Ukraine to put Ukrtelecom up for sale

The Ukrainian government at a meeting on Monday decided to put an entire state stake in telecoms giant OJSC Ukrtelecom up for sale, Deputy Prime Minister Sergiy Tigipko told Interfax-Ukraine on Tuesday.

“We’re putting an entire stake in Ukrtelecom up for sale,” he said.

Head of the State Property Fund of Ukraine Oleksandr Riabchenko said earlier that a tender for Ukrtelecom’s privatization would have to be called by August 15, 2010 so that the expected proceeds of at least UAH 10 billion could go towards meeting the budgeted privatization target for the year. However, Ukraine then delayed the launch of Ukrtelecom’s privatization by a month and planned to offer 92.79% of the national provider at an auction in September rather than August.

Ukraine has been trying to sell Ukrtelecom off since the late 1990s, but has only succeeded in selling shares for a discount.

The government led by former Prime Minister Yulia Tymoshenko tried to sell all but a 25% plus one share stake in 2008, asking UAH 1.04 per share, or UAH 13.2 billion for the whole 67.79% that was being offered. The price was later lowered to UAH 12 billion. Ukraine then planned to put the 67.79% up for auction in December 2009.

Ukrtelecom’s net profit was UAH 47.97 million in January-June 2010, compared with losses of UAH 124.13 million in the same period of last year. Net revenue grew by 3.3% to UAH 3.403 billion.

In 2009, Ukrtelecom reduced net losses by 3.3 times to UAH 456.43 million, increasing net revenue by 3.4% to UAH 6.87 billion.

Azarov: Euro-2012 to give an impetus to modernization of domestic production

Taking part in the opening of railway traffic on the Darnytsya rail and road bridge in KyivPrime Minister of Ukraine Mykola Azarov noted that Ukraine began implementing several major infrastructural projects, aiming at dramatic improvement of the life quality.

“Nobody should doubt – the country is oriented for a serious march, serious movement forward to modernization. So this is just a small example of what can be done and what will be done,” assured the Prime Minister.

Simultaneously with the railway part of the bridge is also built a road-bridge crossing with a six-way carriageway. The capacity of the new bridge will be up to 35,000 cars per day, and would solve the problem of highway service between the left and right banks of the capital.

He also expresssed an assurance that the Football Championship Euro-2012 should give an impetus to modernization of the Ukrainian production.

“Ukraine can produce itself absolutely everything: locomotives and rolling stock, as well as modern wagons. We need Euro-2012 to be a stimulus for us to upgrade our own production, not to buy somewhere abroad and raise the foreign production,” emphasised Mykola Azarov, adding that the Government would perform, in particular, the modernization of Ukrainian wagon production.

Ukraine partakes in climate change consultations within UN General Assembly session

Within the framework of the 65th UN General Assembly session in New York, the Ukrainian delegation headed by Foreign Minister Kostiantyn Hryshchenko participated in the ministerial consultations on climate change, where an informal exchange of views was held on the positions of the parties before the Conference of the UN Framework Convention on Climate Change, UKRINFORM reported.

The consultations were attended by ministers of foreign affairs and protection of environment from over 40 countries, which play a key role in the development of post-Kyoto architecture to prevent climate change.

Ukraine consistently makes its contribution to the fight against global climate change, the press service of the MFA says. As a country, which in 2004 ratified the Kyoto Protocol, Ukraine is actively implementing both national events to mitigate climate change and its effects, and international “flexible” mechanisms of the Kyoto Protocol, joint implementation projects and emission trading on the Green Investment Scheme.

For example, 179 letters were issued in Ukraine in support for joint implementation of projects that may reduce emissions by 170 million tons of CO2-eq.

Due to introduction of the scheme of green investment, money received from the sale of surplus quotas will be directed, in particular, for energy conservation measures in the social sector, energy efficiency, alternative energy sources and the like.

Policemen not to take part in local election

President of Ukraine Viktor Yanukovych met with Anatoly Mohylev, Interior Minister of Ukraine to discuss  a plan of measures to ensure fair and transparent elections in Ukraine. “These elections will be another step in developing democracy in Ukraine, so they must be free,” Viktor Yanukovych said.

President Yanukovych also stressed the inadmissibility of any administrative pressure.

The Minister expressed the opinion that it would be irrational if policemen participated in the elections to local councils. “Primary role of the police will be providing observation of laws and rights in preparation for the elections and during them,” Anatoly Mohylev said.

The President of Ukraine supported the suggestion that the staff of the Interior Ministry, Security Service, Attorney’s Offices, and Tax Administration should not take part in the elections. “The service in law enforcement bodies, protection and enforcement of the law, should be above politics,” he said.
