Single ticket could be purchased for any international communication transport for UEFA EURO 2012

For the European Football Championship 2012 in Ukraine it will be possible to purchase a single ticket for any type of international communication transport. Such opportunities will be provided by an automated system “Single Electronic Ticket,” the second stage of its implementation started by the state enterprise “Settlement Center of Transport and Communications Ministry,” UKRINFORM cited the Infrastructure Ministry press service.

Acting Director of the state enterprise Oleksandr Kashpersky noted while presenting the system that a final goal is creation of a single, complex ticket, where resources of aviation, railway and auto carriers will be united. “At the final stage it will be a combined ticket: the passenger names points of departure, certain criteria and receives a route,” he underscored.

Kashpersky noted that for UEFA EURO 2012, hotels will be switched on to this system, so that foreigners, leaving for Ukraine, could order the whole range of services.

It is planned that it will be possible to pay for such tickets in cash, on account and through a network of Ukrposhta departments. Also, possibility is considered of payment by a telephone and by payment order.

President: Pension reform is a way to fair pensions

President of Ukraine Viktor Yanukovych believes that pension reform will ensure the transition to fair pensions, he said today in Odessa during the expanded meeting of the Regional Committee on Economic Reforms, presidential press office informed. 

He noted that last year the government managed to fulfill all of its social obligations to raise salaries and pensions. At the same time, the President acknowledged, the desired results were not reached. 

“Unfortunately, there is no such possibility yet, but pension reform will allow us the transition to fair pension system and cancelling some sky-high pensions. There will be no more maximum pension of 60 thousand UAH and the minimum pension of 600 UAH. There is no other country in the world that would tolerate such an injustice against the people,” Viktor Yanukovych sad, “So today we are providing the maximum pension of 7,5-8,5 thousand UAH. Yesterday, the debate in the Parliament has begun.” 

He also expressed confidence that the minimum pension must be increased. “The pension reform must aim to ensure that every pensioner is able to live normally in our country,” he said. 

However, Viktor Yanukovych said, that cannot be achieved without economic growth. “Growth of the economy, optimization of public spending will enable us to overcome the problems that we have,” he said.

Foreign direct investment $5,986.0 million in 2010

Foreigners directly invested 5 billion 986.0 million dollars in the economy of Ukraine in 2010, which is 6.2% more than in 2009 (5 billion 634.6 million dollars), the State Statistics Service reported, according to UKRINFORM.

The EU invested 4 billion 605.8 million dollars (76.9% of the total volume), CIS countries 849.2 million dollars (14.2%), other countries of the world 531.0 million dollars (8.9%). Investment was made mainly in the form of cash contributions, which totaled 5 billion 684.8 million dollars (95.0% of invested amount).

Increase in the total foreign capital in the economy, given its revaluation, losses, exchange rates, etc., amounted to 4 billion 655.0 million dollars for 2010.

Increase in foreign capital was observed at enterprises engaged in financial activities (in the amount of 2 billion 628.5 million dollars), real estate transactions, leasing, engineering and provision of services to entrepreneurs (485.6 million dollars), trade, repair of motor vehicles, household goods and items of personal consumption (447.9 million dollars), as well as at industrial enterprises (766.2 million dollars).

Tymoshenko: Yanukovych’s ‘expertise’ is the ultimate in cynicism

Batkivshchyna Party leader Yulia Tymoshenko believes the results of an expert examination as part of the criminal case against her are biased, Tymoshenko’s official website cited the opposition leader.

“When an expert writes that money spent on vehicles for rural medicine is a state loss, this means that we shouldn’t be helping people that need this in rural areas, and this means that if you follow their conclusions, nothing should be done to protect the health of people living in villages,” Yulia Tymoshenko told reporters after a newly five-hour interrogation at the Prosecutor General’s Office (PGO) today.

She said it’s strange that investigators from the PGO don’t classify presidential helicopters and planes purchased by the current government as state losses. “I also didn’t read in the report by this expert that transferring funds to Yanukovych’s son, to Klyuev’s account, to the accounts of other government officials is considered a loss, but the transfer of money to pay for vehicles that deliver medical assistance to people in villages is considered a loss. This is extreme cynicism,” she added.

