Somali envoy says release of Ukrainian ship requires cooperation

The Somali ambassador to Moscow said on Wednesday that Ukraine and all sides involved in negotiations to free ships seized off the east African coast need to cooperate with the Somali authorities.

Somali pirates have attacked at least 90 ships so far this year, resulting in the seizure of around 39 vessels, currently up to 280 crew members, including 17 Ukrainians and three Russians onboard a Ukrainian vessel, are still being held captive.

Mohamed Handule said during a press conference when asked about progress in negotiations over the release of Ukraine’s MV Faina, which was seized in September, “The ship owners are not cooperating with the Somali government, we are getting no official information from the country. The pirates are also not cooperating with us, so I cannot say how the talks are going.”

Handule said that Somalia could give the go ahead for Ukraine to use force to free the Faina, “We are ready to agree, but we must coordinate the process together. The operation needs to be mutually beneficial.”

In April a luxury French yacht was released after almost a week in the hands of Somali pirates, who were captured by French forces. The suspected pirates are now awaiting trial in France.

In response to the rise in pirate attacks, the EU launched on Monday a joint task force, codenamed operation Atalanta, which involves eight countries, aimed at tackling piracy in the waters near the Gulf of Aden, RIA Novosti informs.

Russia dispatched a naval vessel, the Neustrashimy (Fearless), to escort commercial vessels in the region in October following the surge in seizures.

The Neustrashimy will conclude its escort duties at the end of the year when it when it will be replaced by the Pacific Fleet’s destroyer, the Admiral Vinogradov, which left a naval base near Vladivostok on Tuesday on course for the Indian Ocean.

The east African nation has been without a functioning government since 1991 and has no navy to police its coastline.

Tymoshenko: Parliament will pass the Cabinet’s program on fight against the crisis

The Government will conjointly cooperate with a special antirecessionary group which is to be created in the Verkhovna Rada by the factions of new parliamentary coalition. Prime Minister of Ukraine Yulia Tymoshenko told at the beginning of the Government’s sitting.

According to Yulia Tymoshenko BYT, OU-PS and Lytvyn Bloc factions which have formed a coalition yesterday, agreed to establish in the Verkhovna Rada a special antirecessionary group including experts and specialists of all parliamentary factions with which the Government will conjointly cooperate”.

The Prime Minister is sure that Verkhovna Rada will pass the Governmental Action Plan, “I believe that the moment has come when the Governmental Action Plan on overcoming the consequences of the global financial crisis on Ukraine to be passed”.

Tymoshenko: Cabinet will be strengthened in the nearest time

The Cabinet will be strengthened by representatives of the new coalition in the nearest time. Prime Minister of Ukraine Yulia Tymoshenko stated at the Government’s sitting today.

The Head of Government noted that leadership of the State Property Fund of Ukraine and Chairman of the Antimonopoly Committee would be changed, “I think that within the shortest possible days we can appoint leadership of the State Property Fund and the Antimonopoly Committee. There is actually hope that Ukraine will begin to work”.

Faina "break out" story in doubt

Earlier today, AFP was reporting that some hostages aboard the captured Ukrainian arms ship Faina had made a break out bid.

AFP quoted a pirate “spokesman” as saying that two of the pirates were jumped by crew members but eventually overpowered.

Now a different version of things is being offered by Russian journalist Mikhail Voitenko, who in the past has acted as a spokesman for the Faina’s owner, Vadim Alperin. According to Ria-Novosti news agency Voitenko says that “yesterday evening, two pirates who headed for the shore on a boat were seized and detained by the Americans. The pirates called intermediaries and the ship owner and asked them to speak to the Americans to ask for the release of their seized accomplices, but were told it is impossible. So the pirates launched the canard about a mutiny. Something like a threat.”

If U.S. forces are, indeed, holding two pirates, so far they’re keeping quiet about it.

Opinion: Don’t make caustic remarks about Lytvyn

Volodymyr Lytvyn became Speaker of the Verkhovna Rada on legal grounds.

MP from the Lytvyn Bloc Oleh Zarubinsky told during the “Shuster Live” TV show at the Ukraina TV channel.

According to him, legitimacy of his nomination is proved with the results of voting.

“244 MPs voted for his candidacy. Take into account that representatives of all parliamentary factions were among them,” Zarubinskyi stressed.

He believes the results of voting show that a man of merit was elected to the position of the Chairman of the VRU; he will be able to organize work of the highest legislative institution of Ukraine.

Tymoshenko congratulated Ukrainians on International Day of Human Rights

On December 10 in Ukraine and the world celebrates the International Day of Human Rights. On this day in 1948 UN General Assembly adopted the Universal Declaration of Human Rights – the first international document declaring the equality of human rights and freedoms.

Prime Minister of Ukraine Yulia Tymoshenko congratulated Ukrainians on this event. “This day reminds that every politician, statesman, public employee while fulfilling their duties charged by the society shall work first of all in the name of a human being.

During seventeen years of independence Ukraine has strengthened in the world a status of free democratic state, the citizens of which have equal rights and freedoms set out by the Constitution and the authority keep vigilant watch on their adherence. And today we all by every step, every decision, common efforts have to support this status. For the Government the adherence and protection of human rights is a top priority on which our public policy is based,” Tymoshnko’s statement says.

On behalf of the Government of Ukraine and she heartily congratulate free citizens of a free Fatherland and wished sound health, happiness, peace, well and prosperity.

“We should be proud of living in a free country, expressing freely our opinions, have an equal access to information and not being afraid of persecutions and discrimination because of political convictions,” she said.

Ukraine interested in energy cooperation with Lithuania – President

Speaking to journalists at his joint press conference with President Valdas Adamkus, President Victor Yushchenko said that Ukraine is highly interested in deepening energy cooperation with Lithuania, president’s press office informed.

According to him Ukrainian side is ready to discuss long-term agreement with Lithuania on imports of electrical energy from our country, particularly after shutdown of Ignalina NPP.

“Ukraine has proper facility at hand. We have export potential sufficient to fulfill needs of Baltic region and, possibly, of other consumers,” said Victor Yushchenko. Also President Yushchenko affirmed readiness of ‘Atomenergomash’ and ‘Atomremontservis’ companies to provide special equipment and to work at the construction of a new NPP in Lithuania and said that these companies had already sent their bids for the tender.

According to President, establishment of Ukrainian-Lithuanian energy working group would improve coordination of cooperation between the states in the field.

From his part President Adamkus thanked the Ukrainian side for readiness to such cooperation. “We have always been the state with nuclear energy. And so it will be,” he said.
