Tymoshenko: Work with IMF – main anti-crisis program

Prime Minister of Ukraine Yulia Tymoshenko considers that memorandum on cooperation of Ukraine with the International Monetary Fund is the main anti-crisis program in Ukraine. She said at today at the briefing in Kyiv, the ForUm’s correspondent informs.

“In the recent times we often hear the question whether we have anti-crisis program or not. Memorandum on economic and financial policy, elaborated by Ukraine together with the world experts, represented by the IMF, is that powerful anti-crisis program,” the PM said.

Yulia Tymoshenko considers understanding reached with the IMF mission on giving to Ukraine the financial support is a weighty and extremely significant event for the country.

IMF to propose $2.8 billion loan to Ukraine

The mission of the International Monetary Fund (IMF) will propose allocating around $2.8 billion in the next tranche of its loan to Ukraine under the stand-by program, IMF Mission Chief in Ukraine Ceyla Pazarbasioglu has said.
 
“We have agreed our position with the Ukrainian leadership, and propose that the leadership of the [International] Monetary Fund, in particular its Executive Board, allocate around $2.8 billion in the next tranche [of the IMF’s loan to Ukraine],” she said at a press conference in Kyiv on Friday, KyivPost informs.

She said that the memorandum of economic and financial policies between Ukraine and the IMF had been agreed at the level of experts and that it would be submitted for approval by the fund’s management.

The stand-by program foresees that the IMF mission will check every quarter whether Ukraine observes the terms of its memorandum with the IMF. According to the previous schedule, the second tranche was to be allocated on February 15 (SDR 1.25 billion – $1.87 billion), then on May 15 (SDR 2.5 billion – $3.73 billion), August 15 (SDR 0.75 billion), and November 15 (SDR 2 billion)

this year.

PR is against of illegal IMF loan

Party of Regions stands against of Ukraine to get the second tranche from the IMF on illegal terms. It is said in the official statement of Party of Regions, announced by the deputy chairman of the PR faction Oleksandr Yefremov, the ForUm’s correspondent informs.

“Nontransparent and illegal decisions of the government of Tymoshenko, which only worsen the people’s life, are adopted only with the purpose to get the second tranche from the IMF. But we must understand that to get a loan is not the aim itself, but one of the tools to struggle against crisis. This instrument can work for the benefit of Ukraine only when every cent of that money comes to the economy but not to the pocket of officials,” Yefremov said.

Yefremov asked what the first tranche was spent for. He noted that nobody knows. “USD 4.5 billion were spent by the government of Tymoshenko,” he added.

According to Yefremov, resolution of the government from April 14 showed that Tymoshenko’s government is ready for power usurpation.

As a reminder, on April 14 the parliament refused to vote for anti-crisis laws and the government held special session and adopted necessary laws.

Tymoshenko held meeting with IMF mission head

Prime Minister of Ukraine Yulia Tymoshenko held a meeting with the Head of IMF mission Ceyla Pazarbasioglu in an enlarged format, governmnet portal informs.

During the event Yulia Tymoshenko thanked to IMF mission for the two-week intensive activity in Ukraine and stressed today certain details are to be considered and a joint vision on further cooperation to be achieved. “Today we can get to the final stage of considering of our principal document,” Yulia Tymoshenko stressed.

In her turn, Ceyla Pazarbasioglu emphasized in the course of work of IMF mission in Ukraine rather constructive work has been performed. According to the Head of IMF mission, with consolidating efforts the parties will reach the set goal in the issue of bilateral cooperation. “Now we are facing very hard times so we have to ensure elaboration of such program which is to assist Ukraine in these times,” Ceyla Pazarbasioglu opined.

Lukyanov: Government’s goal is to keep up the economy’s stability

Hryvnia exchange rate to US dollar and to main currencies is generally speaking manageable and it largely depends on the economic policy carried out by the government and on the National Bank’s moves. Member of Parliament, the Party of Regions parliamentary faction member Vladislav Lukyanov communicated it to IMK commenting on the NBU’s information about that the Ukrainian business circles expect further devaluation of the hryvnia against the US dollar and euro, according to Party of Regions press service.

“By the end of two months we have about one billion of foreign trade balance deficit. If the government keeps on pursuing such a course, whatever the National Bank would do, the economic situation will aggravate because the gold-currency reserves are not unlimited”, the Party of Regions MP pointed out.

Commenting on the information that hryvnia stabilization is seen only because of the IMF representatives’ arrival at Ukraine and possible obtaining of the second tranche, the politician said: “Obtaining of two billion dollars does not affect the macroeconomic indices in Ukraine much. It may be only a signal for investors that we are working. In fact, this will slightly fortify our gold-currency reserves, which are now melting as snow in spring. Why are they melting? They are melting because export and import do not match and the 13% duties are imposed to protect the domestic market”.

According to MP, the government’s goal is not to profiteer on the exchange rate but to keep up the economy’s stability.

“To this end the paramount task is to balance the budget, but the balancing of budget should result from the steps made to adopt the anti-crisis course and Anti-crisis program”, Vladislav Lukyanov summed up.

PR stood up for its political positions

Deputy chairman of the Party of Regions faction Oleksandr Yefremov said that Party of Regions did not block the VRU podium. He told journalists today in the parliament, the ForUm’s correspondent informs.

“We did not block the VRU podium, we just opposed against illegal actions, coalition wanted to implement,” he said.

He explained that coalition intended to submit illegal issue to agenda.

Yefremov also noted that party of Regions stood up for its political positions.

As a reminder, PR blocked the VRU work today.

BYuT left VRU session hall

BYuT faction left VRU session hall in order to hold faction session, MP from the BYuT Serhiy Mishchenko told journalists, the ForUm’s correspondent informs.

According to him, the faction is going to discuss further actions. “But I am sure there will be no forceful scenarios,” he said.

The politician also noted if now “sharp issues are smoothen” then the session of the VRU can be renewed.

As a reminder, the Party of Regions blocked the work of the parliament today.

PR blocked the VRU work

PR blocked the VRU work

Party of Regions faction blocked the VRU podium and presidium. The ForUm’s correspondent informs.

The reason of such protest from PR side is unknown yet.

The leadership of the parliament has not come yet, despite the session break is almost over. Earlier the VRU speaker Volodymyr Lytvyn announced the break on request of BYuT and OU-PSD factions.

As a reminder, yesterday’s VRU evening session started with blocking the parliament by BYuT members.