“This is disturbing. I think that sooner or later in Ukraine they’ll stop breaking the backs of officials, investigators and politicians through intimidation, and will start to create conditions for people not to decline morally, but to hold a moral position, a legal position, and defend the law, justice and fairness. Today, unfortunately, everything is quite different,” Yulia Tymoshenko said.

As reported, the Prosecutor General’s Office has launched a criminal investigation into losses incurred to the state treasury from the purchase of 1,000 Opel Combo vehicles in 2009.

Yulia Tymoshenko stated that as part of her government’s program for rural medicine, ambulances were not purchased, but rather vehicles that could transport doctors to patients. The cost of these vehicles was ten times less than the cost of ambulances.

President makes a number of foreign policy instructions

As the result of the working meeting of February 9, 2011 dedicated to the question of free trade zones (FTZ) negotiations between Ukraine and the European Union, President Yanukovych has instructed the central executive authorities concerned to make every effort to intensify the negotiation process, so that it was completed within the set deadlines, presidential press office reported.

The instruction orders elaboration of new compromise approaches to speed up the FTZ negotiations with the EU. At the same time, these approaches can be applied only it the EU adequately changes its position on some issues. 

In addition, central executive authorities of Ukraine were commissioned to make an updated analysis of the FTZ negotiations with the European Union. Based on it, the proposals on further steps of the Ukrainian side to speed up the negotiations are to be submitted to the President. 

In order to ensure implementation of agreements reached during the official visit of the President of Ukraine to Japan on January 18-21, 2011, President Yanukovych has instructed the Ministry of Foreign Affairs of Ukraine to arrange in 2011 the third meeting of the Ukrainian-Japanese Cooperation Committee at the level of Foreign Ministers. 

In this regard, chiefs of the MFA and other ministries and departments of Ukraine are to take steps to initiate negotiations in the framework of the Committee on the conclusion of international agreements on: promotion and reciprocal protection of investments, cooperation in exploration and use of outer space, establishment of direct flights between Kyiv and Tokyo, cooperation in science, technology and education. 

Moreover, the executive authorities concerned were instructed to: 

  • hold the third meeting of the Coordinating Council on Economic Cooperation with Japan and the Committee on Business Cooperation with Ukraine of the Japan Business Federation “Nippon Keidanren”; 
  • take measures to expand the list of Ukrainian goods and services exported to Japan; 
  • take measures to further develop cooperation with academic centers and universities of Japan, particularly Kyoto University and Tokai University; 
  • prepare a comprehensive plan of cultural events for 2011-2012 to celebrate the 20th anniversary of establishment of diplomatic relations between Ukraine and Japan, and discuss with the Japanese side such questions, as tours of the Japanese Kabuki theater in Ukraine, holding Japanese Culture Month in Ukraine and Ukrainian Culture Month in Japan. 

Pursuant to the agreements reached during his working visit to Russia to attend the fourth meeting of the Ukrainian-Russian Intergovernmental Commission, the President of Ukraine has instructed the Ministry of Foreign Affairs of Ukraine to complete the coordination of a draft Declaration on Contents of Ukrainian-Russian Strategic Partnership with the Russian side for it to be signed in the framework of the fifth meeting of the Commission. 

In addition, in order to intensify negotiations on the functioning of Russian Black Sea Fleet and its stay on the Ukrainian territory, the President instructed to identify the relevant priorities for 2011 and approve a list of agreements, which require conclusion with the Russian side. 

According to the instructions of the President of Ukraine, the Program of Economic Cooperation between Ukraine and the Russian Federation 2011-2020 is to be prepared for signature. 

The President also instructed elaboration of proposals on the projects that can be implemented jointly by Ukraine and Russia with possible participation of third countries and the European Union, for their further discussion with the Russian side in the framework of sectoral subcommittees of the Committee on Economic Cooperation in the Ukrainian-Russian Intergovernmental Commission. 

To further simplify the procedure of crossing Ukrainian-Russian state border by the inhabitants of border areas of Ukraine and Russia, the Government of Ukraine was requested to prepare a number draft agreements including an Agreement to amend the Agreement between the Governments of Ukraine and the Russian Federation on the Procedure of Ukrainian-Russian Border Crossing by Inhabitants of Border Regions of Ukraine and the Russian Federation, and the Agreement on Cooperation in Development of Border Checkpoints at Ukrainian-Russian Border.
