NATO experts start working in Ukraine

NATO experts start working in Ukraine

A group of NATO experts, headed by Chief of the Force Planning Department of NATO Defense Policy and Planning Division Frank Boland, has arrived in Ukraine.

The Ukrainian Defense Ministry’s press service reported that the delegation of the alliance’s experts included representatives of the NATO International Secretariat, the International Military Staff, the Allied Command Transformation and the NATO Liaison Office in Ukraine.

The main purpose of the visit by NATO experts to Ukraine is to consider, along with representatives of the Defense Ministry, the General Staff of the Ukrainian Armed Forces, other types of armed forces, as well as law enforcement agencies and executive government bodies, the draft of a concluding document on Ukraine’s participation in the planning and assessment of the forces of NATO’s Partnership for Peace program.

A Ukrainian military delegation at meetings with NATO experts is headed by Deputy Chief of the General Staff of the Ukrainian Armed Forces, Vice-Admiral Ihor Kabanenko.

During working meetings, the parties are planning to review the progress of conducting a defense review in Ukraine and the implementation of an annual national program of Ukraine-NATO cooperation for 2010. The sides will also consider the state of the implementation of the state program for the development of the Ukrainian Armed Forces in 2006-2011.

The visit by NATO experts to Ukraine will last until September 23.

Azarov: Temporary losses of budget following adoption of tax code will be covered by resources

Prime Minister Mykola Azarov instructed government members to accompany consideration of the Draft Tax Code in the Parliament, and to start development of normative documents that will be necessary following adoption of the document for its coming into force, UKRINFORM reported.

Opening the government meeting, Azarov noted that the Draft Tax Code submitted to the Verkhovna Rada on September 21, contains “500 pages of coordinated legislative norms instead of 4,000 uncoordinated and contradictory normative acts.”

The Premier expressed conviction that the tax reform inevitably leads to an accelerated economic growth and the people’s prosperity. According to him, the Tax Code will lead to liberalization of legislation, it will stimulate investment-innovation development and will create equal conditions for all market participants and equal conditions for taxpayers and the state.

At the same time, the head of government forecasts temporary budget losses following endorsement of the Tax Code. It is necessary to understand that “prosperity and welfare” will not come the next day following adoption of the new document.

“There will be temporary losses of the budget that we will cover by resources, we accumulate them now, there will also be complex daily work on the economy recovery and formation of an absolutely new civil tradition,” the Premier noted adding that today about half of Ukraine’s economy is in the ‘shadow.’

President demands effective VAT refund procedure establishment

In order to prevent negative social and economic consequences of late VAT refund and improved financial condition of business entities, President of Ukraine Viktor Yanukovych demands the Government to establish an effective procedure of timely refund of legally declared VAT.

According to the relevant instruction, in the first decade of October the Government is to elaborate an effective plan of measures on improving administration of the tax, preventing growth of VAT refund debts, establishing effective monitoring of VAT-bonds circulation and its impact on the financial markets and providing in-depth consideration of all the factors that affect VAT refunds in the process of preparation of the 2011 state budget.

Yanukovych: We will make Borispil one of the best airports in the world

President Viktor Yanukovych took part in the opening ceremony of Terminal F at Boryspil International Airport.

Congratulating those present on the event, the President said: “I came to congratulate you on this wonderful event, especially construction workers, who did their job well and showed that there is high level professionalism in Ukraine that meets international standards”.

Clearly, the Head of State said, every owner wants the entrance to his house to look decently. “Our great country deserves that its gateway looked decent. Therefore, this terminal is only the first step,” he said.

According to Viktor Yanukovych, the construction of Terminal F is only a first step in modernization of the Boryspil International Airport. Later, several more terminals are planned to be built here, “which really will make Borispil one of the best airports in the world”.

The President highlighted the fact that 20.5 thousand square meters of the new terminal complex would be serving all the passengers properly. He also said that modern infrastructure of the terminal would provide recreation and appropriate services to both citizens of Ukraine, and our guests.

The President of Ukraine has cut a symbolic ribbon at the entrance to the newly built complex and toured the terminal.
