Ukraine can secure stability through single European security policy

Ukrainian President Viktor Yushchenko has said that his country could secure peace and stability only by joining the single European security policy. He made the comment in an interview with the Kommersant newspaper, according to UKRINFORM.

“In the last 90 years, Ukrainians have proclaimed the independence of their country six times. None of the European nations has experience of this kind,” he said, adding that five of the six attempts to declare Ukraine’s independence failed mainly due to external factors. “Look at Europe. None of the European countries, apart from Russia, has chosen the path of a self-sufficient security policy. All of them said that the only way to guarantee their own security is using the model of collective security,” Yushchenko said.

The head of state refused to predict the date for Ukraine’s accession to NATO. “This is not in the president’s competence. This question should be answered by the public,” he said.

Gazprom is concerned Ukraine will not pay for gas

Decline in Ukraine’s economy can be a threat of untimely or not full payment for the Russian gas, deputy chairman of “Gazprom Jsc. Valeriy Golubev said, ForUm informs.

“Negative foreign policy balance of Ukraine’s economy – it is some threat for us concerning untimely or not full payment for supplied gas,” Golubev said in scope of the press conference “Common interests of Ukraine and Russia. Strategies of crisis solutions”, taken place in Kyiv today.

According to him, decline of industrial production in Ukraine led to Ukraine buys Russian gas by 40% less in comparison with previous years.

Tymoshenko: Key branches of Ukraine’s economy demonstrated growth of production in March

All key branches of Ukraine’s economy demonstrated growth of production in March against February of the current year. Yulia Tymoshenko, the Prime Minister of Ukraine, announced on opening today’s session of the Government, according to government protal.

Yulia Tymoshenko emphasized despite the fact that exposed to the global financial-economic crunch industry in the first quarter of 2009 as compared to analogous period of 2008 demonstrated slump by 30% and already in March (against February) growth of industrial output amounted 8.3%. According to the Prime Minister, in whole over the first quarter industrial production has restored by up to 15%: “This showing is the proof we are moving in the right direction with regards to anti-crisis measures and if some countries are demonstrating further recession in industry Ukraine sees invigoration processes for the second month”.

The Prime Minister stressed invigoration is observed in all mainstream economical branches, in particular, turnover of retail trade as compared to March-February has grown by 11.5%, passenger turnover – by 11.4%, production in construction area – by 38%, amounts of agricultural production – by 14.4%.

“No economic branch demonstrated slump in March. Each of the branches shows either moderate growth or even growth in 50-60% along certain directions of production,” Yulia Tymoshenko urged.

Moreover, the Premier added from the beginning of year the country is experiencing slowing down of inflation processes. “All this proves certain tendencies towards recovering have shown up,” Yulia Tymoshenko underlined.

Tymoshenko hopes for positive decision of IMF

Prime Minister of Ukraine Yulia Tymoshenko hopes that decision of the Cabinet of Minister will help IMF to adopt positive decision on second tranche loan to Ukraine.

Yulia Tymoshenko said that today at the Cabinet’s session, the ForUm’s correspondent informs.

“Our yesterday’s special session and those decisions which were adopted, changed disappointment for optimism of the IMF mission,” Tymoshenko added.

According to her, yesterday’s special session of the government is being treated as mormal and effective work which will possible have positive results in some days.

As a reminder, yesterday the government adopted necessary anti-crisis draft laws that parliament refused to adopt for continuation of the cooperation with the IMF.

Chervonenko: “To be a king in the cemetery is not very fun”

One of the most devoted allies of Viktor Yushchenko, the current deputy mayor of Kyiv Yevhen Chervonenko is not easy person and somehow, even scandalous. In an interview to the ForUm’s correspondent he spoke about the big mistake of the President, on the mental health of his current chief, and something more.

– Yevhen Chervonenko, how is your work with Chernovetskyi? Is it «small position» for you after the governor’s job?

– You know, first of all, you need to live in harmony with yourtself. “Small position or not small” – life will tell. And Kyiv – this is not “small”. Kyiv – one of the key cities in the country, and politically, and for Euro-2012 in particular.

– All the talks about the mental inferiority of Chernovetskyi – it’s just talk, or it is something indeed?
– I am not going to accuse someone of something …. You know, many brilliant people, were considered also «not quite mentally healthy». We have a lot that do not fit into the generally accepted norms, and it is often called hatred. For example, we always say that we are poor, but live «in grand style» – even by Western standards. And if your material state is not hidden, it is abnormal.

– In one interview you said that if Tymoshenko and Yanukovych get to the second tour of presidential elections, you will vote for Yanukovych. Why? You were a devoted colleague to «Orange team», or for five years, everything has changed?

