Bloc of Yulia Tymoshenko threatens to block parliament

The parliamentary faction of the Bloc of Yulia Tymoshenko (BYuT) has threatened to block the Verkhovna Rada’s rostrum if four bills drafted by the faction are not submitted for consideration by parliament, faction leader Ivan Kyrylenko said, UKRINFORM reported.

The issue concerns the introduction of a moratorium on a rise in prices and tariffs for public utilities, a moratorium on the increase in the retirement age for women to 60 years, a bill on the introduction of tax holidays for small businesses, and a draft law on ensuring Ukraine’s energy security due to the ruling of the Stockholm Arbitration Tribunal obliging Ukraine to return 12.1 billion cubic meters of natural gas to RosUkrEnergo, he said.

The parliament is planning to consider the bills on Wednesday, September 8.

However, Parliament Speaker Volodymyr Lytvyn, taking into account the opposition’s demands, said that he was ready to put to the vote on September 7 the issue on including the bills on the agenda and consider them if the vote is positive.

The opposition is also planning to mark tomorrow’s opening of the seventh session of the Verkhovna Rada with a rally outside the building of the parliament.

Ukraine’s opposition to hold a protest action outside parliament

The People’s Committee for the Defense of Ukraine is to hold a rally outside the Verkhovna Rada of Ukraine at 0900 on Tuesday, September 7, Interfax-Ukraine informed.

The rally participants will protest against the increase in tariffs on gas, heating and hot water for households, Ukraine’s commitments to the IMF, in particular the pledge to increase the retirement age for women, and the agreement to extend the stay of the Russian Black Sea Fleet in Crimea. The organizers of the rally called on the citizens to join them to express their protest against the policies of the current authorities.

As reported, a number of Ukrainian political parties and non-governmental organizations set up the People’s Committee for Ukraine’s Defense on May 10, 2010. The committee is made up of the Ukrainian Social-Democratic Party, the European Party of Ukraine, the Batkivschyna Party, the Popular Rukh of Ukraine, the Fatherland Defense Party, the Reforms and Order Party, the People’s Self-Defense Party, the all-Ukrainian Svoboda (Freedom) Association, the Ukrainian Party and a number of non-governmental organizations.

PM Azarov: Tax Code creates favorable conditions for investors

The Ukrainian government’s draft Tax Code creates favorable conditions for attracting foreign and domestic investment, Ukrainian Prime Minister Mykola Azarov said in an interview with ICTV Channel late on Sunday, UKRINFORM reported.

“We’ll exempt from profit tax for ten years all companies producing consumer goods and operating in the sphere of light industry. Or let’s take small businesses. We will set tax holidays. In fact, we will create an attractive investment climate in our country, and we hope to attract, first and foremost, foreign investment and then draw domestic investment that is currently in the shadows or stored on deposits,” he said. Azarov noted that according to the draft Tax Code, small businesses are all entrepreneurs whose annual turnover does not exceed UAH 3 million (UAH 7.90 / USD 1).

Azarov said that profit tax was to be reduced to 19%, while the VAT rate was to be decreased to 16% by 2014.

While commenting on certain clauses of the draft Tax Code, he said that a five-percent tax on profit from deposits would be imposed on deposits exceeding UAH 200,000, i.e. such an innovation will not apply to over 90% of Ukrainian citizens.

He said that more than 90% of citizens would not be affected by the introduction of tax on property. It will apply to the owners of apartments in cities with an area of 100 square meters and residential houses in villages with an area of over 200 square meters.

President: Ukraine is highly interested in cooperation with China

Ukraine is interested in deepening cooperation with China, particularly in the investment area, Viktor Yanukovych said in an interview to Ukrainian journalists, presidential press office reported.

“It is important that we could attract investment to the country, and win the attention of such countries as China,” he said.

The President noted that Ukrainian side is ready to take part in a number of Chinese programs, such as involvement of our staff and technologies in development of infrastructure in certain regions and cities of China. “We must promote our capabilities,” President Yanukovych said.

The President also drew attention to the fact that Ukraine is an export-oriented country, so we must maintain our national products’ presence at global markets and open new ones. “China is a very interesting country for us. And in terms of comfort of our relations, I believe, it is our good partner with whom we will work,” Viktor Yanukovych said.
