President urges land relations reforming

President Viktor Yanukovych convinced that it is necessary to conduct an effective land reform, he said in an interview at the opening Agro-2010 exhibition today in Kyiv.

“Currently, land legislation in Ukraine, to put it mildly, does not work at all and we know how frequent shady land deals have become. So now, we must finalize elaboration of land legislation and begin the agrarian reform,” said Viktor Yanukovych.

The President stressed that this is certainly one of the thorniest issues in Ukraine.

In his speech at the event President Yanukovych said that there are some serious problems in Ukrainian agriculture that require solutions. Today, he said, we must honestly admit the existence of serious problems that are addressed by government programs either partially, or not at all.

Among the priorities President Yanukovych named elimination of shady land privatization, stopping administrative interference into agriculture and removing any restrictions on agricultural exports.

According to him, it is necessary to establish a transparent land market, complete elaboration of national land registry and provide effective circulation of agricultural lands.

It is also necessary, said President Yanukovych, to protect domestic producers from imports of low-quality agricultural products, support farmers with cheap loans and agricultural machinery leasing programs, etc.. He also pointed to urgent need for improvement of subsidizing agricultural sector according to WTO regulations.

According to the President, it is necessary to improve the role of the Agrarian Fund of Ukraine. “The Agrarian Fund should be given all the funds that now are allocated to support farmers. The Fund should also have its offices in all the regions,” he said.

Speaking of today’s exhibition, President Yanukovych said it is a vivid example of diligence of the Ukrainian people and its constant striving for perfection.

He also presented certificates for combine harvesters that were bought in the framework of partial state payment program.

Azarov calls the EU for mutual concessions

Prime Minister Mykola Azarov called the European Union for mutual concessions while setting up a free trade zone between Ukraine and the EU. He said this today in Luxembourg during a joint press conference with Vice-President of the European Commission, EU High Representative for Foreign Affaires and Security Policy Catherine Ashton.

“I called today Mrs. Ashton for mutual concessions and compromise: somewhere we make concessions, somewhere we expect that the EU will come to terms with us, so we must meet halfway,” he said.

In her turn, Catherine Ashton said that the signing of an association and free trade agreement would double the export of goods from Ukraine to the European Union. She also called on the Ukrainian side to continue the work with the EU to develop a plan regarding the implementation of a visa free regime between Ukraine and the EU.

Tymoshenko: I will work to unite the opposition forces

Yulia Tymoshenko will focus all her efforts on uniting the national-democratic opposition forces.

“I will never beat up on any opposition forces. This isn’t my job. I will work only on unification,” Yulia Tymoshenko said today during a meeting with representatives of the Committee to Defend Ukraine in the Chernivtsi oblast, BYuT press office reported.

According to Yulia Tymoshenko, leaders of the opposition forces today aren’t working to unite efforts in order to defend Ukraine from the anti-Ukrainian actions by Yanukovych’s team.

“If individual opposition forces continue to fight one another, in other words have an internal battle – this isn’t a blow to Yanukovych, his inner circle or everything that’s going on inside the country, it’s a conscious blow against the opposition forces, and when they make it on air (they haven’t let me on for a long time) the first thing they do is criticize other oppositionists,” she said.

Yulia Tymoshenko called on the national-democratic opposition forces to unite. “Victory is possible only in one case – if all the democratic national opposition forces are united.”

EU getting ready to introduce visa free travel with Ukraine

High Representative of the European Union Catherine Ashton has said that a new active phase in the dialogue on visa free travel between Kyiv and Brussels has started and is likely to see its first results by the EU-Ukraine summit scheduled for this fall.

Ashton said this on Tuesday in Luxembourg at a press conference held after the meeting of the Ukraine-EU Cooperation Council attended by Ukrainian Prime Minister Mykola Azarov, according to Interfax-Ukraine.

“On June 9, at the ministerial meeting, we agreed to move to what we describe as a fully operational phase of visa dialog. It means it will be based on an Action Plan that will take us towards visa liberalization. It’s a really important step,” Ashton said.

She expressed hope the two sides would be able to demonstrate their adherence to their commitments by the time of the Ukraine-EU summit.
