Yushchenko held meeting with President of Azerbaijan

Today thePresident Viktor Yushchenko, in scope of his officialvisit to Azerbaijan, took part in tete-a-tete meeting with President of Azerbaijan Ilham Aliyevm, president’s press office informs.

During the meeting sides have discussed energy cooperation, particularly Odesa-Brody pipeline project and transit cooperation. Beside that the two Presidents touched upon a subject of military-technical cooperation between Ukraine and Azerbaijan.

Separately President Yushchenko and President Aliyev dwelled on discussion of cooperation within the framework of GUAM Organization for Democracy and Economic Development, issues of international and regional security, Eastern Partnership initiative, humanitarian cooperation, etc.

Baranov: It’s time for Yushchenko to leave

The Constitution is like a sweet cake, which everybody wants to bite at least a piece. In recent years, politicians pleased us with mass of new projects and changes to the recipe of this «pie». The President also proposes his version of the Constitution and each political force in parliament has several draft bills on changes to the Constitution. Experts say the Constitution should be changed in Ukraine , the only issue – when to do it.
MP from the Lytvyn bloc Valeriy Baranov said about constitutional process, the election of the President and the dissolution of the Verkhovna Rada to the ForUm’s correspondent.

– The President wants to hear a response from the coalition if it agrees to the simultaneous early parliamentary and presidential elections. What will be your reply?

– I would tell the President that it is most perfect time for him to leave because the further intrigues will not do him any good. If I were Viktor Yushchenko, I would quietly agree with the date of the election and try to escape easily, leaving less bad actions behind. It is absurd from his side to make any conditions concerning elections.

Recently, the President talked about reforms. Six months before the elections all politicians start talking about reforms, but none of them implemented those reforms. Our problem is that Viktor Yushchenko has never worked in any structures. He has not passed through a single power chain: either through the city or district council, or the mayor, or the governor. That is why he is hardly aware of the situation. Today, by the way, Yulia Tymoshenko is also in not easy situation because she did not pass this school and she knows many of the state problems only in theory. It would be easier if the Government would not have been formed on the basis of party lists, but on professional grounds. But this is not so today.
I think Viktor Yushchenko needs to accept everything as it is. He should leave slowly.

– How would you describe the new draft Constitution submitted by the President? Does Ukraine need now two-chamber parliament?

– I think this is the correct position. I am convinced that it is necessary to change the Constitution and the principles of elections, to return to open lists, and the parliament should consist of two chambers. But there must be reasonable people, not the cosmonauts. Nothing new should be invented. Everything in the world have already thought of, in Europe, including. We are trying to reinvent the Ukrainian bicycle. We have pathologic and endless constitutional process.
Personally I am against the presidential republic. I think that we should have a parliamentary one. Presidential Secretariat should be eliminated as unnecessary, which takes half a billion hryvnyas per year. Moreover the Secretariat impedes the work of everyone. Either let the President heads the government and manages it (but then the question arises why do we need the President, if there is a PM). Or let he or she will be «English queen».

Yushchenko has no personal conflict with Tymoshenko

The President of Ukraine Viktor Yushchenko said in an interview with “Focus” magazine that he has no personal conflict with Yulia Tymoshenko.

“As to our relations, there is no personal conflict. We have disagreement in political issues. The problem is in conflict of ideology, values, fundamental economy approaches,” the President said.

The President noted on nonprofessional policy of the government which hits the country. “But I do not say it in public as I know that PM is responsible for such policy,” Yushchenko said.

“Gazprom”: Ukraine is not able to pay on current obligations

It is difficult for “Gazprom” to use such method as “take or pay” on gas supplies to Ukraine, Valeriy Golubev the deputy chairman of Gazprom informed.

He explained that decision on issuing of gas fines is taken every month depending on conditions.

“We issue fines to Ukraine. But what will happen? Next gas war. Ukraine is not able to pay on its current obligations. And today it is a big problem,” he said.

