Government to increase control over arbitration managers of enterprises in default to eliminate wage arrears

The Government will consider increasing control over arbitration managers of bankrupt enterprises to eliminate wage arrears. Prime Minister of Ukraine Mykola Azarov said this today, opening a Government’s meeting, Cabinet’s press office reported.

Mykola Azarov noted that the issue of wage arrears is in constant control of the Government. Thus, according to the Prime Minister, last week at the expanded meeting on unblocking this problem it have been found that arbitration managers, appointed to bankrupt enterprises, take insufficient measures to settle payments with employees.

“Today the Government will consider a draft decision that will improve the control over activities of such arbitration managers”, emphasized Mykola Azarov.

President: True faith will consolidate Ukraine

Ukrainian President Viktor Yanukovych congratulated the nation on the Day of Conversion of the Kyiv Russ into Christianity.

“The way to welfare and prosperity of our nation lies today not only through economic growth. Faith also plays an important role, as a pledge of consent in society,” Yanukovych said in his address.

The head of state called Christianity “a life-giving force, which helped the Ukrainian people survive in difficult times, while church was defending ideals of faith and enriched it with holiness.”

Yanukovych, who spends holidays in Crimea, has today participated in the Divine Liturgy in honor of the Holy and Equal-to-the-Apostles Prince Volodymyr at the Volodymyr Cathedral in the National Reserve Chersonesos Taurica in Sevastopol. It is the Chersonesos where Great Prince Volodymyr was christened in 988.

But the main celebrations took place in Kyiv with Patriarch of Moscow and All Russia Kirill and Metropolitan of Kyiv and All Ukraine Volodymyr concelebrated the Divine Liturgy at Cathedral Square of Kyiv-Pechersk Lavra.

Yanukovych instructed to reform State Border Guard to of European model

President of Ukraine Viktor Yanukovych met in Crimea with State Border Guard Service Chairman Mykola Lytvyn. At the meeting the officials have discussed reforms in the Border Guard Service.

“I would like our Border Guard Service to be of the European model. So that it was a modern law enforcement agency that fights illegal migration, terrorist threats, drug trafficking, etc.,” said Viktor Yanukovich, speaking of his vision of these reforms’ direction.

The President of Ukraine stressed that reforms in the Border Guard Service must be stirred up due to the fact that Ukraine hosts Euro 2012 championship. He instructed to finish all the work before the end of 2011.

In his turn, Mykola Lytvyn reassured the President that the State Border Guard Service of Ukraine has a systemic vision of its development. According to him, in response to the instructions of the President of Ukraine the concept of integrated border management is being worked out, which will allow to prepare for Euro 2012 and bring current procedures and standards of state border management in line with European requirements.

The State Border Guard Chairman praised the fact that for the first time in the history of our state the Parliament has passed the law on border control, which is based on the Schengen code of laws the European Union relies on. According to him, the Government has adopted eight resolutions, which simplify the formalities during the preparation and holding Euro 2012.

Mykola Lytvyn also said that the Service has developed necessary legislation and Government documents that provide opportunities to further develop the Service as a law enforcement authority.

President, Interior Minister discussed reformation of Ministry of Internal Affairs

President of Ukraine Viktor Yanukovych met with Interior Minister Anatoliy Mohylev to discuss reforming the Ministry, presidential press office reported.

The President stressed that there are many complaints coming from the citizens about the work of police. He said that the problems, both old and new, must be adressed.

“Everyone wants above all to feel secure. I mean both physical protection of the lives of our compatriots, and, of course, the protection of freedoms and rights of Ukrainian citizens,” he said.

The President also noted that he, of course, knows about the measures taken by law enforcement authorities in combating crime, and that in this tough fight there are cases of police officers killed on duty.

A separate topic of conversation was the fight against corruption and bribery in police.

At the meeting the President of Ukraine also drew Interior Minister’s attention to the question of protection of journalists’ rights. “The cases that were in our country cannot fail to alarm,” he said. He stressed that he follows closely every investigation of facts of journalists’ rights violation and that he expects the Interior Minister to provide information on this issue.

The President stressed that journalists in Ukraine should be created all the conditions to carry out their professional duty.

From his part, Anatoliy Mohylev noted that reforms in the Ministry are long overdue and very necessary. In particular, he said, the management personnel of the Ministry “is too bloated”. He informed that it has already been reduced by 15%, and that this work continues. By the end of the year, he said, the management personnel will be reduced by 50%.

The President said that in parallel with the reforms in the Ministry and optimization of its personnel policy he expects the Ministry to “develop modern mechanisms of motivating policemen and improving their social protection”.

President Yanukovych also expects the Interior Ministry to propose the concept of reform, which would cover the system of law enforcement authorities in general.

Minister Mohylev said the agency is already studying the experience of such reforms in other countries, including Russia and Georgia. He assured the President that the concept of reforms in the Ministry would be developed by fall this year as the Head of State requests it.
