Birth of second child should become a norm for Ukrainian families

Ukraine’s Minister for Family, Youth and Sports Ravil Safiullin believes that the authorities and media have to intensify efforts on promoting the birth and upbringing of two children in the family, especially the young one, and this should become a norm of life in the country, the minister said on Thursday.

“A comparative analysis of census data shows that the number of families who are limited to only one child increases from year to year,” the minister noted. According to the Department for Family and Gender Policy of the Ministry for Family, Youth and Sports, today the most common type of families with children under the age of 18 years in Ukraine is, like over the past years, the one-child families.

Balanced local budgets a condition of cooperation program with IMF

According to the agreements reached between the Ukrainian government and the International Monetary Fund (IMF), which are confirmed by the memorandum of economic and financial policies, it has been decided to reduce the figures of the deficit of the sector of nationwide administration in 2010 to 5.5% of GDP, the Ukrainian Finance Ministry reported, according to UKRINFORM.

One of the measures in support of the memorandum’s implementation is to balance local budgets in 2010.

“In this regard, local budgets for the corresponding fiscal period should be fulfilled without any deficit, and any changes in the decision on local budgets in terms of executing borrowings to the budget of development will lead to the violations by Ukraine of the requirements of the memorandum,” the ministry said.

Taking this into account, the ministry noted that the local debt of cities and towns in 2010 should not grow, while the revenues and expenditures of local budgets should form a common balance.

Education Ministry to introduce electronic system in university admission commissions

The Ministry of Education and Science in 2011 is planning to introduce an electronic system for receiving admission documents in higher educational establishments, Education Minister Dmytro Tabachnyk said during a selector conference, NRCU reported.

“We have received the task to think about the introduction of an electronic system for the submission of documents by the entrants in 2011,” he said. In addition, the Ministry considers changing the entry campaign term.

According to Tabachnyk, the draft rules for admission to universities in 2011 will be posted on the Ministry’s website in a few days after completion of the current entry campaign. This year, due to reduction of filings, applicants had to stand in long queues to get to reception commissions.

Due to the numerous appeals of the applicants and their parents, the entry campaign was extended by five days, until August 5.

Tymoshenko calls on Ukrainians to appeal against gas price rise

The leader of the eponymous bloc, Yulia Tymoshenko, has called on Ukrainians to challenge in the courts the decision by the country’s authorities to raise prices for natural gas.

“I’m calling on all concerned Ukrainian citizens to join my initiative: in order not pay money out of your own pockets to corrupt government officials, you should go as third parties to the court that is considering RosUkrEnergo’s lawsuit. We should protect ourselves and defend our country on our own,” Tymoshenko said in a statement posted on her official Web site.

She recalled that on July 19, RosUkrEnergo had filed an appeal at Kyiv Shevchenkivsnky District Court on the enforcement of a ruling of June 8, 2010 by the Stockholm Arbitration Court obliging Naftogaz Ukrainy to return 12.2 billion cubic meters of gas to RosUkrEnergo.

“This ruling has been made possible through the betrayal of national interests and collusion between government officials and the shareholders of a private company. The state has in fact been prevented from protecting the interests of its citizens and is contributing to the enrichment of the group of [RosUkrEnergo’s co-owner Dmytro] Firtash, [Ukrainian Fuel and Energy Minister Yuriy] Boiko and [Presidential Administration Head Serhiy] Liovochkin, who are currently running the Ukrainian government and [Ukrainian President Viktor] Yanukovych’s administration,” Tymoshenko said.
