Yushchenko can announce early presidential election

Yushchenko can announce early presidential election

President of Ukraine Viktor Yushchenko says about crisis in the parliament. The President noted again that the coalition should prove its existence, otherwise, the solution of the situation should be early parliamentary elections.

“We should have real majority, real coalition. We should form real state course: budget, government’s economic and social program. It is very important. If it is not happen, then early parliamentary should be held,” Viktor Yushchenko said that today at the press conference, the ForUm’s correspondent informs.

Moreover, Viktor Yushchenko did not exclude the variant of coalition extension by means of the CPU and Party of Regions.

According to Yushchenko, the legal reason for early parliamentary elections can be decision of the Constitutional Court

Viktor Yushchenko also noted that as a President, he is ready to make a step ahead and take a decision on early presidential election.

At that he noted that necessary changes in the election legislation should be taken, in particular, concerning open party election lists and cancellation of MPs immunity.

Lytvyn: anti-crisis program will be immunity of the Cabinet

The chairman of the VRU Volodymyr Lytvyn considers that non-adoption of anti-crisis program will not lead to government resignation. He said that today at the press conference, the ForUm’s correspondent informs.

According to him, for today it is urgent to introduce changes into the state budget of Ukraine. He reminded that such changes should have been done by May1.

Lytvyn considers that in case of adoption of anti-crisis program, it will be “immunity” for the Cabinet of Ministers.

Anti-crisis program will be adopted in case the government includes the propositions of the Party of Regions. According to Lytvyn, propositions of Party of Regions are unreal. It is a tactical plan of the PR. The Party of Regions proposes such high figures and numbers which are impossible to fulfill.

Ukraine and Russia will speak about seas delimitation

On April 22-23 the Ukrainian-Russia negotiations on delimitation of the Black and Azov Seas and Kerch channel will take place in Moscow.

The head of the press service of the Foreign Ministry Vasyl Kyrylych informed that today at the briefing, the ForUm’s correspondent informs.

He noted that the aim of these negotiations is preparation of the 31st session of delegations of Ukraine and Russia on delimitation of the Black and Azov Seas and Kerch channel.

Ukraine’s population reduced by 14 thousand per month

The population of Ukraine is getting less. From February 1to March 1, 2009 the population of Ukraine has reduced by 14.7 thousand. On March 1, the population made 46.1 million people, according to state statistics committee, ForUm informs.

The urban population makes 31.6 million people.

In January-February 83.5 thousand people were born, 128 thousand – died.

According to last census, held in 2001, the population of Ukraine made – 48.457 million people.

Tymoshenko to allocate funds for aviation

At its today’s sitting the Gov’t is to consider a block of issues directed to stabilization of the situation in aviation domain, notably concerning allocation funds from the Stabilization Fund for financial invigoration of Kharkiv Aviation Plant and Kyiv Aviation Plant Aviant. Yulia Tymoshenko, the Premier of Ukraine, announced on opening a Government’s sitting, ForUm informs, referring to the government portal.

“On realizing the anti-crisis program in aviation area the Government has a rather clear intention – not just to set two key plants on their feet but to trigger the whole branch and start developing new markets,” the Head of Government emphasized.

Yulia Tymoshenko noted today the Gov’t is to address an issue on allocation of funds from the Stabilization Fund for completion of nine aircrafts by Kharkiv Aviation Plant, which will bring the enterprise USD 200 mn. Also Yulia Tymoshenko reminded the Aviant plant has five plants to be finished and nowadays the Government suggests earmarking resources from the Stabilization Fund to complete the aircraft designed for the state transport leasing company.

Moreover, Yulia Tymoshenko explained to complete these aircrafts credit lines are planned to open in Ukreximbank. “Every copeck allocated from the budget and by Ukreximbank will be under strict control of the Government. All the funds will go to completion of the planes,” the Prime Minister promised.

Yulia Tymoshenko added the Government, by implementation of the anti-crisis program, has already fulfilled a series of crucial measures to normalize the work of the above-mentioned aviation enterprises, in particular statutory capitals of the plants had been increased and social arrears to the employees cut.

Yushchenko congratulated strongman Virastyuk

President of Ukraine Viktor Yushchenko has congratulated the strongest man of the world, famous Ukrainian sportsman Vasyl Virastyuk on his 35th birthday. The ForUm’s correspondent informs.

“Your numerous achievements and victories at prestigious international competitions brought you glory and love of million people and get international acknowledgement of Ukraine as one of the leading sport countries of the world. Let you talent, skills, strength and desire to victory will multiply success of native sport,” it is said in the President’s greetings.

Viktor Yushchenko wished Vasyl Virastyuk health, happiness, aspiration and new records for the sake of our country.

Yanukovych stressed on economic integration with Russia

Opening the international conference “Common interests of Ukraine and Russia in the enhancement of cooperation. Strategies for handling the crisis”, the leader of the Party of Regions Viktor Yanukovych said: “We have continuously raised the issue at different levels: “Why has our relationship only worsened recently?” It is absolutely unclear why under conditions of the global crisis such two countries with deep joint history have no common plan and approach to fighting the crisis.”

According to Yanukovych, Ukraine found itself in the toughest situation as compared to other countries. It was caused not by purely economic reasons, but also by serious underestimation of the global challenges. Lack of proactive preparation for unfavorable course of events, blind adherence to typical recommendations of international organizations for one and a half years put our country on the brink of bankruptcy, ForUm informs, referring to the Party of Regions web-site.

Yanukovych stressed that financial instability in the world will be continued. The dimensions of crisis phenomena and disproportions in the development of many countries are too large. And successful developed countries have national strategies for 30, and even 50 years ahead. They pursue efficient social policy and do not miss an opportunity to promote their interests at the cost of the countries of third world, which already include our country by many parameters.

The PR leader considers that economic integration with Russia could become the most efficient strategy for Ukraine’s survival.

“Ukrainian economy incurred heavy losses because of downsized economic cooperation with Russia. Therefore our goal is to restore good, working relationship with Russia at all levels in the near future,” Yanukovych stressed.

Ukraine starts realization of investment projects with Japanese corporations

On Tuesday Prime Minister of Ukraine Yulia Tymoshenko held a meeting dedicated to the issues of Ukrainian-Japanese cooperation in technology with leaders of Japanese corporations Sumitomo and Mitsubishi Heavy Industries which have set to realization of investment projects in energy, ecology and transport domains within the frames of memorandums signed in March, government portal reported.

The Premier Yulia Tymoshenko noted it concerns realization of projects along eight directions: production and installation of heat pumps which will contribute to significant reduction of cost of heat and hot water for the population; building of modern energy blocks with capacity of 600 MWt and wind power stations; modernization and reconstruction of gas transport system of Ukraine; utilization and processing of domestic waste and building of cogeneration systems. Also, as the Premier put it, Japanese companies are ready to participate in construction of underground in Dnipropetrovsk and Donetsk.

“First action plans, road maps of joint actions have been elaborated already. Today we are ready to consider approaches to financing of the mentioned projects,” Yulia Tymoshenko emphasized.