He also reminded that: “as soon as we issue fines, it affects our accounting reports. Moreover, currency supervision department will ask “Where is cash?”

Europe calls not to impede Tymoshenko to work

Ex-reporter of the Parliamentary Assembly of Council of Europe to Ukraine Hanne Severinsen considers that it is not necessary to introduce two-chamber parliament in Ukraine because it can lead to the worsening of the process on decisions adoption by the supreme legislative body of the country. She said that in an interview with “Den'” daily.

According to Severinsen, discussion on constitutional changes should be started not with two-chamber parliament, but with the question “What must be achieved?” At first it is necessary to define what is the weak point of current political system and what can be achieved by means of a new one.

According to her, the main problem of Ukraine today – absence of definite authorities and obligations among the branches of power. As a result, the government, which should rule the country, can’t do this

PM: Agrarian sector demonstrates output growth

Output growth in agrarian sector amounts 1.7% for the three months of 2009 as compared to the analogous period of 2008. The Prime Minister of Ukraine Yulia Tymoshenko disclosed during a meeting dedicated to the development of agricultural service cooperatives, government portal informs.

The Head of Government stressed all industrial branches in the world are facing economic recession. However, as Yulia Tymoshenko emphasized, according to the obtained data agrarian branch is demonstrating growth in Ukraine.

“We have 1.7% increase. It is the sign that in agrarian sector, despite the world financial crisis, the agrarians are protecting their fortress rather vigorously,” the Premier accentuated.

Moreover, for now there exist all prerequisites to gather a nice yield, as Yulia Tymoshenko added.

Kinakh: Building industry should start working

It is necessary to find alternatives which will enable to minimize negative consequences and open prospects for the building industry. It was said yesterday during a meeting of the commission of the Ukrainian Union of Producers and Businessmen on development of the building industry by Member of Parliament, the Party of Regions parliamentary faction Deputy Head, the UUPB president Anatoliy Kinakh, Party of Regions web-sire informs.

According to him, Ukraine’s building industry is in a grave position – the fall in production volumes approaches 50%, construction of thousand objects is frozen. “Production of building materials is in a deep crisis, which after a rise in the price for energy carriers, for natural gas has become almost uncompetitive, because of a shortage of budgetary funds ended up without orders,” Anatoliy Kinakh marked.

In MP’s opinion, the government approves a lot of decisions which are not carried out – not backed by the Cabinet of Ministers’ decrees and due finance. “Under such circumstances even the approval of Law “On prevention of influence of the global financial crisis on development of the building industry and housing construction” is not a rescue measure, everything comes to the imitation of activity,” he pointed out.

The law on overcoming the crisis phenomena in the construction envisages the use of resources from the Stabilization Fund, the work of which is not focused on growth, and its funds are mainly used for consumption. “A serious negative point is that for the time being there are no alterations and amendments to the state budget, – the politician said. – Only the item of completion of the housing construction so far ready by 70%-plus requires UAH 7.5 billion, and it calls for changes to the state budget”.

In the meeting participants’ opinion, the government should as soon as possible clearly define its actual capability to fulfill the law on development of the building industry and housing construction in the crisis conditions. “Today it is necessary to search for alternatives which will help minimize negative consequences for the building industry, – Anatoliy Kinakh is convinced. – We should do everything so that the economy’s “stem”, the building industry, would start working, including the directions which concern the solving of acute social concerns: to proceed in housing construction, to provide citizens with an access to housing”.

Tymoshenko is confident she will obtain her post for a long time

Prime Minister of Ukraine Yulia Tymoshenko is confident that her government will work for a long time.

Yulia Tymoshenko said that at the government session on agricultural issues on Thursday, the ForUm’s correspondent informs.

“Despite all political nuances, despite all political reshuffle, the government is working and will work for a long period of time,” she said.

As a reminder, the President of Ukraine Viktor Yushchenko stated again that the new coalition in the parliament did not form a new government and did not appoint a Prime Minister within the period determined by the Constitution.
