Preparations for local elections on October 31 enter final stage

The Central Election Commission has approved the form and color of voting ballots for the election of deputies to the Crimean parliament, local councils and the heads of villages, towns, and cities, which is scheduled for October 31, 2010.

Ballots will have nine colors – from white and light gray to brown.

The commission also approved the procedure for the registration of official observers from Ukrainian non-governmental organizations, foreign states, and international organizations for local elections, UKRINFORM reported.

As reported, the Ukrainian parliament will convene for an extraordinary session on August 30 to consider a bill of amendments to the law on the election of deputies to the Crimean parliament, local councils and the heads of villages, towns, and cities, which was adopted by parliament on July 5.

Ukrainian President Viktor Yanukovych said earlier that he would not sign the law if his amendments were not taken into account.

Ukraine’s PM emphasizes necessity for e-library of textbooks

Prime Minister Mykola Azarov says about the necessity for an electronic library of educational literature.

Azarov noted that in the digital age we have all possibilities to solve problems of access to educational literature. Thus, according to the Head of the Government, the Ministry of Education has posted on its website the electronic version of the first chapters of textbooks for 10th grades.

“I think we have to move faster in this direction and find a way, adhering to legislation concerning copyright protection, to place on the site of the Ministry of Education most complete e-library of textbooks for students of all grades in most common formats”, emphasized Azarov.

At the same time, the Prime Minister noted that he has a lot of comments to the official website of the Ministry of Education, in particular, that there is no English version. “This limits access to the education of foreign students in Ukraine”, said Mykola Azarov and added that the website should also include a base of higher educational institutions of Ukraine.

Government initiates re-certification of higher education institutions

The Government insists on re-certification of higher educational institutions, Prime Minister of Ukraine Mykola Azarov said opening a special extended meeting of the Government.

Mykola Azarov noted that compared to 1990, the number of higher education institutions in Ukraine has increased in 2,3 times. We have  861 higher educational institutions with 2,6 million students.


“As a result of this totally inadequate growth, we have terrible devastating disease – breeding amateurism,” stressed the Head of the Government.

The Prime Minister noted that despite the fact that the country has not returned to the 1990 GDP level, and last year had the 15% downturn, “appeared whole armies of economists, managers, marketers, lawyers and psychologists.” According to Mykola Azarov, it remains unclear, where we could take the appropriate number of qualified teachers for these specialties and what kind of staff they could prepare?

“This problem requires the introduction of more effective requirement system for the higher education in Ukraine. First of all, it is necessary to conduct certification of higher educational institutions to meet the modern requirements to higher education and to assess the quality of the knowledge gained by graduates,” stressed the Head of the Government and added that such checks should be carried out both on the latest courses and after 3-5 and more years after graduation.

Mykola Azarov noted that this issue requires special attention also because the President set a clear goal: covering ten years at least three Ukrainian universities must enter the world ranking of 500 best universities.

Azarov: No grounds for boom in prices and food shortage

There is no reason for food shortage and price increase. Prime Minister of Ukraine Mykola Azarov said this today while opening a meeting of the Government, Cabinet’s press office reported.

“I appeal to all citizens of Ukraine: the state has sufficient stock of buckwheat, grain and other food products to compensate for a slight reduction in the harvest this year, caused by abnormal drought. No reason for boom in prices, much less for shortage of goods on the shelves of stores,” emphasized Mykola Azarov.

The Prime Minister said that on behalf of the Government local authorities together with the Ministry of Agrarian Policy would organize seasonal fairs, at which citizens would have an opportunity to purchase products without intermediaries at market prices.

At the same time, Azarov noted that large retail chains also have every opportunity to provide a full range of food products on the shelves of their supermarkets, and, if necessary, receive prompt assistance from the state.

“I just want to warn, those who intend to use the speculative demand and pick citizens’ pockets, will immediately meet harsh reaction from the state,” concluded the Head of the Government.

Mykola Azarov also noted that in order to avoid similar situations in the future the Government had started a foundation of a civilized food market, which will include a minimum of intermediaries between a producer and consumer.

Investors to put over USD 10bn in national projects

Investors to put over USD 10bn in national projects

Six of the ten national projects announced on August 25 by President Yanukovych as priority will be implemented through private investments. This is the amount of over UAH 73 billion (1 USD – 7.89 UAH), according to the Kommersant-Ukraine newspaper.

The most expensive project will be “The Power of Nature” (EUR 3 billion) for the construction of 2 MW wind farms, which are to be repaid in seven years with electric power production at 26.8 billion kWh per year.

The Affordable Housing project will require UAH 12.3 billion of investments in five years, which will let build the apartments for 40,000 military men, the Crimean Tatars and young specialists of the public sector. And the third place in the top three most expensive projects is a ten-year project “The Olympic Hope 2022”.

As expected, the construction of railway communication between Kyiv and the Boryspil Airport has the longest payback period (15 years). The relatively small – a project to build a sea terminal to receive liquefied natural gas (5-7 years), which is to reduce the price of imported gas by 15-20%, and ten facilities for solid-waste recycling (6 years).

The state in all these projects is going to participate by paying for a pre-feasibility study, engineering infrastructure, introducing preferential tariffs and providing state guarantees.

The budget will finance the remaining four national projects, the cost of two of them – the reconstruction of Kyiv (The City of the Future) and support of motherhood and childhood (New Life) – is not yet determined. The projects Qualitative Water and Open World (the creation of educational network based on 4G) will require UAH 3.7 billion and USD 675 million respectively.
