for diesel was introduced. 

Referring to the question of flour supplies, Andriy Kliuyev said that the Agrarian Fund has provided 400 thousand tons of flour, and now all the regions of Ukraine have a full stock of the product. 

The President has set a task to keep these issues under supervision and prevent cases like the one that took place in Luhansk on March 5-6, when a local bakery has arbitrarily stopped working and left Rovenky and Sverdlovsk towns  without bread .