– First of all, Yanukovych today is quite another Yanukovych, as compared to 2004. Now he is educated by democracy of last four years. Secondly, I think all the political forces have learned our mistakes, which caused split of the President’s team. Party of Regions does not betray its members. BYuT unfortunately, uses the people. Many of them can’t resist and leave. This is my opinion.

I said I was not against Tymoshenko, I also believed her at the beginning. And I worked with her a lot. I am against: a) lie, with wide-open eyes in front of TV cameras, b) the making of power and arbitrary methods of military Communism in the economy. And most importantly – I am against the inability to hear and listen to each other, failure to keep the word.

You know and see very well what requests (for involvement in the poisoning of the President – Ed.) I get from a select group of MPs from the BYuT. My question is: why did not they blame me before? But it is a question of morality. So, according to their policy, everyone who has different opinion from others, which does not fit into their scope and objectives, should be eliminated.

– Why did you recently have been attacked so often in connection with the poisoning of the President?
– I think that just because they do not believe in God, and none of that, except for power and money.

– Why Yushchenko denied almost all his fellows «of 2004»?

– Do not dramatize. As I said before Yushchenko made a mistake, the head should penalize, but not push off and drive out his people.
Now, I think, reformation of the whole politicum is being held, but still we must treat each other more kind. Otherwise we will not survive, and to be a king in the cemetery is not very fun.

Yanukovych: We will never agree to the worsening of people’s life

We favor Ukraine’s obtaining the IMF loan. But we will never let Ukraine agree to such terms of this loan, which would worsen the low-income citizens’ lifem ForUm informs, referring to the Party of Regions web-site.

The government suggests today making small and middle business pay 200 hryvnias of social tax instead of 84 hryvnias. In fact, it means that in a few months small enterprises, and that is one and a half millions of Ukrainians, will join the army of unemployed.

The Party of Regions will never let this.

The government agrees on the International Monetary Fund’s provision to abolish privileges and subsidies on charges for public utilities. It means that the low-income citizens will pay for public utilities four times more.

The Party of Regions will not let this law be passed.

The government concurs with the International Monetary Fund to increase Ukrainians’ retirement age, and do it already in 2009. But the shortest lifetime in Europe is in Ukraine, many people may just not live till their pension.

The Party of Regions minds the government’s approval of such terms.

We cited only several examples how the government by accepting the IMF terms will worsen the life of millions of Ukrainians.

The Party of Regions resolutely states that we will not allow the present authorities to humble the people of Ukraine.

We will not let the approval in this hall of the laws which will turn most our fellow citizens into beggars.

We are convinced the citizens of Ukraine will support our position.

And we together – the people and the Party of Regions – will manage to assert the Ukrainians’ right to the life deserved.

Yushchenko could run in both presidential and parliamentary elections

Ukrainian President Viktor Yushchenko told the business daily Kommersant-Ukraina that he is considering running in both the presidential and parliamentary elections if they take place, ForUm informs.
 
According to Yushchenko, early elections are not a tragedy. “Now the parliament is constant source of crisis. But holding of early parliamentary elections is not self-aim for me. It is important to avoid previous mistakes in the parliament,” he said.
 
According to him, he gave the parliament a stimulus for early elections of the VRU – he agreed for early presidential elections. “But I made a condition that parliamentary elections should be held in accordance with new principle. Elections should bring stability and quality in the parliament,” Yushchenko added.

Answering the qauestion whether he is going to participate in presidential and parliamentary elections if they take place, the President said: “I think I will take part in both.”

Bohatyryova is on working visit to the USA

In frames of her visit to the United States, Rayisa Bohatyriova, Secretary of the National Security and Defense Council of Ukraine (NSDC), has held a number of meetings with US leading analysts and politologists, according to UKRINFORM.

In particular, she met Zbigniew Brzezinski, Director of the Center for Strategic and International Studies (CSIS) to exchange opinions of global challenges being faced by human beings in the 21st century, place and role of Ukraine in Euro-Atlantic system of coordinates. The parties stressed Ukraine’s significant role in maintaining regional security and stability. In this context, Bohatyriova and Brzezinski noted the necessity to strengthen support for Ukraine’s course towards integration with Euro-Atlantic security structures by the western democracies. This process, according to Bohatyriova, would surely benefit from restoration of the Ukraine-US interstate commission in a new format at the head of the two countries’ presidents.

During a meeting with Alexander Vershbow, US Department of Defense Assistant Secretary responsible for International Security Affairs, the parties praised the level and pace of interaction between Ukraine and the US in security area. They also focused on the development prospects.
