Popovich: Crisis became the second Chornobyl for Ukraine

It seems that the crisis in Ukraine is serious! It is not even the matter of prices hike and the unstable economic situation, but in «quiet» panic in the minds of Ukrainians. The director of the Institute of Philosophy of Ukraine Myroslav Popovich is confident the crisis will become a lesson for our country, but the main way to overcome it – to rely on ourselves and stick together.
Myroslav Popovich told the ForUm’s correspondent about the crisis solution, about the commemoration of the Chernobyl tragedy and corruption in high schools.

– This Sunday Ukraine will mark the commemoration day of the Chornobyl disaster. Meanwhile, the Emergency Ministry started talking about the narrowing of pollution zone. It means that a number of people who have Chornobyl benefits will be decreased. Is it necessary to do?

– If there is no money, the authorities will look for different arguments. To evaluate such decision, it is necessary to know the state of the public treasury. But to my mind, the pollution zone should not be narrowed. I do not think it would be justified. Although the iodide compound in the Chornobyl zone do not have threat any more, but there are many radioactive elements, which will forever threaten the health of people. I think that benefit payments for Chornobylmen should be cancelled as a last resort. It is a sin to “touch” their benefits.

I remember well the Chernobyl event. I used to have holidays in Chernobyl very often earlier in summer and until then, I can not find similar place to rest. This event has the same sign for Ukraine, as well as the global economic crisis now. It is necessary to pay for risks. Our nuclear power stations would have cost us several times cheaper than if we took into account the risks. The same situation is in the banking crisis. We lived in debt, and now pay for it. The crisis in Ukraine has become the second Chornobyl.

– Cabinet of Ministers is going to reduce the number of budget places in high schools by 25% and also allowed universities to take a fee from students for the re-examinations and tests. What is your opinion concerning this?

– Reducing the number of state contracts – it is a very heavy blow. This is a big sacrifice. Ukrainians have a right for free education, but that does not mean that it will be realized. The right for free education can be fulfilled only for a certain number of people depending on the country possibilities.

As to payment for failed tests and unsatisfactory marks, it is international practice. I consider that nothing wrong with that. This is a reasonable measure.

As to corruption in the universities, it is impossible to get rid of it. If all students enter the universities on the budget basis, there will be corruption. If there are only commercial universities, then only the rich will study and the poor will be sitting at home. Corruption can not be removed unless there is a developed civil society.

– Our country is deeply into the crisis. What do you think, will we find solution of it soon?
– We overcome the crisis not sooner than the whole world will do. Our economy is oriented for export. It is waiting when there is a demand for steel, chemicals, foods again. I can say one thing, all the economic measures taken by the Government, are in the same direction in which the entire world is struggling with the crisis.

Yushchenko met President of the Group of States against Corruption

President Viktor Yushchenko met today with Mr Drago Kos, President of the Group of States against Corruption, according to President’s press service.

“We highly appreciate the things you do. Ukraine needs your constant support,” said Victor Yushchenko at the meeting. He suggested considering sending a representative from the GRECO to Ukraine, who would work in our country on the permanent basis.

Victor Yushchenko expressed pity that current political system in Ukraine affects proper realization of GRECO recommendations. He explained that despite the fact that almost all legislative acts within the framework of these recommendations have already been elaborated and went through first reading in the parliament, it is unlikely that the Verkhovna Rada under current circumstances would soon return to discussing them. As an example of deputies’ unwillingness to effectively fight corruption in Ukraine President Yushchenko named the fact that they still have not abolished deputy’s unlimited immunity that often open way to corruption.

President Yushchenko complimented Ministry of Justice of Ukraine for its activity in organization of corruption fighting work but said that other authorities need “serious technical support” from the GRECO. “We must transform the system and instruments of fighting corruption and coordination procedure; we need more powerful international support and implementation of more joint public projects,” he said.

Tymoshenko: Gogol is our writer

Prime Minister of Ukraine Yulia Tymoshenko considers that creative work of Nikolai Gogol unites Ukraine and Russia.

She said that today in scope of the presentation of full volume of Gogol’s works, publicized by joint efforts of Ukrainian and Russian specialists. Yulia Tymoshenko is an author of foreword to this publication.

“It is important for us that two countries really to unite around Gogol and we present the the world with full edition of his works without correction,” Yulia Tymoshenko said, ForUm’s correspondent informs.

At the same time Yulia Tymoshenko reminded that, Russian ambassador extraordinary and plenipotentiary to Ukraine Viktor Chernomyrdin initiated joint Ukrainian-Russian edition of Gogol’s works.

