Government proposes to impose wealth taxes

The Government proposes imposing a 5 percent tax on income earned by citizens from deposits worth over 200,000 UAH. Prime Minister of Ukraine Mykola Azarov said this today during a press conference on “Tax Code – for the welfare of citizens and innovative economic development.” Moreover, these funds are not subject to deposit, only the income from them.

Mykola Azarov noted that 90% of Ukrainian citizens have deposits that are less than 200 thousand UAH. “That is an idea expressed by President Viktor Yanukovych. He urged the Government to reduce taxes, but also to transfer most of the burden on the wealthy citizens,” said the Prime Minister.

The Head of Government also noted that the current flat rate of 15 percent on personal income of up to ten minimum wages remains in the Tax Code, while for those whose incomes exceed that limit, the rate will be increased to 17%.

In addition, according to Mykola Azarov, it has been proposed to impose a tax on properties, which will deal with very wealthy homes. “This item is quite liberal, it is introduced with properties over 100 square meters in area in the city and over 200 square meters in rural areas,” he explained. Thus, as noted the Head of the Government, over 95% of our citizens will not pay this tax, as “those 5% who have large apartments, big houses will pay 10 UAH per square meter.”

Ukrainian police want curfew for minors

The Ukrainian Interior Ministry suggests imposing a curfew for the minors, deputy chief of the Department of Criminal Police for Children Viktor Suranovych told the press, UKRINFORM reported.

“It is advisable that parents know where their children are. But, unfortunately, some parents are not interested in their children, and children are unattended,” he stressed.

According Suranovych, it is necessary to work out the issue of age categories of children falling within the curfew, and to view this very carefully.

According to the Interior Ministry, as a result of preventive operations “Summer 2010”, a total of 18,395 juvenile delinquents have been detained, in particular, 1,061 – in resort and resting sites.

President takes part in Ukrainian-Chinese Business Forum

In Beijing President Viktor Yanukovych took part in the Ukrainian-Chinese Business Forum, presidential press office reported.    

“I am sure this forum will be an important contribution to the development of mutually beneficial trade-economic and investment cooperation between Ukraine and China,” said President Yanukovych opening the forum and expressed hope that such events will now be regular.

The President stressed that comprehensive development of cooperation with China, which has always been and remains one of the key partners of our country in the Asia and Pacific, is one of the priorities of Ukraine’s contemporary foreign policy.

Viktor Yanukovych said that China is a country that has chosen unique path of development and has achieved impressive results. The President stressed that economic successes of China convincingly demonstrate that harmonious government and political stability are crucial for any state.

Speaking about cooperation between Ukraine and China, the President stressed: “Today Ukraine is opening a new page in its foreign policy – the page of new horizons of cooperation. One of these horizons is China.

Viktor Yanukovych drew the attention of Chinese businessmen to the fact that our country has a unique economic potential, modern industrial capabilities, and is rich in natural resources.

The President stressed that Ukraine will not return to the times of instability. Today, said Viktor Yanukovych, all the basic prerequisites for success – stability and order, “the Government that masters the situation for years to come”, are present in Ukraine.

“The new President relies not only on the clear political mandate received at the election. He relies on public support of stabilization steps and convincing majority in the Parliament. Times of political turmoil and revolutions in Ukraine are over. The season of stable growth has begun instead,” said Viktor Yanukovych.

Speaking about the importance of intensification of Ukrainian-Chinese investment cooperation, the President reminded that presently, foreign and domestic investors in Ukraine enjoy many different rights and additional state guarantees to protect their investment. “This area of Ukrainian-Chinese cooperation is regulated by the intergovernmental agreement on encouragement and reciprocal protection of investments,” he said.

Among the important aspects of the investment attractiveness of Ukraine Viktor Yanukovych called geopolitical location, extensive transportation system, presence of one of Europe’s largest scientific-industrial complexes, access to markets of the CIS and EU states. The President highlighted that recently he decided to transform the Advisory Council on Foreign Investments in Ukraine into the Council of Domestic and Foreign Investors in order to ensure implementation of innovative investment model in economic development and signed relevant decree on September 1.

Viktor Yanukovych noted that Ukraine is ready to deepen cooperation with China in aircraft building. Particularly, in developing regional and transport aircraft and training. He noted considerable achievements in that direction, including the case of an existing agreement on participation of the Antonov ASTC in creating the first Chinese heavy transport aircraft.

Among the most attractive investment sectors Viktor Yanukovych named agriculture, processing industry, nuclear energy, housing, telecommunications sector.

The President said separately that agreements were reached on participation of Chinese companies in infrastructure projects within the framework of preparation for Euro 2012 in Ukraine. “We are open to foreign investors. Both the Government and the Ukrainian Parliament, and I personally as President will be creating all the conditions for their fruitful work at our domestic market,” Viktor Yanukovych stressed.

“We are rediscovering each other … I’m here today to reach the hand of friendship and partnership to China,” said the President of Ukraine, ending his speech.

Ukraine, China sign bilateral documents

In the framework of the state visit of President Viktor Yanukovych to China, the ceremony of signing Ukrainian-Chinese bilateral documents was held in Beijing, presidential press office reported.

President of Ukraine Viktor Yanukovych and Leader of the People’s Republic of China Hu Jintao signed a Joint Statement on overall improvement of Chinese-Ukrainian friendship and cooperation.

Also, in the presence of the two leaders, Ukrainian and Chinese delegation have signed 13 bilateral documents, including:

  • Roadmap of Ukrainian-Chinese relations for 2010-2012 (signed by Ministers of Foreign Affairs);
  • Agreement between the Cabinet of Ministers of Ukraine and the Government of the People’s Republic of China on cooperation in plants protection and quarantine;
  • Program of Ukrainian-Chinese cooperation in exploring and using outer space for peaceful purposes for 2011-2015;
  • Protocol between the State Customs Service of Ukraine and State Customs Administration of the People’s Republic of China on mutual assistance in validating the declared value of goods;
  • Agreement between the Government of Ukraine and the Government of China to provide free assistance the Government of Ukraine;
  • Agreement between the Chamber of Commerce of Ukraine and the Chinese International Trade Promotion Committee on establishment of Joint Business Council.
