Azarov: Putin’s offer on Naftogaz, Gazprom merge is not a joke

Ukraine hopes to complete talks with Russia and the European Union on a gas consortium in the near future, Ukrainian Prime Minister Mykola Azarov said on Friday.

Ukraine voiced hopes of setting up a gas consortium with Russia and the EU as early as 2000, but talks stumbled over ex-president Viktor Yushchenko’s pro-Western policies.

“World history has known cases when such talks have gone on for years and a result has suddenly been achieved in one day,” Azarov said in an interview with the Kievsky Telegraf newspaper.

“We still measure the length of talks [on the gas consortium] in months, but we hope that we will come to an agreement soon,” he said.

Ukraine offers to provide transit guarantees to Russia – “for instance, to transit annually 150 cu m of gas through our territory,” Azarov said.

“In the absence of one of the three partners, the gas consortium cannot be created,” he said.

He said a merger between Russia’s gas giant Gazprom and Ukraine’s Naftogaz, proposed by Russian Prime Minister Vladimir Putin in late April, “was not a joke.”

The proposal was slated by the Ukrainian opposition as putting Ukraine’s sovereignty at risk.

Patriarch Kirill awarded Yanukovych with the Order of Prince Vladimir I degree

President Viktor Yanukovych has met in Crimea with Kirill I, Patriarch of Moscow and all Rus.

At the beginning of the meeting Patriarch Kirill I conferred to President Yanukovych the highest award of the Russian Orthodox Church – the Order of Prince Vladimir I degree. Viktor Yanukovych received the order “for the attention to labors to strengthen Orthodoxy in Ukraine and on the occasion of the 60th birthday”.

Presenting the Order to President Yanukovych, Patriarch Kirill I said: “I rejoice that on the occasion of your birthday I had a chance to present you this award in the first year of your presidency as a sign of deep respect of the ROC to your labors and your personality”.

The government has undertaken drastic measures to put things in order in Kyiv. The capital administrative team has been changed, and exactly the same process is being now undertaken across the country, Prime Minister of Ukraine Mykola Azarov said that in weekly “Kyiv Telegraph” interview.

“We’ve started with the order. Let us take, for example, the capital. Isn’t it cleaner in Kyiv? It is. Do we have more order now? Yes we do,” the Prime Minister is sure.

He explained that the team of the Kiev Mayor Leonid Chernovetskiy was proposed to restore order, and three month period was given for it. “However, the situation has not changed as quickly as we would like. Therefore the radical measures has been taken,” the PM summed up.

Klitschko vs Povetkin bout cancelled

The WBO, IBF heavyweight champion fight between IBF, WBO and IBO champion Wladimir Klitschko of Ukraine and IBF mandatory challenger Alexander Povetkin of Russia has been cancelled due to organizational reasons, UKRINFORM reported.

Povetkin did not attend the first press conference dedicated to the match, which took place in Frankfurt am Main on Monday. It was announced that the Russian boxer had a nasal sinus disease.

Moreover, the Povetkin failed to sign in due time a contract for the bout, which is a violation of IBF regulations. The IBF decided to exclude Povetkin from the IBF TOP10 rankings.

On September 11 Wladimir will battle another boxer, most likely Nigerian Samuel Peter.

The Prime Minister of Ukraine is extremely dissatisfied with the level of payment by heating delivering enterprises for the gas consumed. “Heating delivering companies have paid only 55% of gas consumed. How should we understand this?” Mykola Azarov underlined, that the problem of water channels arrears for electricity should be solved.

“In 2010 we must solve this problem and forget about it. We will draw no debt to 2011, all of them will be settled this year. We have to focus on it,” he said, Cabinet’s press office reported.

Azarov set task for the ministers and heads of RSA to minimize heat and water loss at supply to consumers through the networks. According to him, the loss of water during supply in the Lugansk region makes 56% in Chernivtsi – 45% in Lviv – 42%, and in the whole country – up to 30%. Prime Minister informed that the heat loss in the Transcarpathian region makes 42%, in Ivano-Frankivsk – 23%.

“We must not lay the mismanagement existing in the country on people’s shoulders. Moreover, for the biggest part of population the increase of tariffs will be intangible: for them the budget will pay, that means the subsidy from the state budget will increase,” he concluded.
