Ukraine endorses nuclear fuel program

The Cabinet of Ministers of Ukraine has endorsed the Nuclear Fuel of Ukraine state program, says Natalia Shumkova, deputy minister of fuel and energy.

She says in 2009 – 2013 it is planned to build on the basis of the Novokostiantyniv deposit a hydrometallurgical plant for the processing of uranium ore with a waste storage, launch the production of fuel assemblies, and create a full cycle of zirconium production, including production of tubular steel.

In April 2008, the government set up the Nuclear Fuel concern based on the Eastern ore mining and dressing plant, the Novokostiantyniv uranium mine, state-run company Smoly, the Dnipropetrovsk works of precision pipes, and the Ukrainian scientific research, design and exploration institute of industrial technologies.

The main objective of the Nuclear Fuel of Ukraine concern is to provide nuclear power plants with the raw material. President Viktor Yushchenko early last year signed the decree giving effect to the February 1, 2008 decision by the National Security and Defense Council on the safety of the state nuclear power industry.

By its decision, the Security Council called the functioning system of management in the field of the use of nuclear energy, regulation of the issues of nuclear and radiation safety as going in conflict with the guidelines of the state policy of national security concerning creation of favorable conditions for permanent economic growth, and said it needed optimization.

Presidential Secretariat challenges NATO referendum

The Presidential Secretariat has appealed at Kyiv’s Administrative Court of Appeal a judgment of Kyiv’s Administrative Court obliging President Viktor Yushchenko to declare a referendum of Ukraine’s possibility to join NATO, Deputy Head of the Presidential Secretariat Maryna Stavniychuk has told a briefing Friday, National radio reported.

As reported, in July 2009, Kyiv’s Administrative Court obliged President Viktor Yushchenko to hold a referendum on NATO and CES. The question was about a referendum based on the people’s initiative regarding Ukraine’s NATO accession and participation in the Common Economic Space (CES) along with Russia, Kazakhstan and Belarus.

Tymoshenko: Furthering of cooperation with the IMF is crucial for Ukraine

The Prime Minister Yulia Tymoshenko declares that furthering of cooperation with the International Monetary Fund appears crucial. The Head of Government informed during the Sixth Yalta annual meeting “Vision of the future of Ukraine: discussion with the Prime Minister of Ukraine”.

 “As Prime Minister I can affirm that I will do my best to make such cooperation effective, productive till the end of the crisis and to prolong it further,” Yulia Tymoshenko stressed.

The Prime Minister emphasized that cooperation with the IMF is one of the most effective anti-crisis programs of the Government of Ukraine: “Unless we had had such cooperation between the Government and the IMF, in fact it means elaboration of those top-priority effective bail-out measures jointly with the world experts, unless we had had timely earmarked resources, unless we had possessed support of the European Union and other countries – IMF founders, I can tell you that consequences of the crunch would be hard to predict”. 

Yulia Tymoshenko thanked to all the countries that had put resources into the IMF, to the International Monetary Fund mission in Ukraine, IMF Board of Directors and the whole IMF team who could render an effective, qualitative and valuable support to Ukraine at this hard crisis time.

Moreover, the Prime Minister thanked to the strategic partners of Ukraine – the World Bank, the European Bank for Reconstruction and Development and the European Investment Bank: “These are our real and reliable predictable partners able to understand us even when it is sometimes hard to understand and able to support us when this support is needed most”.

Tymoshenko: Ukraine, Russia relations must be formed on the basis of national interests of the two countries

Ukraine ought to build pragmatic, mutually beneficial, friendly, constructive relations with the Russian Federation. The Prime Minister of Ukraine announced during the Sixth Yalta annual meeting “Vision of the future of Ukraine“.

A bad tradition to ask questions still exists: are you with mother or with father, are you with east or with west, are you with western countries or with Russia. I consider it is not just non-productive question, it is an extremely harmful question for Ukraine as nowadays it is deprived of any political sense,” the Head of Government underlined.

According to her, “every country of the world is strong as it can develop its national interests in a diplomatic, nice and constructive manner on territory of every country in which such national interests can be found”. The Head of Government stressed it doesn’t imply multiple vectors but it means Ukraine has a clear and civilized choice, which is the European community, and at the same time it has pragmatic, mutually beneficial, friendly, constructive relations with Russia as one of the largest neighbours.

