Pukach named organizers of the murder of Gongadze

Oleksiy Pukach has confirmed his involvement in the murder of journalist Georgy Gongadze, Deputy Head of the Security Service of Ukraine (SBU) Vasyl Hrytsak stated at the briefing in Kyiv today

“Pukach has confirmed his involvement in this crime. He also confirmed the involvement of other officials, there will be a lot of interesting information,” Hrytsak said.
Answering the journalists’ question, whether Pukach nammed the organizers of the murder, Hrytsak said “Yes.”
The head of the SBU also said that there are officials among the organizers of the murder.

Yanukovych: Elections should be fair and transparent

Yesterday the Party of Regions leader Viktor Yanukovych met with US Vice President Joseph Biden at Hyatt hotel in Kyiv. The meeting lasted for almost one hour. After it the opposition leader held a briefing for media representatives.

According to Viktor Yanukovych, during the meeting with US Vice President Joseph Biden they discussed the issues of the current state of Ukraine’s economy, enhancement of affairs with the IMF, problems of democracy progress, and certainly the upcoming presidential elections in Ukraine.
In the conversation with Joseph Biden the opposition leader has pointed out that he as the Head of Ukraine’s largest political party “wants the elections be fair and transparent”.
With that said, Viktor Yanukovych has stressed that he is also interested in seeing the US observers in Ukraine during the elections. In his opinion, it would put all candidates in equal terms.
During the meeting they also discussed the issues concerning Ukraine’s energy security. According to Viktor Yanukovych, Ukraine will develop transparent relations with all its strategic partners – both with Russia and the European Union. “Ukraine as a transit country is interested in our gas transport system working efficiently and being upgraded in the immediate future. But this requires investment both from Russia and the EU. They can be partners in this issue”.

Viktor Yanukovych has underlined that the creation of an international consortium is topical for today and it can be considered. “But the terms should be elaborated in the mutually beneficial way”, he noted.

US Vice President Joseph Biden inquired the Party of Regions leader about his position on the possibility of reaching a compromise among Ukraine’s political forces. Viktor Yanukovych replied that “strong politicians and strong people always look for a compromise and get it”.

Answering the question about his impression of the meeting with US Vice President, the Party of Regions leader pointed out that Joseph Biden produced an impression on him as a modern politician “of very broad views and a very interesting person to talk to”.

Biden: Ukrainian democracy depends much on country’s energy security

Ukrainian democracy depends greatly on the energy security of the country, U.S. Vice President Joe Biden has said, according to Interfax-Ukraine.

Biden said this in his address to Ukrainian businessmen and statesmen in Ukraina House in Kyiv on Wednesday.

He stressed that Ukraine has great energy resources, however they are used inefficiently. The U.S. vice president suggested that the country’s energy sector should be reformed. Ukraine uses three times as much energy as an average EU country, including its neighbor Poland.

Besides, Ukraine still hasn’t switched to forming market prices for electricity, Biden said adding that it was time to do this.

He also said that the United States and Ukraine have agreed to hold a meeting of a working group on energy security by the end of this year.

Pukach, accused of Gongadze case, is caught

Ex-chief of the Main criminal search department at the Interior Ministry of Ukraine, lieutenant-general Oleksiy Pukach was found yesterday in the evening in Zhytomir Region, TV channel Inter reports. Pukach has been already arrested.

According to the press service of the Prosecutor General Office, the accused of organization of reporter Georgiy Gongadze murder Oleksiy Pukach was detained in one of the villages in Chudnov district, Zhytomir Region. The investigators of the Prosecutor General Office are interrogating the lieutenant general, UNIAN reports.

In autumn 2003 Oleksiy Pukach was detained on the suspicion of destruction of documents about shadowing for reporter Gongadze in May-July 2000. After in November 2003 Pukach had been released by the Appeal Court of Kyiv owing to the written undertaking not to leave the place, the officer disappeared. In early 2005 court brought a charge against the journalist’s murder.

According to the official information, Oleksiy Pukach was the main perpetrator of reporter Georgiy Gongadze’s murder. Accoridng to the investigation, he organized the shadowing for the reporter and was in charge of the group of officers (Valery Kostenko, Mykola Protasov and Oleksander Popovych) who kidnapped Gongadze on September 16 2000 and took him out of Kyiv to the field near the Sukholisy village, Bila Tserkva district, Kyiv Region.

