Pysarenko: Constitution of Yushchenko – tons of spoiled paper

The BYuT faction is convinced that it is impossible to complete the Constitutional reform before the Presidential election. The BYuT member Valeriy Pysarenko said that today.

According to him, the corresponding draft law, submitted by the President Viktor Yushchenko to the parliament, will not get a support not only from the BYuT faction but also from the whole VRU. “The draft law on Constitution, submitted by the President is tons of spoiled paper,” he said.

According to Pysarenko, the changes, submitted by the President do not solve the problem of dual power and do not make Ukraine state more democratic one. “The President offered a new system of governance of the country – oligarch headed by the President and with the upper chamber – senate,” he said.

In such a way, according to Pysarenko, the President intends to create not two-chamber parliament, but two parliaments in the country, one of which will sit silently.

BYuT is sure VRU will not allocate money for referendum on Constitution

The VRU will not vote for adoption of the President’s draft law on changes into the state budget for 2009 concerning the allocation of UAH 450 billion for holding the referendum on changes introduction into the Constitution.

MP from the BYuT Valeriy Pysarenko said that today.

“The VRU will not agree to allocate money from the budget to hold the referendum, because the sate has more urgent problems than to satisfy such desires of the President, he said.

Pysarenko noted that the team of the President really initiates the dismissal of the VRU. “It is being done not to have a new parliament, but in order to introduce changes into the Constitution by means of the referendum,” he said.

Pysarenko reminded that the VRU appointed the Presidential election for October 25. In accordance with the Constitution, the parliament can’t be dismissed 6 months before the election.

 
As a reminder, the parliament adopted a draft resolution on appointment of presidential elections on October 25, 2009. 401 MPs voted for such decision: PR – 174, BYuT – 155, OU-PSD – 26, CPU – 27, Lytvyn bloc – 19.

Ukraine does not want to quarrel with Russia

The Foreign Ministry of Ukraine says that foreign policy department gradually stands for dynamic development of the Ukrainian-Russian relations which based on principles of partnership, equal rights and mutual benefit.

“These principles of bilateral cooperation are key principles in the negotiations on all issues. To stand for the nations interests does not mean to refuse from these principles,” the head of the press service of the Foreign Ministry Vasyl Kyrylych noted.

According to him, the Ukrainian-Russian political consultations, being held on April 3 in Moscow, show Ukraine’s aiming at development of dynamic bilateral relations.

As a reminder, yesterday the official representative of the Foreign Ministry of Russia Andrey Nesterenko said that recent actions of Kyiv were aimed at refusal from bilateral cooperation between Russia and Ukraine.

He noted that the Russian-Ukrainian relations now have difficult period of their development. We are concerned about our relations, he said

PR supporters moving to Maidan

In the center of Kyiv near the VRU, Cabinet of Ministers and President’s Secretariat buildings mass protest actions are being held today by the PR supporters.

About 10000 protesting people are now near the VRU building. They are brandishing the flags and posters “Down with the orange power, we are for Yanukovych!”.

Another 10000 supporters of the PR are now near the Cabinet of Ministers building. The traffic in Hrushevskogo street is blocked.

There is also a protest action near the President’s Secretariat but it is not so numerous (about 2 thousand people).

According to the police data, the participants of the protest actions are mainly delivered from the western oblasts of Ukraine. They are mainly youth and pensioners.

The protests actions are being held peacefully without any incidents.

Now the participants of the protest action are moving to Maidan for mass meeting.

CEC hopes VRU to allocate money for presidential election

CEC hopes VRU to allocate money for presidential election

A member of the Central Election Commission Mykhaylo Okhendovskyi considers that after the Constitution Court of Ukraine considers the issue on constitutionality of the appointment of the presidential election for October 25, the CCU will clear all doubts on the election date. He said that today in an interview to ForUm’s correspondent.

“I am convinced that possible appeal of the President to the Court is too much dramatized,” he said.

“This decision of the CCU is necessary not even this or that political force, or potential candidate to the President, but it is necessary for each citizen of Ukraine.

Commenting on the issue on readiness of the CEC to presidential election, Okhendovskyi said that CEC is always ready for election if it is appointed and held in accordance with the Constitution.

Speaking about financing of the election, he said that if the VRU was able to vote for appointment of the presidential election with 401 votes, that it will be able to vote for changes into the state budget concerning the election financing.

PR wants to overthrow the power before Easter

The current power should resign till April 19. The deputy chairman of the PR faction Anna Herman said that today at the meeting near the VRU building, the ForUm’s correspondent informs.

“By the time we go to the church to consecrate the Easter cakes, the fortune of the current power should have been decided,” she said.

According to her, the power pretends that nothing happens. Yulia Tymoshenko will again tell the fairy tales that everything is good in the country.

She also noted that “political frosts” did not stop yet in Ukraine. Because political “frostmen” have frozen the whole Ukraine.

In turn Oleksandr Stoyan, the PR member, stressed that Viktor Yushchenko should be sent to bee garden to look after the bees.

Coalition hopes PR to unblock the VRU today

The coalition factions hope that the Party of Regions will keep to its word and unblock the work of the VRU today. MP from the BYuT Andriy Shkil told the journalists today.

“We hope they will keep to their word and the work of the VRU will be unblocked today,” Shkil said.

He reminded that that on Monday the speech of the representatives of the European institutions is expected, so appropriate conditions should be in the VRU.

“If the speech of the European representatives takes place under the conditions of the VRU blockage, then it will be not for the benefit of the image of Ukraine,” he said.
