Azarov: Ukraine not excluding alternative transit supplies of energy to Europe

Ukrainian Prime Minister Mykola Azarov has said that Ukraine will always be a reliable transit country for energy to Europe, in particular, from Russia to Europe, and added that “we do not exclude the possibility of alternative transit routes for energy supplies,” UKRINFORM reported.

“We’re open to dialogue, and we welcome any proposals in this direction,” he said at a conference, entitled “Ukraine: From Crisis to Growth. Economy, Investments, Markets,” at the Egmont Royal Institute for International Relations in Brussels on Wednesday.

In addition, the prime minister said that Ukraine had signed with the European Union a protocol on accession to the Energy Community, which paves the way for the introduction of a free trade area in the energy sector between Ukraine and the EU.

Azarov noted that the EU and Ukraine were continuing negotiations on the introduction of a comprehensive free trade area.

“We need to reach compromises. I see no antagonistic contradictions, and I think that we should not set any deadlines, but work persistently and consistently on the implementation of such a comprehensive free trade area,” he said.

President instructs preparation of inflation fighting plan

In order to prevent deterioration of living standards of citizens, reduction of their real incomes, and exceeding of the expected level of annual consumer price inflation, President of Ukraine Viktor Yanukovych has instructed Prime Minister Mykola Azarov to analyze the situation on the consumer market, determine the causes of food prices growth, and develop a plan of urgent measures aimed at reducing the inflation, particularly the growth of prices for goods that are part of the minimum consumer budget.

In addition, the Prime Minister and the Chairman of the Central Bank are to take measures to encourage economic activity in sectors, whose products are experiencing price increases, including by promoting lending to businesses.

Chairman of the Antimonopoly Committee of Ukraine Oleksiy Kostusev was instructed to check observation of the Law on Protection of Economic Competition and if there are cases of prices growth being caused by concerted actions of economic entities.

Government to simplify procedures on issuing building permits

The Cabinet of Ministers of Ukraine within one month will develop a framework law that determines the mechanisms of simplified procedures for issuing permits for the construction industry. The decision was taken yesterday during a meeting on deregulation in the construction industry, Prime Minister Mykola Azarov said.

The Prime Minister believes that the facilitation of issuance of permits for construction and in the system of land allocation for construction will at 4 times average shorten the deadlines for issuing permits to start construction works, conclude contracts for sale of land, from the moment of form application by investors.

“”At the meeting it was decided to simplify the procedures for issuing building permits. The end result is not only to speed up the issuance of permits, but also to activate the building, what will reduce the cost of square meters, will enhance the investment attractiveness of the area,” Azarov said.

He also added that there is a need of more effective use of modern construction technologies and improvement of standards of quality and safety in building materials. “Most state building norms and standards effective today do not meet the time requirements,” the Head of the Government explained.

Mykola Azarov noted that in order to improve the regulatory system, which regulates construction in Ukraine and to harmonize it with European standards an appropriate action plan would be considered today.

EU, Russia may upgrade Ukrainian gas transport system – French Ambassador

France admits that Ukraine, Russia and the European Union can work together to modernize Ukrainian gas transport system,  French Ambassador to Ukraine Jacques Faure said in a  TV Channel 5 interview, UKRINFORM reported.

The diplomat said the EU is considering participation in this joint project. “At present the proposal is on the EU negotiating table, as well as in France; we are ready to seriously consider these opportunities,” he said.

Faure noted readiness of the Ukrainian side to negotiate this joint project, and stressed that on the part of the European Union there are no obstacles either. However, the ambassador recalled, it is necessary to know the opinion of the Russian side regarding joint modernization of the gas transportation system.

As reported, previously President Viktor Yanukovych of Ukraine and President Nicolas Sarkozy of France noted at their meeting in Paris the importance of modernization of the Ukrainian gas transport system.

The European Bank for Reconstruction and Development, as the provider of a grant in the amount of 2.5 million euros, has completed the first extended phase of assessment of winners for the right to develop a feasibility study on reconstruction and modernization of the Ukrainian gas transport system, taking into account environmental impact.

At this stage, of the 12 companies 5 candidates were named to continue the contest. Those are the American Mott MacDonald Ltd, Spanish Mercados Energeticos S.A., American PACE Global Energy Services LLC, Finnish Sweco Industry Oy and Dutch Tebodin BV. These companies will now have to submit to the tender committee of EBRD experts their more detailed proposals on the feasibility study.

President: I will do everything to increase responsibility at all levels of power

President of Ukraine Viktor Yanukovych assured he would use his wide powers obtained after the Constitutional Court of Ukraine’s decree to increase the level of his responsibility before the state and its citizens. The President told a briefing in Dnipropetrovsk.

“I regard it as the increase of my responsibility before the Ukrainian nation. It is vital. I will do everything to increase responsibility at all levels of power,” the Head of state said.

Viktor Yanukovych has underlined that such a step is critical to successful reforms in the country, its development and proper order. “It is essential to assert the rights of every citizen in the country,” the President said.
