Ukraine stands higher chances to get second tranche of IMF loan

The letter of intent increased chances for allocation of the second tranche of the International Monetary Fund loan to Ukraine, IMF Managing Director Dominique Strauss-Kahn said during a telephone talk with Ukrainian President Viktor Yushchenko. The talk was held at Yushchenko’s initiative, the presidential press service reported. 

Yushchenko informed Strauss-Kahn about the results of the meeting on coordination of efforts of all branches of state power and political forces in crisis conditions of economy development, where the letter of intent to the International Monetary Fund was compiled. 

The IMF managing director welcomed the common stand of the Ukrainian authority and their striving to take measures for the development of the national economy in the global financial crisis situation. 

Strauss-Kahn assured that, as soon as the letter comes to the International Monetary Fund, it will be examined.

Ukraine’s parliament cut salaries to President and PM

The Verkhovna Rada of Ukraine has passed a resolution cutting twice the salary to the President, Prime Minister, MPs and other higher officials, ForUm’s correspondent reported.

The resolution, which provides for cutting expenses of the state budget of Ukraine in the period of the economic crisis and for the revision of salaries of the President of Ukraine, the Verkhovna Rada Speaker, the Prime Minister of Ukraine, Deputy Prime Ministers, Members of Parliament, National Security and Defense Council members, the Presidential Secretariat and heads of other central bodies of executive power, regional governors and mayors of Kyiv and Sevastopol was supported by 374 out of 423 MPs registered in the session hall.

In particular, the resolution was supported by 151 MP of the Party of Regions faction, 142 of BYuT, 34 of Our Ukraine – People’s Self-Defense, 27 of the Communist party faction and 20 of the Lytvyn’s Bloc.

Parliament dismissed Foreign Minister Ohryzko

The Verkhovna Rada of Ukraine has dismissed Volodymyr Ohryzko from the post of the Foreign Minister of Ukraine. 250 MPs, namely 174 of the Party of Regions, 49 of BYuT and 27 of the Communist party, voted for the dismissal. Deputies welcomed the dimissal with applauses and “Hooray”.

Before the voting the parliament lsitened to the report of the Minister on the decision of the Internationa UN court on Serpent Island and its territories.

Tymoshenko: Regional gas companies that fail to pay for consumed gas will be returned to state ownership

The Government will initiate an insolvency procedure of the regional gas supply companies in case of untimely payments for gas or insist on their transfer to the state ownership. Prime Minister of Ukraine Yulia Tymoshenko disclosed this today at a meeting on the issues of payments for consumed natural gas. 

“If the oblgas (regional gas) companies fail to pay for the gas, the Government will initiate their insolvency procedure or submit the relevant bill to the Verkhovna Rada on returning oblgas companies to the state ownership,” the Head of Government noted, Government portal reported. 

Yulia Tymoshenko stated that the Government would not observe such level of payments calmly and also would bar from making it chargeable for non-payments, “I won’t let all of you, including the regions governed by the Party of Regions, to make the Government chargeable”.  

Yulia Tymoshenko noted that during the today’s meeting it is necessary to find all ways of payments for the gas. “We will demand from every head to pay and if they fail, we will make a request to the Tax Administration, CRO, General Office of Public Prosecutor to investigate finally every concrete payer for the natural gas,” the Prime Minister stressed.

Ukraine’s government increased immigration quota

The Cabinet permitted 7,899 foreigners and stateless persons to enter Ukraine or stay for permanent residence having increased twofold the immigration quota for 2009 against 2008 quota, UKRINFORM reported. 

The quota provides for a permit to enter the country or remain for permanent residence for 2,798 persons who are relatives of the Ukrainian citizens (brother or sister, grandfather or grandmother, grandson or granddaughter); 3,731 persons who are relatives, husband (wife) of an immigrant and his/her minor children. 

In addition, 345 scientists and cultural workers have been permitted to enter Ukraine, whose immigration complies with Ukraine’s interests. 

251 persons who earlier were Ukrainian citizens were permitted to enter Ukraine and remain for permanent residence. 

In 2008, the Cabinet permitted 3,750 foreigners or stateless persons to enter Ukraine and remain for permanent residence.

Ukraine to pay for February gas on time: Gazprom

Ukraine pledged to pay for Russian gas delivered in February in full and on time, Russian gas giant Gazprom`s spokesman said Monday.

In telephone talks between Gazprom`s CEO Alexei Miller and Ukraine`s Naftogaz chief Oleg Dubina, “they agreed the Ukrainian side will pay in full and on time gas delivered in February, and Gazprom will not impose fines”, Sergei Kupryanov said as quoted by the RIA Novosti news agency.

Russian energy giant Gazprom has warned it will again cut off gas to Ukraine on March 8 if Kiev does not pay back 400 million dollars (313 million euros) of new debts, Russia`s Kommersant daily reported on Thursday.
Ukraine`s state gas company Naftogaz insisted the money would be paid on time.

A similar row in January left a dozen European countries without their gas supplies from Russia, which transit Ukraine, after the supply was cut during the standoff, prompting furious protests from the European Union.

Ukrainian, Russian MFAs to hold current round of negotiations

On March 5 in Moscow, a current round of negotiations between Ukrainian and Russian Ministries of Foreign Affairs will be held, MFA Press Secretary Vasyl Kyrylych told a briefing at the MFA. 

Main attention will be paid to security issues and looking for ways of strengthening the global security. The parties will discuss an issue of Ukraine’s Euro-Atlantic integration and cooperation with Russia and NATO. 

Kyrylych noted that Ukraine’s integration with NATO is by no means aimed against other states. 

The MFA press secretary also underscored that it is important for Ukraine to consistently and openly prove to Russia a right of the state for choosing own security model.

There’s nothing to impede the Ukrainian leadership’ signing of joint position on cooperation with IMF

Prime Minister of Ukraine Yulia Tymoshenko considered a discussion in the circle of President Viktor Yuschenko, Chairman of the Verkhovna Rada Volodymyr Lytvyn, the acting NBU Head and acting Minister of Finance as constructive, concerning the Ukrainian leadership’s position on cooperation with the IMF, Government portal reported.

According to Yulia Tymoshenko, “questions and friction have been resolved, the document constructively discussed and there’s nothing to impede the signing of the letter of agreed position on cooperation with the IMF by the President, Prime Minister, acting NBU Head and acting Minister of Finance by the end of the day and sending it to the IMF”.

“There is no doubt that Ukraine will obtain the second tranche of IMF,” the Prime Minister of Ukraine stressed.
