Ukraine to sign nuclear fuel deals with Russia

Ukraine is set to sign three nuclear fuel deals with Russia by the end of this year, the president of the Ukrainian nuclear power plant operator Energoatom said on Tuesday, according to RIA Novosti.

Yuriy Nedashkovskiy said two of the deals involved fuel supplies for Ukrainian nuclear power plants, while the other covers the production and enrichment of nuclear fuel from Ukrainian raw materials.

Nedashkovskiy said Energoatom planned to sign nuclear fuel contracts with the Russian state-controlled nuclear fuel producer TVEL.

“We plan to sign a contract with TVEL on “customer-owned” raw materials by the end of the year. Moreover, we plan to sign it earlier than agreements for nuclear fuel supplies for Ukrainian nuclear power plants,” Nedashkovskiy said.

Under a contract on “customer-owned” raw materials, Ukraine will supply uranium to Russia for enrichment to be subsequently delivered to Ukrainian nuclear power plants as nuclear fuel.

Ukraine plans to sign a long-term contract with Russia on Russian nuclear fuel supplies for all Ukrainian nuclear power plants from 2010 after the expiry of the current agreement.

Nedashkovskiy said Ukraine could only cover 30% of its uranium requirements at the present time and planned to switch to full supplies of Ukrainian nuclear fuel for its domestic nuclear power plants from 2015.

Symonenko calls to suspend WTO laws

Communist Party leader Petro Symonenko calls on to suspend laws connected with WTO, and emphasizes the need to create a Single Economic Space (SES) [with Russia].

He said this at a meeting with Prime Minister Yulia Tymoshenko and faction leaders in Verkhovna Rada on Monday.

He called on the government to urgently develop process of negotiations on energy supplies with the Russian Federation. He also asked to hold talks on forming the Single Economic Space with Russia and other CIS countries, which, in his opinion, will help defend the Ukrainian commodity producer.

P.Symonenko is confident “it is necessary to immediately suspend the laws, connected with WTO, which may destroy our economics”.

He emphasized that “our ideologies differ, but we have a common trouble today – the Ukrainian nation is suffering”. He pointed out that the crime rate will grow under the current conditions, and a number of radical forces will look for “another chief with small moustache”, which may  cause a serious situation in Ukraine.

Verkhovna Rada Speaker Arseniy Yatseniuk claimed he will not enter the Verkhovna Rada chamber until the parliament’s agenda is agreed, and the BYuT lawmakers lift the blockade of the rostrum.According to an UNIAN correspondent, he claimed this in chamber of parliament.

Having entered the session hall after an interval, and seen the rostrum and presidium blocked by BYuT lawmakers, Arseniy Yatseniuk noted: “They have already done a lot of work, as usual”. According to him, blocking the parliament’s rostrum is not any new thing in the Verkhovna Rada work.

The Speaker stressed that the lawmakers, having blocked the work of parliament,  disgraced themselves again.

“You think that such actions will support your electoral ratings, but they will only downgrade them”, Arseniy Yatseniuk said.

According to the Verkhovna Rada Speaker, parliament members, instead of increasing to 150 thousand hryvnias the amounts paid to depositors from the Fund of Securing Natural Persons` Deposits, merely showed people a fig of three fingers.

“Until they agree the today`s agenda, and until they stop blocking the rostrum, I will not enter this chamber”, Victor Yanukovych said.

At present, MPs are staying in chamber, but the plenary session is not held. The BYuT faction keeps on blocking the parliamentary rostrum, presidium, and government’s box.

Kyrylenko called BYuT a political hooligan

The head of the Our Ukraine faction Vyacheslav Kyrylenko said that blocking of the parliamentary platform by BYuT is a political hooliganism, ForUm’s correspondent reported.

He reminded that the decree of the president on dismissal of the parliament has been suspended.

“Our Ukraine considers that these parliamentary days should be devoted to the formation of a stabilization fund, a fund of guaranteed deposit payments, financial of the elections and changes to the election legislation,” Kyrylenko said.

The MO underlined that if BYuT keeps blocking these process, it will account for such behaviour.

BYuT faction blocks parliament’s presidium and rostrum

Members of the Bloc of Yulia Tymoshenko faction have blocked the platform and presidium of parliament.

According to a ForUm’s correspondent, BYuT MPs have also blocked the government’s box and the entrance for the Speaker. Lawmakers have blocked up doors with chairs.

Parliament is waiting for anti-crisis draft bill

BYuT faction leader Ivan Kyrylenko insists on urgent consideration and adoption of anti-crisis measures against negative influence of the world financial crisis on the Ukrainian economy.

“We are waiting for a presidential or governmental draft bill to be submitted,” Kyrylenko told a briefing.

He reminded that the decision to adopt the measures was made yesterday at the session of the National Security and Defense Council.

“We insist to adopt this draft bill first and only then to vote for changes into the election legislation,” the MP noted.

Kyrylenko also declared that BYuT would not for financing of the elections.

Yatseniuk opens parliament session

“Prezydentskiy Visnyk” newspaper published today the decree of President of Ukraine Victor Yushchenko on the delay of legislative elections by a week to December 14.

According to UNIAN, Speaker Arseniy Yatseniuk claimed this opening the session of parliament on Tuesday.

According to him, in such a way, the President’s decree joined into force.

As reported earlier, on Monday President of Ukraine Victor Yushchenko signed a decree to delay legislative elections by a week to December 14, recalling parliament to enact emergency measures to fight the global financial crisis. “I am today signing a decree calling back parliament for several days,” he told Ukrainian television, so that lawmakers can vote on “amendments to the budget and several dozen measures to combat the crisis.

HQ on helping homeless people formed in Sevastopol

The headquarters on helping homeless citizens have been formed in Sevastopol for autumn-winter season, press office of the city state administration informed.

According to the press office, the streets of the city are being patrolled regularly.

Sevastopol social center for pensioners and disabled provides warm clothes and shoes.

The city administration also informed that from November to April the headquarters will provide homeless people with hot meals and warm clothes.
