PR insists on increase of living wage at Friday’s extra session of the VRU

MP from the Party of Regions, First Deputy head of the Verkhovna Rada Oleksandr Lavrynovych in an interview to Interfax-Ukraine said that the Party of Regions faction will let conduct the parliamentary extraordinary meeting scheduled for Friday provided that the issue on raising of social standards is considered first at this session, press service of the Party of Regions reported.

“So far there are three concurred issues on the agenda to be discussed at the extraordinary meeting. Particularly, the position is common concerning the issues on making alterations to the law on elections of the President of Ukraine and on banks recapitalization.

We may agree to consider these points at the extraordinary session. But unless the issue of raising the social standards is put first on the agenda, there will be no session at all,” Lavrynovych mentioned.

“We will keep negotiating with our parliamentary colleagues about the possibility of holding this extraordinary session,” he summed up.

Tymoshenko: Government will introduce necessary norms into 2010 budget law

The government will introduce necessary norms that were included in the draft Budget Code vetoed by the president directly into the law on the 2010 budget, Prime Minister Yulia Tymoshenko said yesterday during a briefing, ForUm informs, referring to Yulia Tymoshenko press servcie.

According to Tymoshenko, they will simultaneously hold talks with the Party of Regions on overriding the president’s veto and gaining parliamentary approval for the changes to the Budget Code.

“This is a great crime by the president against local government. This differs greatly from the promises he made during the elections. This is the step of an intriguer, nor a politician. Everyone understands that the veto is only meant as a means to personally battle me in the elections. I will turn to the Party of Regions and want to believe that at least Viktor Yanukovych and his faction won’t fight with me at the price of local government,” she noted.

As a reminder, yesterday the President Viktor Yushchenko vetoed the new version of the Budget Code that was approved by parliament on June 23. The new version included a formula for transferring funds between the state and more than 12,000 municipal budgets.

Vanco makes plans about Ukraine’s shelf

Vanco Prykerchenska Ltd Company (Virgin Islands) has begun work at the program and budget to realize the first stage of the development of the Prykerchensky sector of shelf in the Black Sea in 2010, the company reports.

“In spite of a financial crisis, arbitration proceedings in Stockholm, unwillingness of the government of Ukraine to carry on a constructive dialogue, Vanco Prykerchenska company intends to carry the commitments, according to the Agreement on division of production”, is reported.

Vanco company is planning to make a large-scale 3D seismic research of sea-bed in the Prykerchensky sector with a total square 4,200 sq km in 2010, Ukrayinski novyny reports.

 
As a reminder, the Agreement on division of production was signed on October 19 2007 between Cabinet and Vanco International Company (Bermdu islands) on the Prykerchensky sector of shelf in the Black Sea. Vanco International transferred the rights and commitments relating to the Agreement on division of production to Vanco Prykerchenska.

Underwater inspection of bridges over Dnipro River to be held

Kyiv will conduct underwater inspections of the bridges over the Dnipro River to look for possible erosion.

Kyiv Mayor Leonid Chernovetsky has signed an instruction for underwater checks to be made on the supports of Pivdenny bridge, Paton bridge and the Parkovy foot bridge, Kyiv City State Administration’s press service reported on Monday.

 
According to the Kyiv municipal corporation for road transport Kyivavtodor, the underwater inspection of the bridges’ supports will be conducted by the end of August.

Ukraine and Libya signed bilateral documents

On the outcomes of negotiations of the heads of governments of Ukraine and Libya a series of bilateral documents have been signed. In particular, the Prime Minister of Ukraine Yulia Tymoshenko and Secretary of the General People’s Committee of the Socialist People’s Libyan Arab Jamahiriya Al-Bahdadi Ali Al-Mahmoudi signed the Protocol of the fourth joint sitting of Ukrainian-Libyan Cooperation Commission on Monday, ForUm informs, referring to government portal.

Moreover, in the presence of heads of governments of the two states such documents as Agreement on cooperation in cadre potential development and cadre training and Memorandum of understanding on cooperation in health protection were inked.