According to the investigation, Oleksiy Pukach smothered reporter and made his culpable participants keeping silent about the crime that had been committed. Probably, he re-buried the body in the forestland situated in Tarashcha district, Kyiv Region.

Soon the records were made public that were allegedly done by ex-major of state security Mykola Melnychenko in the office of ex-President of Ukraine Leonid Kuchma. There was a voice that resembled the Kuchma’s voice saying “to sort reporter out”. However, still ex-President is not a person involved into the case on murder.

In 2008 three former officials of the outdoor surveillance and criminal intelligence department at the Interior Ministry of Ukraine – colonels Valery Kostenko and Mykola Protasov, major Oleksander Popovych were adjudged guilty of reporter’s commission of murder and sentenced to 12 years (Kostenko and Popovych) and 13 years (Protasov) of deprivation of liberty.

Europe made Ukraine credit conditions

Delo newspaper has received information that Europe made Ukraine conditions relating to the credit for gas. According to the document, Naftogaz may get funds if the company carries out an independent audit of gas that is being kept in the underground gas storages of Ukraine.

All conditions are divided into three parts: preliminary, short-term and medium-term. It is written in the first part of the document that the schedule of phased rise in prices for gas for people and heating enterprises is to be worked out.

The European Commission is demanding from Naftogaz to take measures on increasing transparency in the gas sector. Besides, the law on state purchases is necessary too.

In the second part of the document the European Commission proposes to increase the sum of funds to cover subsidies for the payment of municipal services in the draft national budget for 2010.

Ukraine’s authority are to improve the procedure of payment for gas and municipal services. That is why the centralized system of collection of payments is suggested to form. The European Commission is insisting on the transparent system of payments in the industrial sector.

The European Commission again asked to make the daughter enterprises of Naftogaz Ukrtransgaz and Ukrgasvydobuvannia independent.

Poland and Ukraine to discuss preparations for Euro 2012

Ukraine’s Deputy Prime Minister Ivan Vasiunyk and a delegation of Poland, including Deputy Prime Minister, Minister of the Interior and Administration Grzegorz Schetyna, Foreign Minister Radoslaw Sikorski, Sports and Tourism Minister Miroslaw Drzewiecki, will pay a working visit to Lviv (West Ukraine) on Wednesday, ForUm informs, referring to Ukrinform press service.

The delegation will visit airport Lviv and the stadium, as well as discuss the question of local border traffic between Poland and Ukraine.

Earlier, an UEFA delegation visited Lviv to look at the construction of the stadium for the 2012 European Football Championship.

On May 13, the UEFA chose Ukraine’s Kyiv, and possibly Donetsk, Lviv and Kharkiv as the EURO 2012 venue cities.

Jazz festival to take place in Kyiv

On October 16-18, 2009 the second international jazz festival will take place in Kyiv. During three days of the festival the performances of six jazz bands will be presented. ForUm’s correspondent informs.

Among the participants of the festivals there are such jazz bands expected to the festival: “Bester Quartet”, “Mike Stern Band”, “ҵ⬓ide”, “Vnochi” Vakarchuk’s project, “Steve Gadd and Friends”, “Spyro Gyra”.

In scope of the festival guests of the festival will be able to attend master-classes of well-known jazzmen and after party and evenings of jazz cinematography. Apart from this contest of jazz photography is planned.

President comments on Ukraine-US relations

The relations between Ukraine and the United States are forming as those of strategic importance, Ukrainian President Viktor Yushchenko said during his joint press conference with US Vice President Joe Biden in Kyiv Tuesday, UKRINFORM correspondent reported.

In Yushchenko’s words, the Ukraine – US relations are developing rather actively, and are based on a solid legal ground, including the Strategic Partnership Charter of December 2008, the bilateral action plan and the road-map signed in early 2008.

Yushchenko thanked Biden for the US support to Ukraine in its cooperation with the International Monetary Fund.

The President noted that, in discussing the third tranche for Ukraine, a package of economic reforms was suggested to Ukraine. Yushchenko called it rather complicated.

He also said he had discussed with Biden on Tuesday energy security, nuclear safety at Ukrainian NPPs, and diversification of atomic fuel. “We must rationally use our energy resources; the gas sector reform policy is also needed. Exactly on the basis of this reform Ukraine stands a chance to make her energy policy independent,” the President said.
