As part of Energy Community Ukraine may influence South Stream developments – Minister Boiko

Fuel and Energy Minister Yuriy Boiko believes that Ukraine’s accession to the  Energy Community can influence the situation over South Stream. He said this in a  BBC interview, UKRINFORM reported.

Ukraine will get the right to vote at European commissions as a partner of European energy companies, and they are now obliged to hear it, because Ukraine is a full member of the Energy Community; therefore, it has all the rights, and will be considered as an equal member of the community, rather than just as partner or neighbor, as before, the Minister noted.

Ukraine is grateful that the European Union, European Commission support the Nabucco project, and South Stream is not a strategic initiative to them; but EU member countries are signing treaties with the Russian Federation, while Ukraine is trying to convince its partners in Europe and in Russia that its gas transportation system is more economical and a safer route for transporting Russian gas to Europe than laying a new route through the Black Sea, Boiko said.

As reported, on September 24, the Protocol on Ukraine’s accession to the treaty establishing the Energy Community was signed in Skopje (Republic of Macedonia). Addressing the participants in the ceremony, Boiko said Ukraine considers its membership of the Energy Community as a practical step towards real integration into the EU internal market, in particular, its energy component.

As First Deputy Health Minister Vasyl Lazoryshynets said, small patients will reside at the health improving center near Havana.Climate conditions in Cuba allow to effectively treat dermopathy that is not cured in Ukraine, and such diseases as vitiligo and alopecia.

According to Lazoryshynets, for this program children have been primarily chosen from the Chornobyl zone, as well as those children whom, according to Cuban and Ukrainian doctors, it is possible to help only under conditions of the Cuban climate, National radio reported.

Ukrainian banking system has overcome crisis – official

Most difficult period for Ukrainian banking system already passed, Director of the European Bank for Reconstruction and Development Andre Kuusvek expressed his opinion at a press conference in Kyiv.

At the same time, he said the banks till now are not able to fulfill their main function of mediators on the financial market.

Out of current problems of banks, he noted the fact that they do not fulfill their main function and they do not work as mediators that direct money to the real sector of the economy. 

He also noted that the EBRD works in two directions: rendering support in the form of new money for the banks that carry out transparent and effective activities and assistance in restructuring to the banks.

Sale of alcohol in Lviv restricted at nighttime

Lviv City Council has restricted the sale of alcohol in the city at nighttime.

The executive committee of Lviv City Council made a respective decision on Friday, Interfax-Ukraine reported.

According to the decision, trading enterprises in the city must not sell alcohol from 22.00 to 10.00.

The draft decision proposed restricting the sale of alcohol from 23.00 to 07.00, due to numerous complaints from citizens regarding the violation of public order during nighttime and an increase in the number of crimes committed by intoxicated persons. However, Lviv Mayor Andriy Sadovy proposed increasing the period of restrictions on the trade in alcohol during the night from 22.00 to 10.00. The executive committee’s members supported this decision.

Nomination of candidates for local elections starts in Ukraine

On Monday Ukraine launches nomination of candidates in multimember and single-seat constituencies, as well as candidates for the posts of village, township and city mayor in the election of deputies of the Verkhovna Rada of the Autonomous Republic of Crimea, local councils and village, township, city mayors, according to the schedule of basic institutional arrangements for the preparation and holding of elections on October 31, 2010, posted on the CEC website.

As noted in the plan, the nomination of candidates begins 34 days and ends 28 days before the Election Day, and proceeds from September 27 to October 2 inclusive.

As reported, the elections of local authorities were slated for October 31. September 11 kicked off the campaign for election of deputies of the Crimean parliament, local councils, village, township and city mayors.

The elections will be held under the majority-proportional system: 50% of the deputies will be elected on party tickets and 50% in majority districts. Participation of political party blocs in local elections is not provided. a
