Other regions of Ukraine should prepare for quarantine

The Cabinet of Ministers will consider quarantine in other 10 regions of Ukraine. Prime Minister Yulia Tymoshenko announced this today during a meeting with regional leaders on how to prevent the spread of infection.

The head of government said that it is necessary to take such measures becuase in a number of regions the flu is approaching the epidemic threshold.

“The regions that are approaching the epidemic threshold and where we need to take precautionary measures to fight off an epidemic are: Vinnytsia, Dnipropetrovsk, Donetsk, Zaporizhzhia, Kyiv, Luhansk, Odesa, Poltava, Sumy and Chernihiv,” Yulia Tymoshenko said.

She noted that in the Crimea, Zhytomyr, Kirovohrad, Mykolayiv, Kharkiv, Kherson and Cherkasy oblasts and Sevastopol, the situation “is relatively good.”

As of today, quarantine has been announced in the: Lviv, Ivano-Frankivsk, Ternopil, Zakarpattia, Chernivtsi, Rivne, Volyn, Khmelnytsky and Vinnytsia regions of Ukraine.

Teachers will be paid despite quarantine

The Ukrainian government will ensure that teachers receive their full salaries despite the quarantine and school closings, Minister of Labor and Social Policy Lyudmyla Denisova has stated.

“Our children, not teachers are under quarantine. There are instructions from the Minister of Education recommending that teachers not be sent on leave. They will be paid based on their officials salaries,” she assured.

President held meeting on problems in banking sector

President Viktor Yushchenko met with the leadership of the National Bank, law enforcement and judicial authorities, and temporary administrators Ukrprombank and Nadra Bank, presidential press office reported.

At the meeting sides have discussed the situation in problem banks and implementation of the Decree of the President of Ukraine “On measures to ensure the restoration of stability in the banking system” from October 8, 2009.

The President instructed the participants to enhance the effectiveness of the financial, legal and legislative measures provided by the Decree in order to provide return of loans by unscrupulous borrowers.

First Yushchenko drew the attention of National Bank Chairman to the need to create a full registry of unscrupulous borrowers to reduce the risks for other banks.

The President also instructed to take additional measures in order to prevent unscrupulous borrowers from participating in purchases of goods, works and services for public funds.

The President instructed the Prosecutor General’s Office to increase the activity of the working group on the development of measures to protect the rights and interests of depositors of banks.

To law enforcement, judicial authorities, the State Border Service the President gave instructions to strengthen coordination of work with problem borrowers, particularly temporarily limiting their right to travel abroad and providing the necessary legal basis of these actions.

At the same time President emphasized the importance of informing such borrowers about the grounds for restricting their travel abroad as early as possible and provide them with the opportunity to resolve their problems, rather than informing them of such a decision when they are at the boarder crossing checkpoint.

The President also instructed to elaborate draft amendments to the legislation aimed at strengthening legal grounds for the prosecution of unscrupulous clients.

These changes should include in particular the introduction of limits on borrowers using their property or funds in case of malignant evasion of obligations before their bank, because due to the actions of these clients, ordinary citizens that entrusted their savings to bank system suffer.

Slovakia closes borders with Ukraine due to epidemic of swine flu

Slovakia closes two of its five border checkpoints with Ukraine due to epidemic of swine flu, accordig to “Novosti” agency with referrence to Slovak Home Affairs minister Robert Kalinak. According to the minister, thousands of people are daily crossing “Velke Slementse”, “Mali Selmentsi” as well as “Ubla” and “Maly Berezny” check points.

“If the flu epidemic in Ukraine further spreads Slovakia will have to close the remaining three border check points”, the minister noted.

Swine flu vaccination will start in a month at the soonest

Ukraine will start vaccinating its citizens against the H1N1 influenza only in a month or two when the vaccines are registered in the country, says Oleksandr Hrynevych, the director of the Ukrainian Flu and ARD Center, UKRINFORM reports.

According to him, two anti-H1N1 flu vaccines undergo tests now. Until everything is OK with the papers, the medicos will not vaccinate Ukrainians against the swine flu. He also added that the vaccine that will come as humanitarian assistance from the World Health Organization (WHO) or from other countries individually will be also tested and registered.
