Lytvyn thinks PR intends to dissolve the parliament

Ukrainian Parliament Speaker Volodymyr Lytvyn has accused the Party of Regions of its “another attempt” to seek the dissolution of the Verkhovna Rada, UkrInform reported.

“Another scenario for blocking the Verkhovna Rada’s work is being implemented. There are no grounds for the Verkhovna Rada’s dissolution in accordance with a ruling by the Constitutional Court,” he said. “But these grounds could appear if the parliament does not work in a plenary regime for 30 days. This date falls on May 17,” Lytvyn said. 

The speaker described the Regions Party’s demand to resign Interior Minister Yuriy Lutsenko as “far-fetched.” At the parliament’s conciliatory council on Tuesday, all factions agreed to consider this issue as soon as the necessary documents are submitted by the Ukrainian Foreign Ministry, due to an incident with the minister at Frankfurt Airport.

Lytvyn also said that one of the reasons for the parliament’s blockage by the Regions Party is its reluctance to consider a bill banning the gambling business in Ukraine.

Apart from that, the Bloc of Yulia Tymoshenko’s faction leader, Ivan Kyrylenko, said that his faction would not vote for Lutsenko’s resignation. Moreover, Germany has not yet responded to a note sent by the Ukrainian Foreign Ministry in connection with an incident at Frankfurt Airport, he added.

Kyrylenko said that the Party of Regions is using the incident with Lutsenko to call early parliamentary elections in the country. “However, they will fail to realize this scenario,” he added.

As a reminder, the Party of Regions blocked the parliament’s rostrum on Tuesday, demanding the resignation of Interior Minister Yuriy Lutsenko. The minister submitted a statement of resignation to the premier and parliament due to an incident at Frankfurt Airport. The minister said that the opposition and the Presidential Secretariat, by using a “minor” incident at the airport, had started persecuting him to “destabilize the situation at the Interior Ministry.”
Lutsenko again said that he would bring a lawsuit against the Germany’s tabloid newspaper Bild for misleading reports about the incident involving him and his son.

The Regions Party expressed doubt that a vote on Lutsenko’s resignation would be fruitful. The party’s deputy leader, Anna Herman, said that her faction would block the parliament’s work until it is confident there are enough votes for the resignation of Lutsenko as Ukraine’s interior minister.

NBU is ready to stop exchange rate fluctuations

The National Bank of Ukraine (NBU) is ready to stop unnatural hryvnia exchange rate fluctuations and promises to provide access to currency to the public and businesses, according to deputy governor of the National Bank of Ukraine (NBU), Volodymyr Krotiuk, according to Kyiv Post.

“As earlier, NBU remains an active player on the currency market and will act, using its instruments, not to allow defects in exchange rate formation, which would lead to an unnatural strengthening or weakening of the national currency. The public and business will be provided with foreign currency on the Ukrainian currency market as earlier, including via interventions and NBU currency auctions,” he told Interfax-Ukraine on Tuesday.

He said that recent events on the domestic currency market demonstrated that the NBU currency and exchange rate policy of late 2008 and early 2009 was successful: demand for foreign currency has fallen, a trend of hryvnia strengthening appeared, and the inflation pace fell.

“Macroeconomic conditions promoted the stabilization of the currency exchange rate. In particular, this year the balance of payments improved compared to the previous year. This allowed there to be balance in the demand and supply of foreign currency on the interbank currency market. The daily needs of business for foreign currency to pay import was actually provided for by revenues received from exports,” Krotiuk said.

He said that the NBU had gradually cut its participation on the currency market, giving freedom to market players to form the exchange rate.

“If in 1st quarter, 2009, the NBU transactions’ share of the currency market was over 10%, at present it is less than 8%,” he said.

PR put ultimatum: either Lutsenko’s resignation, or early elections

The Party of Regions faction will continue blocking the VRU podium until they are sure that there are enough votes for resignation of Yuriy Lutsenko. Deputy leader of the Party of Regions faction Anna Herman said that today, the ForUm’s correspondent informs.

According to her, the majority factions want to consider the resignation of Yuriy Lutsenko but have no intention to vote for his resignation. “We will not let this: either Lutsenko to be dismissed from his position, or we will initiate early parliamentary elections,” she said.

As a reminder, the PR members blocked the VRU podium today.

According to German media, police on May 4 arrested Yuriy Lutsenko in the state of strong alcoholic intoxication after a brawl with law enforcers at Frankfurt am Main Airport.

Interior Minister Yuriy Lutsenko’s 19-year-old son was going with the Ukrainian delegation. Police, according to German media, had to put handcuffs on the son of the minister for aggressive behavior.

