Tymoshenko demands investigation over illegal use of state funds by senior government officials

Yulia Tymoshenko intends to ask the Office of the Prosecutor General of Ukraine to look into information regarding the illegal use of government funds for the benefit of relatives of central and regional government officials.

“I brought with me my appeals, as well as deputy inquiries to the Prosecutor General’s Office, regarding recent investigative reports claiming that Azarov transferred 150 million [hryvnias] to his son’s bank account and nearly 400 million hryvnias to private companies belonging to First Vice Prime Minister Kluyev and Donetsk governor Blyzniuk,” Yulia Tymoshenko said today, speaking outside the main investigation department of the Prosecutor General’s Office.

The former prime minister said the prosecutor general must respond to such abuses by senior officials. “I want to ask the prosecutor these questions and get answers. I want to add these documents to the report on my interrogation so that the prosecutor general is aware of the crime that is being committed,” she said.

Justice ministry intends to concentrate functions on protection of state interests at foreign courts

The Cabinet proposes to perfect a mechanism of protection of state interests at foreign courts. Draft amendments to the procedure of carrying out protection of rights and interests of Ukraine during settlement of disputes, considerations at foreign jurisdictional bodies with participation of the foreign subject and Ukraine was adopted at the government meeting, the Justice Ministry press service informed, UKRINFORM reported.

According to the Justice Minister Oleksandr Lavrynovych, the government proposes to remove the gaps in the existing procedure of presentation of state interests with the foreign jurisdictional bodies and settlement of disputes with participation of foreign subjects. In particular, main functions on ensuring protection of state interests at foreign courts is proposed to be concentrated within one central executive power body, the Justice Ministry.

In addition, measures are proposed for perfection of coordination of actions of power bodies during settlement of disputes and consideration of cases at foreign jurisdictional bodies, as well as perfection of the procedure of settlement of disputes and payments by the Ukrainian party in case of the dispute settlement with the foreign subject. It is proposed to determine a procedure for filing an action on behalf of the state of Ukraine in case of revealing legal basis for filing such an action.

The Cabinet notes that the designated measures will help reduce expenses from the state budget, since their carrying out is aimed at settlement of disputes on the pre-trial stage of dispute settlement.

Tymoshenko summoned by Prosecutor General’s Office for third questioning

The Office of the Prosecutor General of Ukraine has summoned Yulia Tymoshenko for questioning for the third time since she has been in the opposition, Tymoshenko’s official website reports.

Yulia Tymoshenko was first ordered to appear at the Prosecutor General’s Office (PGO) on April 7, 2010 after being accused of spreading false information about the Constitutional Court’s review of the case on the formation of a parliamentary coalition. The case went no further – Yulia Tymoshenko’s claim that the Party of Regions was pressuring the Constitutional Court was never denied and the Court ruled in favor of the government and legitimized the illegal parliamentary majority and government.

She was summoned again on May 12, 2010 to be handed a copy of the resolution re-opening a criminal case against her for allegedly bribing Supreme Court judges. We remind you that this case was closed in May 2004 because of lack of evidence.

According to the website, that same day information was received that President Viktor Yanukovych had instructed the Prosecutor General’s Office to find any grounds to imprison Yulia Tymoshenko within 3-4 months.

“In every room of the Prosecutor General’s Offices they’re saying that Yanukovych personally instructed the leadership of the Prosecutor General’s Office to find any reason to put me in jail in the next three to four months,” Yulia Tymoshenko told journalists on May 12, speaking in front of the central investigation department of the PGO in Kyiv.

The criminal persecution of Yulia Tymoshenko caused concern among the Batkivshchyna party’s European partners. “I am very concerned about the developments in Ukrainian politics after the recent Presidential elections. These negative developments have become systematic in nature and are threatening the rule of law and fundamental human rights and civil liberties. There are clear evidences of political manipulations of the criminal justice system from the side of the Ukrainian authorities aimed at intimidation and harassment of the opposition, where the old politically motivated case against Yulia Tymoshenko has just been opened,” President of the European People’s Party (EPP) Wilfried Martens said on May 14, 2010.

According to Tymoshenko, her political team is interfering with the new government’s plans to build a dictatorship and illegally privatize key state monopolies, particularly oil and gas production and transport, electricity generation and the aviation industry; and therefore Viktor Yanukovych is trying to ruin the Batkivshchyna party and its leader with the help of the Prosecutor General’s Office.

“It’s a shame that Yanukovych is beginning to talk with his political opponents through prison bars. I don’t think this will be to his benefit as a politician,” Yulia Tymoshenko said on April 7 after her first visit to the Office of the Prosecutor General.

The Cabinet of Ministers has set up the Organizing Committee for the preparation and support of the application to the International Olympic Committee to get the right to host the 2022 Winter Olympic and Paralympic Games in Ukraine. This was stated by Minister of Family, Youth and Sports Ravil Safiullin, UKRINFORM reported.

The purpose of the Cabinet’s resolution is to create appropriate conditions for the successful participation of Ukraine in a bidding to host the Olympic and Paralympic Games. “The work of the Organizing Committee will let develop and approve a plan for preparation and support of the application to the International Olympic Committee at the highest organizational level,” – the minister noted.

Safiullin believes that this will allow to ensure the comprehensive interaction of government agencies responsible for holding international sports events in the country, with non-government organizations, citizens and subjects of the system of physical culture and sports in the preparation of necessary materials.

Earlier, President Viktor Yanukovych said that Ukraine will exert every effort to get the right to host the 2022 Winter Olympics in the Carpathians. In 2014 Ukraine intends to apply for participation in the contest to host the Winter Olympics in 2022. The concept of preparation for the Winter Olympics 2022 was presented in Lviv last month. The total cost of measures needed for the Olympic preparations is some USD 12 billion with the bulk of funds planned as investments.

President meets OSCE Secretary General

President of Ukraine Viktor Yanukovych met in Astana with OSCE Secretary General Marc Perrin de Brichambaut.

The parties have discussed preparation for the chairmanship of Ukraine in the OSCE in 2013.

The Ukrainian President expressed hope this work will be productive. “We always treat the undertaken commitments responsibly. We have a professional team with high level of discipline. We have already begun preparing people and institutions for the OSCE chairmanship,” Viktor Yanukovych said, expressing confidence that the preparatory process will be conducted at the highest level.

Speaking of the plan of preparation for the OSCE presidency of Ukraine, the President also reminded that in 2012 our country will be hosting the UEFA European Football Championship finals. The infrastructure being developed now can be used for OSCE activities too.

From his part, the OSCE Secretary General congratulated the Ukrainian side on the success in achieving chairmanship of the Organization.

“The fact that such state as Ukraine will chair the OSCE is a good sign for our Organization. Your morning speech at the Astana Summit has been worthy of a leader, whose country will chair the OSCE. It was all-embracing and ambitious,” Marc Perrin de Brichambaut said.
