Boiko: European energy integration a priority for development of electric power industry

Integration of Ukraine’s electric power system with the European power networks is one of the crucial priorities for the development of the power industry of the country,  Fuel and Energy Minister Yuriy Boiko has said on Thursday, UKRINFORM reported.

Boiko noted that the increasing interdependence of the countries that produce, transit and consume energy sources creates the necessity to develop partner relations, such as integration with the energy market of the European Union.

“One of the most important priorities in the development of electric power system in Ukraine is a synchronous connection of Ukraine’s United Energy System with UCTE [now ENTSO-E, European Network of Transmission System Operators for Electricity -ed.],” Boiko emphasized.

According to him, the geographical position of Ukraine and a powerful network of transmission lines of interstate interfaces will become the basis for a parallel operation of the United Energy System of Ukraine with energy systems of the European Union.

“We are working in many directions. For example, the Fuel and Energy Ministry and the World Bank have already started to implement a program of reforming the energy sector of Ukraine, according to which it is planned to upgrade high voltage electrical networks, and introduce the pilot project on power unit control systems for thermal power plants in order to adapt their work to the requirements of the UCTE,” Boiko said.

As reported, the Ukrainian government plans to raise a loan of the European Bank for Reconstruction and Development (EBRD) to the amount of EUR 175 million for the investment project “Construction of 750 kV Overhead Transmission Line Zaporizhzhia Nuclear Power Plant – Kakhovka”.

Government strengthened fire-prevention measures during the heat

The Government is taking all possible measures to enhance fire safety during the dry season,  Senior Vice Prime Minister Andriy Klyuev said at the meeting of the Government, Cabinet’s press office reported.

Klyuyev noted amid hot weather it was decided on the need to strengthen measures to prevent possible fires in the forests. Thus, ministries, departments and local executive authorities were instructed to enter fire-prevention measures.

However, according to the First Vice PM, despite the preventive measures, and existing restrictions on visits to forests throughout the territory of Ukraine, on July 28 in the two areas (Severodonetsk and Novoaydarsk) of Luhansk region the forest were in fire that within a few hours covered an area more than 200 hectares. “Only through a comprehensive engagement and well-coordinated actions of ground and air forces, it was possible to extinguish it less than in one day,” Klyuyev said and added that the threat of fire remains.

According to him, on behalf of the President of Ukraine Viktor Yanukovych, the Cabinet of Ministers  set up operational headquarters for coordination between central and regional executive authorities in case of emergency; similar headquarters are established in all the regions.

Andriy Klyuyev also noted that in case of fire suppression the forces available and the technical means of the Ministry of Emergency Situations, Ministry of Defence, Ministry of Internal Affairs, Ministry of Agrarian Policy, State Border Service, State Timber Enterprise, the Council of Ministers of Crimea and local authorities are to be involved in.

However, according to First Vice Prime Minister, the Ministry of Defense is to pay special attention to daily monitoring in warehouses of ammunition and weapons: “We have no right for a recurrence of the situation that occurred in previous years in Novobohdanivka and Lozova towns.

Andriy Klyuyev also drew attention of citizens to respect the rules of personal safety: “I want once again to appeal to the citizens – be mindful of your health and the health of children, avoid the threat for heat stroke, comply strictly with fire safety rules to protect the state, public and personal property.

President considers national projects

President Viktor Yanukovych met in Crimea with Chairman of the Working Group on National Projects of the Committee on Economic Reforms, MP Vladyslav Kaskiv.

At the meeting Vladyslav Kaskiv informed President Yanukovych on the proposals of large national projects in the context of the reforms carried out in our state.

Viktor Yanukovych stressed that large national projects are very important and that he would like to hear the elaborated proposals and priorities that must be addressed for the work to “gain momentum”.

Vladyslav Kaskiv stressed national projects “are real practical platform for implementing reforms” which the authorities are working on. According to him, these projects will ensure breakthrough in the main competitive industries and attract certain guaranteed investment in the national economy, which is extremely important during the crisis.

He noted that these projects have concrete practical meaning, clear terms, results to be obtained and those responsible for their achievement. Each project, he said, would be worth not less than $ 300 million and go on for a period of no more than four years.

“The implementation of each project under the patronage of the President of Ukraine does not foresee the use of public funds. Each of them is aimed at attracting foreign direct investments or investments in general,” said Vladyslav Kaskiv.

After the meeting the Working Group Chairman said that the phase of practical implementation of reforms on the basis of national projects has begun. “The President approved today five national projects realization of which will soon begin. These and other projects will be considered at the meeting of the Committee on Economic Reforms, to be held soon, and then, obviously, presented to the public,” he said.

He emphasized that there is no politics in these projects. Instead, it’s a “totally specific, transparent, clear investment model – which is comprehensive not only for the Ukrainian society, but also for the international community”.

“I think there will be no critics of this approach in Ukraine, because only such a model of activity can ensure us a breakthrough in certain areas of economic development and introduce new standards in both governance and work with our external partners – international organizations, foreign investors, etc.. That is the model our country has waited for 20 years,” he said.