According to Tymoshenko, new edition puts an end in discussions which culture Gogol belongs. “When Ukrainian and Russian politicians meet, it is important when they say: Gogol is our! I want we always say “our” because Gogol is that our two peoples can be proud of. Gogol really unites us. I think that from Gogol two cultural and literary traditions – Ukrainian and Russian, appeared,” PM said.

Lyapina thinks Ukraine will observe recovering next year

Recovery of Ukrainian economy can begin next year. MP from the OU-PSD faction Ksenia Lyapina said, the ForUm’s correspondent informs.

According to9 her, recovery of Ukraine’s economy can be cause by improvement of state of affairs in world metal markets, which is expecting soon. Lyapina reminded that this is the very metal which is that commodity group export of which significantly influences the volume of the currency funds in the county.

Another positive signal, according to Lyapina, is decline of prices for oil and gas.

Lyapina also noted that government’s policy in budget, banking and tax spheres can impede recovering. She critizes governmental actions.

Tymoshenko held meeting with rural heads

A meeting of Prime Minister of Ukraine Yulia Tymoshenko with rural heads from Lviv, Kyiv, Chernihiv, Cherkasy, Volyn, Sumy, Poltava, Luhansk, Vinnytsya, Kirovograd regions was held today, ForUm informs, referring to the governmnet portal.

In the course of the event the Head of Government touched upon issues of social-economic development of rural settlements that necessitate considering on a Governmental level. In particular, the problems raised included solving land issues, improvement of normative-legal base, medical care of village inhabitants, cadre supply of local self-government bodies, use of communal property, carrying out an administrative-territorial reform, environment, accomplishment of the territories etc.

On the outcomes of the meeting respective central executive authorities are to prepare a series of normative-legal acts to be approved by the Cabinet of Ministers of Ukraine within nearest time.

The mentioned event took place in the frames of readying of an all-Ukrainian meeting of rural heads called to consider joint actions of the Government and local self-government bodies destined to solve the problems of social-economic development of rural settlements, which is slated for the end of May of the current year.

Kinakh: Terms of cooperation between Ukraine and IMF contradict to anti-crisis measures

Member of Parliament, the Party of Regions parliamentary faction Deputy Head, president of the Ukrainian Union of Industrialists and Businessmen Anatoliy Kinakh said at today’s briefing that the terms of cooperation between Ukraine and IMF contribute to that Ukraine is losing a part of its economic and financial sovereignty, ForUm informs, referring to the Party of Regions press service.

“External loans are traditional for civilized countries, but two core principles should be valid here. Firstly, the terms of borrowing should meet the national interests. Secondly, the borrowed means should be directed not at consumption, but at the economy’s development. Unfortunately, none of these terms in the relationship between Ukraine and IMF is not fulfilled”, Anatoliy Kinakh marked.

“The terms of cooperation between Ukraine and IMF not only contradict some important anti-crisis measures but also contribute to that Ukraine is losing a part of its economic and financial sovereignty. It is inadmissible when the state lives by begging, and IMF dictates Ukraine what deficit our state budget should have, how wages and pensions should be changed. These are the points the authorities should not allow”, he pointed out.

“We are ready to cooperate with international financial organizations, but a civilized well-reasoned dialog should be carried out, including with IMF, and the terms of cooperation should be balanced as much as possible so that they meet our interests and anti-crisis measures”, the politician summed up.

President to call NSDC session today

Today, April 24, the President Viktor Yushchenko will hold a session of the National Security and Defence Council at 1 p.m. ForUm informs, referring to the President’s press service.

The issues on the session agenda will be the following: Condition of criminality in the country and coordination of the power in order to struggle against criminality; strategy of international peacemaking activity of Ukraine.

Ukraine needs 127 years to repair roads

In order to make total reparation of all Ukrainian roads, under conditions of current financing, it will take at least 127 years. The chairman of the State road service of Ukraine “Ukrautodor” Vadym Gurjos said that yesterday, the ForUm’s correspondent informs.

According to him, for today in order to repair 1 km of road, $1 million is necessary. Taking into account that 75% of roads are necessary to reconstruct totally, the whole amount will make approximately $ 127.5 billion.

“Taking into consideration that about $1 billion is allocated for road reconstruction annually, then it will take 127 years to repair all road net in Ukraine,” he said.

According to Gurjos, the solution of this problem can be found if financing sources are increased and investments are attracted.