Yulia Tymoshenko is convinced reasons of stirring up of confrontation between Ukraine and Russia are artificial and exist on the territories of both states. The Prime Minister is assured that popularizing such confrontation between Ukraine and Russia politicians earn their ratings.

Yulia Tymoshenko drew attention to recent polls according to which 92% of citizens of Ukraine take Russia “with support and understanding”, while 36% of citizens of Russia have good attitude towards Ukraine. At this, Yulia Tymoshenko stressed she personally advocates resuming of more friendly and pragmatic relations with the Russian Federation.

“We have to know all urgent questions for our countries and build our national interests taking into account positions of the partner,” the Head of Government underlined.

Besides, Yulia Tymoshenko views that an indicator of Ukrainian-Russian relations appears gas issue. The Prime Minister apologized to all the countries of Europe that could feel temporary discomfort in the time of regulating gas problems between Ukraine and Russia.

Yulia Tymoshenko reminded that the strategic gas agreement had been signed for 10 years between Ukraine and Russia and envisaged market price for gas which ought to be formed according to the clear formulae but not in a political way.

IMF: Ukraine has smth to be criticized for, but there are some positive moments

The head of the IMF mission in Ukraine Dzheyla Pazarbaziolu notes positive sides of Ukraine’s fight against the crisis. She said speaking at the “Yalta economic strategy” on Friday.

“Ukraine is going through deep crisis. There are lots of problems to deal with and Ukraine has something to be criticized for,” she said.

At the same time, according to her “there are positive moments.”

“Look what the National bank has done. It carried out a stress-test among the commercial banks. And it was done before the same procedure took place in the US. The bank carried out diagnosis and program of banks’ recapitalization,” Pazarbaziolu said.

She reminded that overcoming of the bank crisis pushes the economic development. In particular, according to Pazarbaziolu, it happened in Mexico.

PR keeps blocking the parliament. No work for today

The Party of Regions faction keeps blocking the work of the parliament, ForUm’s correspondent reported. Leaders of the factions failed to agreed upon the terms of unblockingthe parliament. Noneof the speaker’s Lytvyn propositions were supported.

The rostrum, presidium and governmental box are blocked in the session hall. The entrance to the presidium of the Verkhovna Rada is blocked with chairs.

The Party of Regions still insist on adopting the draft laws on increasing of the social standards.

Yushchenko intends to become a president again

President of Ukraine Viktor Yushchenko says that he will be a President in six months.

He said this in the interview to Associated Press, Ukrainska Pravda reported.

“These four years are remarkable by the fact that free journalist, freedom of speech and choice – basic democratic winnings – become firmly established in Ukraine. I have no doubts that my policy will strengthen. And when we meet in six months, I am sure, I will be Ukraine`s President”, – Yushchenko claimed.

“My plan is to win”, he underlined.

Historical landscapes of Kyiv under the threat

Experts of UNESCO are recommending Kyiv to impose a moratorium on construction of multistory buildings which level down panorama of historic monastery landscape on the banks of the Dnieper River and organize an efficient preservation of not only buildings of Kyivo-Pecherska Lavra, but natural landscape also.

According to the press service of the Ministry for regional development and construction, particularly, the problems with proper preservation of the object of world heritage “St. Sophia Cathedral, Kyivo-Pechersk Lavra and adjoining monastery constructions” and geological problems in the territory of Lava were mentioned, Liga reports.

Experts are very anxious about construction on the slopes of the Dnieper River. The landslides might appear on the slopes. According to the experts, it does not only harm a valuable historical landscape, but also puts a threat to the further existence of Kyivo-Pecherska Lavra. In connection with this the UNESCO mission recommended Ukraine to consider a possibility of organizing efficient preservation of not only the buildings of the monument, but the cultural landscape too, including natural components of the Dnieper slopes and banks of the Dnieper River.

Summing up, the new buildings influence on the authenticity of the object negatively. The preservation of authenticity is one of the main requirements to the monuments pretending to be included into the UNESCO World Heritage List and staying of the Object in the List. Besides, the UNESCO mission recommends enlarging buffer zone of St. Sophia Cathedral to Khreshchatyk Street, the territory of Bessarabska ploshchad and Bessarabsky market.
