Yanukovych says ‘no’ to customs union of ex-Soviet republics

Ukraine’s joining a customs union including Russia, Belarus and Kazakhstan is impossible, Ukrainian President Viktor Yanukovych said on Tuesday.

“Ukraine has [already] entered the World Trade Organization (WTO) and is integrating into the WTO. We are developing policies according to the organization’s principles. Joining the Russian-Belarusian-Kazakh customs union is impossible now because of the WTO’s economic principles which do not allow us to join this union,” Yanukovych said during the spring session of the Parliamentary Assembly of the Council of Europe (PACE), RIA Novosti reported.

In January 2009, Russia, Belarus and Kazakhstan agreed to create a single economic space by January 1, 2012.

In June 2009, the countries notified the WTO of their intention to join the organization as a single customs union.

The three ex-Soviet republics suspended their bilateral negotiations on WTO entry to hold consultations on a common position on the customs union.

Making comments to journalists in Strasbourg on today’s events in the Verkhovna Rada accompanying the adoption of 2010 Budget and ratification of Kharkiv agreements between Ukraine and Russia, President Viktor Yanukovych said: “Nothing unexpected has happened in the Ukrainian Parliament today. Unfortunately, Ukraine got used to the often lack of parliamentary ethics in deputies. But we must stop that”.

He stressed that, despite the opposition, the pragmatic coalition is working in the Parliament and necessary decisions are approved.

He also emphasized that Ukrainian government is trying to work effectively. Therefore, it sought to resolve budget issues and ratify the Ukrainian-Russian agreements on the eve of President’s visit to to Strasbourg to take part in the PACE session.

Opposition leader Yulia Tymoshenko is initiating the creation of a committee to protect Ukraine, which will be an organizational structure to prepare and hold early parliamentary elections.

“In every village, town, city, institution of higher education, we need to create a committee to protect Ukraine. We need an organizational structure that is above the political parties,” Yulia Tymoshenko said during a rally today by the Verkhovna Rada.

According to her, the opposition can counter the regime only with good organization.

Yulia Tymoshenko is confident that this committee will succeed in having early parliament elections held and will ensure that a patriotic constitutional majority is formed in the Verkhovna Rada after the elections.

“If the patriotic forces can rally every person that can vote, we can have 300 votes in the Verkhovna Rada, if we work the way Ukraine needs us to,” said the opposition leader.

In her opinion, after a democratic majority is formed in parliament, they can begin impeachment proceedings against President Viktor Yanukovych. “Because only through a majority in parliament can we remove Yanukovych and his anti-Ukrainian policy,” Yulia Tymoshenko said.

Verkhovna Rada adopts state budget for 2010

The Ukrainian parliament has adopted Ukraine’s state budget for 2010. A total of 245 MPs voted for the adoption of the country’s main financial document at a parliament session on Tuesday.

The law foresees revenues of the state budget for 2010 at UAH 267.452 billion, including UAH 218.691 billion as revenues of the state budget’s general fund and UAH 48.761 billion as revenues of the state budget’s special fund (UAH 7.93 / USD 1).

State budget expenditures were approved at UAH 323.556 billion, including UAH 244.027 billion as expenditures of the state budget’s general fund and UAH 79.529 billion as expenditures of the state budget’s special fund.

The document foresees GDP growth at no less than 3.7%. The expected inflation rate is 9.7%.

The ratification of the agreement extending the lease for the Russian Black Sea Fleet’s bases in Ukraine was rigged, just like the results of the presidential election, claims Yulia Tymoshenko, the leader of the united democratic opposition.

“What happened today is unconstitutional, just like everything that Yanukovych has done since he assumed office. That’s why we’re obligated to do everything we can so that the people elect a team to parliament that will denounce all these agreements, return to Ukraine what is being taken away from it, and once and for all remove the fifth column in Ukrainian politics,” Yulia Tymoshenko said during a briefing in the Verkhovna Rada.

According to her, today we saw another phase of the violent overthrow and desecration of the Constitution. “If there are people in Ukrainian society who are ready to defend Ukraine, let’s unite so that a new parliament is elected as soon as possible under pressure from the people and public opinion,” she said.

BYuT leader called all supporters of the opposition to come to the Verkhovna Rada building on May 11 and demand denouncement of the agreement or announcement of early parliamentary elections.

“MPs closed the palriament till May 11. So, from today we start going to the regions to enable people, who stand for Ukraine, to  come to the parliament on May 11 and block its work until those traitors denounce the agreement or announe early parliamentary elections,” Tymoshenko addressed her supporters in front of the palriament on Tuesday.

Ukrainian parliament ratifies Russian Black Sea Fleet deal, though not without a fight

The Verkhovna Rada has ratified a Ukrainian-Russian agreement extending the lease on the Russian Black Sea Fleet in Crimea.

A total of 236 MPs voted for the ratification of the deal at a parliament session on Tuesday.

Though the ratification did not go easily. Supporters of different political forces surrounded the building of the parliament.

About 7,000 protestors and supporters gathered in front of the parliament, according to police estimates. Ukrainian opposition parties said some 10,000 of its activists will take to the streets, the pro-presidential Party of Regions said it would gather some 5,000 supporters.

Ukrainian police and the country’s opposition briefly clashed in front of the Supreme Rada as opposition members tried to get through into the parliamentary building. The attempt was suppressed by police.

Supporters of the incumbent president, Viktor Yanukovych, who set up a tent city around the Supreme Rada ahead of the hearings, welcomed the ratification by chanting: “Yanukovych! Yanukovych!”

Their political opponents responded by chanting: “Shame! Shame!”

The two rival groups are currently separated by a police cordon.

Opposition activists demonstrated aggressive behavior, constantly shouting “Down with Yanukovych!” “Down with [his] gang!” The Party of Region supporters have remained calm.

Activists of Ukrainian nationalist movement “Svoboda” (Freedom) are trying to break police cordons, and are throwing plastic bottles at police officers.

No casualties have been reported so far, though sporadic fights between the political adversaries have broken out, however they were quickly suppressed by the country’s riot police.

Inside the session hall someone threw several smoke bombs.

Before speaker Volodymyr Lytvyn could announced the begining of vote for the ratification of the agreement on Russian Black Sea Fleet, he was hit with boiled eggs. Deputies tried to protect the speaker with open umbrellas. MPs from the Party of Regions and BYuT started a fight.

After the ratification deputies from Our Ukraine and BYuT left the session hall, claiming the dal was an “act of treason” and refused to take further part in the session.

The Russian State Duma has also ratified an agreement extending Russia’s lease on a naval base in Crimea for 25 years after the current deal expires in 2017. A total of 410 deputies voted for the ratification.