Round table "Deportation of the Crimean Tatars: historic and legal assessment"

On July 15 this year the Security Service of Ukraine held a round table “Deportation of the Crimean Tatars: historic and legal assessment”. People’s deputies of Ukraine, representatives of the SSU, public organizations, mass media, historians and lawyers participated in the meeting.

Addressing to the audience, the Deputy Head of the SSU Mykola Herasymenko mentioned that, as per the decree of the President of Ukraine Viktor Yushchenko, the Security Service of Ukraine in cooperation with the General Prosecutor’s Office is gathering information relating to illegal deportations of the Crimean Tatars in 1944 and other people who were living in the Crimea. Officials are gathering and examining documents on crimes of the totalitarian regime in 1944, establishing and interrogating witnesses. As a result, according to the requirements of the national legislation, the SSU and General Prosecutor’s Office will give their legal assessment of the illicit forcible deportation of the Crimean people.

People’s deputy of Ukraine Mustafa Jemilev stressed that forcible deportation in 1944, executed by Soviet repressive bodies, should be qualified as genocide because according to various calculations from 38 to 46 percents of the Crimean Tatars died during two years of the exile.

Gulnara Bekirova, the Representative of the Commission on the Crimean Tatars genocide analysis to Majlis, told about the situation on archive materials research concerning deportation and stressed upon importance to fix the recollections of alive witnesses of the Crimean Tatars’ catastrophe. Ms. Bekirova informed those present, that three volumes of “How it was” edition with the recollections of the victims of repressions came into public.

One of the Crimean Tatars’ leaders Refat Chubarov stressed upon the necessity to address their requests to the Governments of other countries, whose archives can contain documents about tragic events of May 1944.

Volodymyr Vasylenko, an Authorized Representative of Ukraine in International Court of Justice, in his speech dwelled on the legal technicalities, on which it is necessary to pay attention initiating the criminal case on the Crimean Tatars deportation.

 
Summarizing the round table the head of the SSU Archives Department Volodymyr V’yatrovych declared that the Security Service of Ukraine has the intention to address to Russian and Uzbek special services with the request to open the access to the materials concerning the Crimean Tatars’ deportation. “Detailed, impartial, independent from the political situation study of the forcible deportation of the Crimean Tatars will favor essential improvement of the moral environment on the Crimean peninsula. Our today’s round table is only the first step on the way to return to the historical justice concerning the Crimean Tatars, – V. V’yatrovich summed up.

Ukraine intends to create free trade zone with Libya

Ukraine and Libya are interested in boosting bilateral goods turnover, Prime Minister Yulia Tymoshenko and Secretary of the General People’s Committee of Libya al-Baghdadi Ali al-Mahmudi said at a meeting of the Ukraine-Libya Cooperation Commission in Kyiv on Monday.

According to Yulia Tymoshenko, bilateral goods turnover doubled in 2009 year-over-year, ForUm informs, referring to UkrInform.

She noted that yesterday’s meeting of the committee may serve a starting point for removing trade barriers between the states that may lead to the creation of free trade zone.

 
Answering the question of al-Baghdadi Ali al-Mahmudi about the necessity to simplify visa regime between Ukraine and Libya, Yulia Tymoshenko said that Ukraine intends to launch this work.
 
 “At the next meeting of our committee we will set a task to sign a range of documents. This is a Memorandum of Understanding to simplify visa procedure, especially for students, patients and tourists,” she stressed.

Ukrainian map loses its localities

Every year, almost 25 populated localities disappear from the Ukrainian map, Anton Tretiak, deputy head of the State Land Committee, told a press club meeting on the development of rural areas, according to UkrInform.

In the past 15 years, the strength of countryside population reduced by two million, he said.

As of June 1, 2008, a total of 220 villages on 5.770,39 million hectares lost their status of populated localities, and in 12,560 functioning localities social infrastructure is dissatisfactory.
