Naftogaz and Gazprom sign a 10-year contract of supplies and transit of Russian gas

NJSC Naftogaz of Ukraine and Gazprom Public Corporation have signed a long-term contract for 2009-2019 of the supplies of Russian natural gas to Ukraine and its transit to the European Union countries.

From Ukrainian side the contract was inked by Head of executive board of the NJSC Naftogaz of Ukraine Oleh Dubyna, from Russian side – Head of executive board of the Gazprom Public Corporation Oleksii Miller.

The deal was signed in the presence of Prime Minister of Ukraine Yulia Tymoshenko and Head of Government of the Russian Federation Volodymyr Putin.

Sokolovsky explains Ukraine’s position in gas talks with Russia

President’s Representative on Energy Security Bohdan Sokolovsky informed the media at his today’s press briefing that Ukrainian-Russian talks on supplies of Russian gas to Ukraine and its transit are still going on.

Bohdan Sokolovsky also explained Ukraine’s position in these talks.

According to him first of all Ukraine considers important observing agreements that were reached between Ukraine and Russia at the level of two countries’ Presidents, Prime Ministers and energy companies in 2008. According to these agreements prices for gas for Ukraine and transit fees were to be formed symmetrically.

Also Ukraine would consider rational using formulas that are applied to European countries that consume and transit Russian gas, when negotiating basic gas price and transit fees with Russian side.

With regard to tendencies at European energy markets, particularly to calculation of prices for gas and transit fees it would be reasonable and economically substantiated to use netback principle to calculate gas price for Ukraine.

Beside that in view of unique qualities and functions of Ukrainian gas transit system for European gas market Ukrainian side considers appropriate to recalculate gas transit fees beginning from 2009 to level them with transit fees charged by other European states.

Symmetrical and synchronous reduction of price for gas ant transit fees beginning from 2009 would correspond with Ukrainian-Russian strategic partnership and the agreements reached in 2008 at the level of Presidents of the two countries and at corporate level.

Tymoshenko and President of the EC Barroso discussed the delivery of Russian gas to EU countries on the phone

Today Prime Minister of Ukraine Yulia Tymoshenko had a telephone conversation with President of the European Commission Jose Manuel Barroso, government portal informed.

The interlocutors discussed issues on the delivery of gas from the Russian Federation for its transit to the European Union countries.

Jose Manuel Barroso expressed hope for the soonest signing of relevant contracts between the NJSC Naftogaz of Ukraine and Gazprom Public Corporation, in accordance with agreements achieved between Prime Minister of Ukraine Yulia Tymoshenko and Prime Minister of the Russian Federation Volodymyr Putin.

Yulia Tymoshenko thanked the EU for assistance in resolving the gas dispute and welcomed further active cooperation with EU.

Gazprom says gas price for Ukraine might be less than $250

According to the agreement between Naftogaz and Gazprom, the average annual gas price for Ukraine in 2009 might be less than $250 per ths cu m, Gazprom chairman Aleksandr Medvedev informed.

“According to the agreement and if documents are signed, the forecast says that the gas price will be less than 250 USD,” Medvedev said, UNIAN reported.

Gazprom representative also noted that the gas price would be formed on the basis of formula approach.

Naftogaz chief authorized to sign gas contracts with Russia

The Ukrainian delegation to Moscow led by Naftogaz CEO Oleh Dubyna is fully authorized to sign contracts for Russian gas supplies in 2009, a Ukrainian presidential commissioner for energy security said on Monday, RIA Novosti informed.

Dubyna is expected to sign a 2009 gas contract with Alexei Miller, CEO of Russian energy giant Gazprom, in Moscow later Monday in the presence of the two countries’ premiers.

“The Ukrainian delegation led by Oleh Dubyna, chairman of the Naftogaz board, has been given instructions and the power under Ukrainian law to hold talks and sign contracts,” Bohdan Sokolovskiy was quoted as saying by the Ukrainian president’s press service.

The prime ministers of Russia and Ukraine agreed Sunday in Moscow on a 2009 gas price for Ukraine and gas transit tariffs. The deal would see Kiev paying 20% less than the European market price, expected to be around $450 per 1,000 cubic meters in the first quarter.

Ukraine speaker says gas price will be $240-250

The chairman of Ukraine’s parliament said on Monday the ex-Soviet state would pay Russia an average $240-250 per 1,000 cubic metres of gas throughout 2009, Ukrainian media reported.

Volodymyr Lytvyn, quoted by UNIAN news agency, said he based his calculation on discussions with the head of Ukrainian state energy company Naftogaz ahead of the expected signature of the gas deal in Moscow by the two countries’ prime ministers.

“The approximate cost throughout the year — if the agreement is signed — will be in the area of $240-250,” Lytvyn told a news conference. Ukraine paid $179.5 in 2008.

Lytvyn said the price would be calculated by taking into account forecast declines in the price of both gas and oil.

“I therefore hope that we will achieve what we set out to do when we started,” he told reporters.

Picture by “new artist” Putin fetches $1.1 million

A picture sketched by Russian Prime Minister Vladimir Putin has fetched 37 million roubles ($1.15 million) at a charity auction, according to Reuters .The painting of snowfall seen through a window, finished by a professional artist, features a sprawling “Putin” signature and was introduced at Saturday`s auction with the words: “Here is a new artist.”

The auctioneer started bidding at 20,000 roubles ($620), the same as the other lots, only to meet cries of “Let`s not be penny-pinchers” from the buyers, who demanded a starting price of five million roubles.

A black belt in judo, Putin has cultivated an image of a tough man, lionized by Russian media but so far not known for artistic talent.

An auction organizer said Putin had painted the picture in 20 minutes and then a professional artist filled in the details.

“Of all the paintings presented there, this was the best one,” said a spokeswoman on Sunday for “Our Artists,” the Moscow-based gallery which bought the painting.

The gallery, located in an exclusive wooded avenue just outside Moscow favored by oligarchs and top officials, said it would exhibit the painting to the public.

PR to impeach president before election

The Party of Regions will try to impeach the President of Ukraine before the presidential electoral campaign starts, leader of the Party of Regions Viktor Yanukovych said on the air of Inter television channel.

“We understand that this procedure will take time. If we have time to do it before presidential election starts we will go for it”, he noted.

Moreover, Yanukovych said that the Party of Regions will insist on dismissal of Tymoshenko’s government.
