Naftogaz says on-shipment to Russia not possible

Russian product delivered into Ukraine`s natural gas transportation system to end an embargo on Europe cannot be transported onwards, officials at Ukraine`s Naftogaz Ukrainy energy company said Tuesday, dpa reported.

“We did not accept it (the Russian gas,)” said Oleh Dubina, Naftohaz chairman, at a Kyiv press conference. “Had we done so we would have left four Ukrainian regions (Odessa, Lugansk, Donetsk, and Dnipropetrovsk Oblasts of Ukraine – ed.) without gas of their own.”  The Russian natural gas monopoly Gazprom on Tuesday morning increased pressure in its pipelines so that a volume of 76 million cubic metres of gas would move daily along a gas main crossing Ukraine for delivery to Moldova and other Balkan nations.

Low pressure in Ukraine`s gas pipeline system caused by a two-week Russian embargo made transfering onward the Tuesday Russian increase technically impossible, a Naftohaz official confirmed to dpa.

The official asked not to be identified as he was not authorized to give comments to the media.

Vice premier claims Ukraine has no problems with payments for consumed gas

First Vice Prime Minister of Ukraine announced during a sitting of Coordination Council of faction leaders in the parliament.

The first vice premier reminded that “the incumbent government has obtained the National Company Naftogaz of Ukraine with the debt of over 8 billion dollars”. He stressed that for now there are no debts for gas in the Naftogaz of Ukraine.

Speaking on the situation in the gas sphere Olexandr Turchynov underlined that “the gas issue was transferred from an exceptionally economic plane into exceptionally political, at this, at the European and global level”. He also called a myth the statements that Ukraine was diverting gas destined for the European states.

The first vice premier emphasized that despite the situation around gas, supplies for the Ukrainian population had been neither reduced nor terminated. “Ukraine has never stepped out of the negotiation process in gas sphere,” Olexandr Turchynov explained.

Party of Regions demands immediate resignation of Tymoshenko’s government

The Party of Regions faction stands for immediate resignation of the government and for the impeachment, PR faction leader Viktor Yanukovych said at the plenary session on Tuesday.

He also demanded to include a draft resolution concerning the government’s resignation into the parliament’s agenda of January 15. At the same time, Yanukovych noted that factions, which will support “this irresponsible government”, will have to share responsibility. “Let’s free the country from these adventurers together”, he pointed out.

Describing the today’s discussion of the Ukrainian-Russian gas relations in the parliament, Yanukovych noted that the speech of minister for fuel and energyYuri Prodan “looked like babble”. The Party’s of Regions leader expressed a hope that “they are the last orange elite”.

Yanukovych also noted that “it’s almost impossible to hear the truth from authorities today”.

Yushchenko demands Prosecutor General to investigate statements accusing Ukraine of stealing Russian gas

President Victor Yushchenko wrote a letter to the Prosecutor General Oleksandr Medvedko. In his letter President expressed concerns about spreading of information by domestic and foreign mass media about illegal taking of Russian gas intended for European market.

Because such statements harm image of Ukraine and in accordance with the law demanding investigation of information about criminal actions, President requested the Prosecutor General to conduct investigation on these statements.

President Yushchenko holds phone talks with President Medvedev of Russia

President Victor Yushchenko held phone talks with the President of Russia Dmitri Medvedev.
During the conversation the two Presidents focused on gas relations between Ukraine and Russia.

President Yushchenko emphasized that for now all the obstacles to normal transit of Russian gas through Ukraine to Europe have been removed and international observers have been in Ukraine since January 9 and are ready to do their job. He also informed that he had instructed the Government to provide uninterrupted transit of Russian gas to Europe.

Beside that President Yushchenko said that it is necessary to go on with the talks on supplies of Russian gas to Ukraine itself in 2009. As one of the key points in the process President named elaboration and signature of the Intergovernmental Protocol on transit and gas prices for 2009.

Victor Yushchenko added that it is important that political constituent of the talks was set aside during future meeting of the Prime Ministers of the two countries.

Yurii Prodan: There are no formal obstacles to resume the Russian gas supplies

Minister of Fuel and Energy Yurii Prodan states that there are no obstacles between Ukraine and Russia to resume the Russian gas supplies. He stated reporting in the Parliament.

Yurii Prodan noted that Ukrainian side keeps on negotiating with the Russian Federation on concluding gas supplies and transit contracts in 2009 which is based on already achieved agreements. In particular, the Minister said that Government continues to insist on signing direct, transparent contracts and predictable transfer to the market approaches of the price formation for gas and transit.

The Minister of Fuel and Energy noted that for today the Russian side had deviated from agreements achieved in the Memorandum, signed on October 2, 2008 by heads of governments of Ukraine and Russia. Yurii Prodan believes to resolve this crisis a wider circle of participants should be attracted to the dialogue of Ukraine and the Russian Federation, in particular, the European Union. He noted that European side has confirmed that “it will take part in the conclusion of long-term agreements”.

Besides, the Minister of Fuel and Energy stated that situation at home market of the country is stable. Thus, according to Yurii Prodan, heat power plants for electric energy production instead of the gas use in full the alternative kind of fuel – black oil. But, as the Minister says the situation is aggravated by the state of payments of the regions. In particular, the city authorities of Kyiv do not compensate a tariff difference which amounts about UAH 700 mln, “The Kyiv authorities are responsible for debts,” Yurii Prodan noted.

Tymoshenko: Gas transportation system of Ukraine – a great national treasure was and remains of state property

Prime Minister of Ukraine Yulia Tymoshenko states that the national transportation system won’t be privatized. The Head of Government stated in the framework of her working trip to Yevpatoria at a briefing.

Yulia Tymoshenko said that the position of non-admission of privatization of the national gas transportation system she had upheld for many years on end. The Head of Government reminded that on her own initiative the Parliament had passed the relevant law which declares a moratorium on sale of this system. The PM assured that the Government under her leadership would proceed with such policy in future.

Yulia Tymoshenko stressed that due to the national gas transportation system Ukraine is a valuable participant of the European energy market.

According to the Prime Minister, Ukraine will have big profits if the work of the NJSC Naftogaz of Ukraine and gas transportation system are correctly developed. “So, there are no grounds to privatize this system”.

Russia pumping station sends gas to Ukraine-witness

(Reuters) Russian transit gas started flowing into Ukraine on Tuesday, a Reuters journalist at a Russian gas pumping station near the border with Ukraine said.

“Gas is now flowing through the first line,” said a technician at Russian gas export monopoly Gazprom’s Sudzha pumping station. He said four other lines were still to be reopened.
