Party of Regions delaying preparation of 2010 State Budget, BYuT says

The Party of Regions is blocking the parliamentary budget committee from submitting changes to the draft law on the 2010 State Budget, thus preventing the law from being prepared and submitted for consideration.

“The Verkhovna Rada Budget Committee has already prepared their proposals to the draft budget for 2010, but parliament must approve them and then the government has to take them into account when finalizing the budget. This could be done today…but unfortunately, the Party of Regions is blocking this process,” BYuT deputy Serhiy Sobolyev said today.

He stressed that the government would do everything it can so that the state budget for next year is adopted before the end of this year.

On December 14, First Vice Prime Minister Oleksandr Turchynov stated: “The government is ready to make these changes to the draft 2010 budget, to revise it based on the Verkhovna Rada’s conclusions and proposals. These proposals should be balanced and clearly meet the requirements of the Budget Code. Unfortunately, we have not received such conclusions from the Verkhovan Rada. As soon as we do, we will submit to parliament an amended draft budget for 2010.”

Oleksandr Turchynov recalled that the government submitted to parliament the draft 2010 State Budget on time back in September 2009. But, according to him, parliament didn’t vote for it, thereby being required to submit proposals for revisions. The government has not yet received these proposals.

Tymoshenko offers new form of financing Ukrazaliznytsia modernization

In the next five years, the modernization and reconstruction of Ukrzaliznytsia will take place through bank loans and loans under government guarantees.

“We need to think about a completely new form of financing the modernization and reconstruction of Ukrzaliznytsia. A new form of financing, which differs from direct expenditures from revenues for Ukrzaliznytsia services will be introduced,” Prime Minister Yulia Tymoshenko said at the Ukrainian Forum of Railway Workers, which is being held simultaneously with an expanded Cabinet meeting.

Yulia Tymoshenko noted that the Cabinet of Ministers will also consider providing guarantees, including under Ukrzaliznytsia commodity credits.

The issue of financing the modernization of Ukrzaliznytsia is included in the state target program of railway transport report for 2010-2015, which will optimize the organizational structure of the railway and create all conditions for its integration into European and global transport systems.

Ukrzaliznytsia asking for WB loan

Ukrzaliznytsia, a national state-owned railway company, is working with the World Bank (WB) to raise a loan for infrastructure development and modernization, Ukrzaliznytsia Director General Mykhaylo Kostyuk said on Wednesday, National radio reported.

“The project envisages performance of works on the construction and modernization of infrastructure facilities that will ensure higher capacity of ports in Mykolayiv, Kherson and Crimean ports,” he said.

Unemployment on rise in Ukraine

In November 2009, the number of the unemployed persons registered at Ukraine’s employment centers grew by 10.4 thousand to 536.7 thousand persons, the State Employment Service announced on Wednesday.

This is the first outburst of unemployment since March when it had been falling down for a long time: the March-October unemployment almost halved – by 388.2 thousand persons. The unemployment revival in November was attended by vacancy reduction by 2.1 thousand to 75.4 thousand.
