IMF wants more volatile hryvnia rate change

The International Monetary Fund wants the National Bank of Ukraine to practice more volatile hryvnia exchange rate policy, the first deputy head of the NBU, Serhiy Arbuzov, told the press.

According to him, the IMF urges the central bank to be more sensitive to market fluctuations in the hryvnia exchange rate. In addition, Arbuzov said credit emission targets may be changed in the future.

The NBU deputy head also reported that by-capitalization of Ukrainian banks would take 20 billion UAH (1 USD – 7.91 UAH).

“Some banks are in the process (of by-capitalization), everything is going on schedule, there are no concerns about these banks today,” Arbuzov said reminding that the timetable for additional capitalization of certain financial institutions was drawn as a result of the stress-test on banks in 2009.

Arbuzov emphasized that “on the issue of by-capitalization of Nadra Bank and recapitalization of other banks where temporary administration was introduced, the NBU is waiting for the government’s decision.”

Tymoshenko: Yanukovych is preparing to falsify the parliamentary elections

The opposition must not allow the law on the parliamentary elections to be changed, says Yulia Tymoshenko, leader of the Batkivshchyna party.

“We can’t allow any revision to the law on Verkhovna Rada elections,” she said, speaking at a press conference in Kyiv, according to the official website.

“It has been announced that changes to the Verkhovna Rada election law are in the works. I can say that any changes to the existing law will be aimed at implementing the same models and systems of fraud that were used in the local elections.”

She said changes to the law on the election of people’s deputies will lead to systematic and widespread fraud in the next parliamentary elections.

“Any changes made by the authorities are only to prepare for new systematic fraud, but this time in the parliamentary polls. Therefore, we can’t allow any changes to be made.”

In her opinion, the current law ensures that the electoral process is democratic.

“The 2006 and 2007 parliamentary elections were fair, open, transparent and democratic. There were no concerns raised from political parties or international institutions.”

“That’s why I see no reason, other than to commit fraud, for changing the current law. I don’t want to see this law reformed in the interest of the Party of Regions.”

“I would like to inform the public that revisions are being readied and so we must collectively try to stop this process. Our political team will do everything politically possible to influence this process,” she added.

Tymoshenko: We will defend the rights of voters in the European Court of Human Rights

The Batkivshchyna party plans to lodge a complaint with the European Court of Human Rights over the right of its representatives to be elected, which was violated in the recent local elections.

“There’s no sense in counting on the courts in Ukraine. Ukraine’s judicial system was destroyed prior to the start of the electoral process. Therefore, I will support the appeal from members of our team, candidates for village, town and city heads and council seats, to the European Court of Human Rights,” Yulia Tymoshenko said today at a press conference in Kyiv.

“If there is no justice in Ukraine, then we have to go to courts that can deliver a just and fair ruling,” she added.

EU renews confidence in Ukraine – Mykola Azarov

The European Union renewed confidence in Ukraine and again takes it as a very promising partner, Prime Minister Mykola Azarov announced opening a government meeting on Wednesday, UKRINFORM reported.

The Prime Minister noted that the main result of his participation in the meeting of the Vienna Economic Forum was the fact that Europe had renewed confidence in Ukraine. “Europe is again strongly and substantively interested in Ukraine. In the first place, European government officials and businesses welcome the recovery of political stability in this country and see predictability of its authority actions. Ukraine is again perceived as a reliable partner. Pragmatic Europeans see that the new economic policy is yielding positive results. They focus not on the chatter and custom publishing, but on the facts and ratings of Ukraine, which are growing,” the Prime Minister underlined.

Moreover, Mykola Azarov noted that the forum participants supported the Ukrainian initiatives to create new transport corridors and upgrade the existing ones. In particular, agreement was reached on the participation of Austria in the construction of the Chop-Lviv motorway.

The Prime Minister stressed that the forum was attended by nearly 500 representatives of government agencies and leading companies from 44 countries worldwide. “Regarding Ukraine, the following opinion sounded: European governments and European businesses have again seen in our country a very promising partner,” Mykola Azarov emphasized. He added that the next working meeting of the Vienna Economic Forum will be held next spring in Kyiv.

President submits two bills to Parliament on increasing benefits to families with children

President Viktor Yanukovych has signed and submitted to the Verkhovna Rada of Ukraine two social laws, which have great importance for improving the financial security of families with children and assistance in childbirth, said First Deputy Chief of Staff Iryna Akimova at a briefing.

According to her, the first bill, which contains alterations to the Law of Ukraine on state support to families with children, provides substantial increase in the assistance paid at birth of a child. It becomes 25,050 UAH for the first child (currently 12,240), 50,100 UAH for the second and 100,200 UAH for the third and subsequent children.

The second bill, which amends Article 15 of the Law of Ukraine on state social assistance to needy families, provides for the monthly children benefits to families with low income of 250 and 500 UAH for children of 3 to 13 and 13 to 18 years of age respectively.