IMF to allocate third tranche of stand-by loan to Ukraine after June 15

The International Monetary Fund (IMF) is expecting allocation of the third tranche of the stand by loan to Ukraine after June 15, according to Kyiv Post.

Head of the International Monetary Fund Mission in Ukraine Ceyla Pazarbasioglu has announced this at a phone conference in Washington, the United States.

Ceyla Pazarbasioglu said the size of the third tranche could be SDR 2.125 billion, which is equivalent of nearly USD 3 billion.

The International Monetary Fund has scheduled the next revision of the program of the cooperation between Ukraine and the IMF for June. If the revision is a success, the Executive Board of the International Monetary Fund is likely to endorse a decision about allocation of the third tranche of the bailout loan to Ukraine.

The cooperation program between Ukraine and the International Monetary Fund envisages quarterly monitoring of Ukraine’s economic performance.

As a reminder, on November 5, 2008, the IMF decided to grant USD 16.4 billion to Ukraine to overcome turmoil in the country’s economy.

On November 10, 2008, the International Monetary Fund allocated the first tranche worth equivalent of USD 4.5 billion.

On May 8, 2009, the Executive Board of the International Monetary Fund completed the first review of Ukraine’s economic performance under the 2-year Stand-By Arrangement (SBA), and approved the immediate release of the second tranche of USD 2.8 billion of the bailout stand by loan.

The International Monetary Fund does not rule out that the second and the third tranches of the stand by loan for Ukraine will be equal.

Lutsenko admits he drank beer in Frankfurt

The Interior Minister Yuriy Lutsenko explained his decision to resign from the position of the Interior Minister by his unwillingness to continue political scandal around he and his son in Ukraine. He said that today at the press conference in Kyiv, the ForUm’s correspondent informs.

“In relation that dirty campaign is being held against me and my son, I addressed to the PM and parliament in order to resign,” Lutsenko said.

Lutsenko noted that incident in Frankfurt airport was settled after excuses from the German side, however the day after that incident, the yellow press in Germany publicized false information about what happened. According to him, German police denied information of “Bild” about alcohol intoxication of Yuriy Lutsenko and his son.

“Later that incident turned into political scandal in Ukraine,” he said.

“I became a victim of the situation which turned to be a political scandal and I am not going to continue it,” he added.

Lutsenko intends to suit against German newspaper “Bild” for false information about him and his son.

At the same time, answering the question, whether Lutsenko had alcohol, he said that on his arrival to the airport, he had dinner and had some beer.

The Interior Ministry denied information of the German mass media concerning inappropriate behavior of Yuriy Lutsenko and Ukrainian delegation..

PR blocked the VRU

The Party of Regions has blocked the VRU podium with demand to dismiss the Interior Minister Yuriy Lutsenko. The ForUm’s correspondent informs.

The PR members hung posters against Lutsenko like “Drank power – bad for the country”, “Drank Minister – shame for the country”.

At the same time MPs from other factions take their places in the session hall.

As a reminder, the Interior Minister Yuriy Lutsenko asks the Verkhovna Rada to accept his resignation today.

Yatsenyuk intends to boost patriotic education

Leader of the Front for Change initiative, MP Arseniy Yatseniuk believes that patriotic education should be raised to a new level in Ukraine, according to Interfax-Ukraine.

“Patriotic education is a separate segment which needs very careful work. We should form the Ukrainian personality from the cradle,” he said on Saturday at a meeting with veterans at the town of Snizhny, Luhansk region, Yatseniuk’s press service reported.

The leader of the Front for Change said that he had come to congratulate the war veterans as an ordinary citizen. “Last year I came here as a chairman of the Verkhovna Rada of Ukraine, and today I am here as an ordinary Ukrainian. First of all, I am here to express my deep respect to all those who perished during the war. It is necessary for al people to recognize that this was a great victory over the 20th century plague – the Nazism,” Yatseniuk said.

BYuT and OU-PSD are ready to consider Lutsenko’s resignation

BYuT is ready to consider resignation of Yuriy Lutsenko. The leader of the BYuT faction Ivan Kyrylenko said that today at the conciliatory session, the ForUm’s correspondent informs.

The leader of the Our Ukraine-People’s Self-Defence faction Mykola Martynenko said that the parliament should not delay with consideration of Lutsenko’s resignation.

“As to Lutsenko – he has made his choice. Let’s not to delay with it and consider this issue as soon as possible,” he said.

At the same time Martynenko also informed that the OU-PSD faction does not intend to vote for resignation of Yuriy Lutsenko

As a reminder, today the Interior Minister Yuriy Lutsenko asked the Verkhovna Rada to accept his resignation.
