Yanukovych says “children cry because of Ukrainian language”

Party of Regions leader Victor Yanukovych is indignant that children in the east of Ukraine are forced to study the Ukrainian language, and calls it a “mockery”.

He claimed this speaking at a XIX Oblast conference of the Party of Regions in Donetsk on Friday.

Speaking about “the use of Russian language at Russian-speaking territories”, Victor Yanukovych noted that “people, even children, who went to the first form and had never spoken Ukrainian, are humiliated”.

“They are forced now to speak Ukrainian. They come home, cry, and do not want to go to school. There are many such examples. The number of students from the south-eastern regions of Ukraine has significantly reduced due to only one reason – they can’t pass exams in Ukrainian”, Victor Yanukovych claimed.

NSDC proposes to nationalize Prominvestbank

The National Security and Defense Council of Ukraine will consider a package of measures to resist the world financial crisis at its session on Oct 20. In particular, the session will consider nationalization of Prominvestbank.According to UNIAN, deputy President’s Chief of Staff Oleksander Shlapak claimed this to a press conference today.

“We, members of the working group [which worked out the package of anti-crisis measures for consideration of NSDC – UNIAN], advise namely this way of solving the problems of Prominvestbank – to nationalize it with help of the central bank, government, and the Savings Bank”, O.Shlapak said.

According to him, should NSDC approve of the above-mentioned package of measures, the problems of Prominvestbank may be solved in 2-3 weeks.

“Natural persons, who will become depositors of not Prominvestbank but of the Savings Bank, will get a 100-% guarantee from the state”, O.Shlapak said.

“We have already carried out preliminary consultations and talks, in particular, with the central bank”, he added.

As reported earlier, the central bank placed Prominvest in receivership last week after speculation of a murky takeover deal led to a run on the bank. The central bank has not linked the rush to withdraw deposits with the global banking crisis that has felled giants in the United States and Europe.

But the central bank`s council head, Petro Poroshenko, said Prominvest, which lends to heavy industry, should be renationalized — the solution chosen by several European governments for ailing banks.

Sberbank of Russia considering purchase of “Prominvestbank”

Sberbank of Russia is considering the offer on purchase of “Prominvestbank” (PIB, Kyiv), the chairman of the board of the “Subsidiary bank of Sberbank of Russia” (Kyiv) Vyachslav Yutkin reported.

“The Russian Sberbank is examining whether it is expedient to hold audit of PIB with further purchase. We have received an offer and we are considering it now,” he told Interfax-Ukraine Friday.

Yushchenko is ready to revive the VRU

First Deputy of the Head of the Secretariat of the President Oleksandr Shlapak does not exclude that the president of Ukraine Victor Yushchenko could renew work of the VRU sine die for discussing the amendments to the State Budget 2008 concerning financing of the elections and  approval of urgent laws necessary for fight against economical crisis.

Shlapak told today at briefing.

As a reminder, yesterday the Cabinet approved a bill on amendments to the State Budget 2008 concerning financing of the elections.

Trial on President’s appeal, which will solve destiny of snap poll, postponed again

The Kyiv Administrative Appeal Court postponed till 11.00 a.m. of Oct 21 the trial on a President’s appeal against the ruling of the Kyiv Regional Administrative Court, which had suspended Yushchenko`s decree on announcing the snap parliamentary poll.According to UNIAN, deputy President’s Chief of Staff Maryna Stavniychuk disclosed this to journalists after the today’s sitting of court.

She stressed that the hearing was postponed because it was necessary to carry out some procedural actions.

In particular, according to M.Stavniychuk, a BYuT representative demanded the court to consider at least 100 another appeals lodged by BYuT lawmakers and Ukrainian citizens, which were included into the administrative suit of BYuT.

Commenting on the developments, M.Stavniychuk noted: “I assess it as a mere dragging out of the process… It’s absolutely evident for me that these procedural actions [of BYuT – UNIAN] are but a clear attempt to hamper the court to consider the President’s appeal, at least, in the nearest several weeks”.

Asked about the date fixed for the snap poll [Dec 7], M.Stavniychuk said: “I believe, today are really critical days for the electoral process, till the end of the week”. She noted there may not be enough time to form regional and local electoral commissions.

ISD ceases all investment projects in Ukraine

The Corporation “Industrial Union of Donbass” (ISD) declared cessation of all investment projects in Ukraine, the chairman of board of directors Serhiy Taruta informed. He specified that the investment projects on modernization and development of production at “Alchevsk metallurgic works” demanded 2 billion dollars of investments and “Dneprovsk metallurgic works” – 1.2 – 1.5 billion dollars.

Taruta underlined that practically all enterprises of this industry are close to cessation. “There is no demand for our products,” he explained.

He also noted that the enterprises involved into the realization of investment programs of development have big investment portfolio of Western credits. “There is a big risk that the credits will be called back,” Taruta pointed out.

Solana did not appreciate Tymoshenko

European Union foreign policy chief Javier Solana gave restrained estimation of the actions of prime minister Tymoshenko.

According to him, “all political forces are to be blamed for the current situation in Ukraine, and “such situation occurred because of the immature form of democracy in the country.”

Solana also declared that he considers it “inexpedient to revive the democratic coalition” and that under the circumstances he “backs the early elections which might smooth over the tension, will bring new politicians to the power and will give a new push for development of the country.”

Solana called Tymoshenko “not to aggravate the relations among the branches of the power, political forces and president of Ukraine, but to enter into cooperation aimed at consolidation and settlement of the situation in the interests of the society, state and citizens.”

Once again he emphasized that the democratic, European and Euro-Atlantic future of Ukraine depends on that how fast the authorities of Ukraine solve the problems.

Tymoshenko admitted the existance of crisis and asked for help

Prime Minister of Ukraine Yulia Tymoshenko addressed the International Monetary Fund for financial help for Ukraine to fight the influence of the world crisis.

“We are interested in that Ukraine could get IMF financial support,” Tymoshenko said at the meeting with IMF mission head Ceyla Pazarbasioglu.

According to Tymoshenko, key export oriented industries of economy, namely metallurgy and chemisty, have lost the possibility to sell the products due to the difficult situation at the foreign markets.

The premier underlined that the financial situation in Ukraine is “quite stable” and added that it is very difficult to keep this stable situation.

Tymoshenko also noted that deficit of the state budget for 2008 had not been financed.

In her turn, the head of the IMF mission in Ukraine underlined that the Fund “is ready to render assistance to the countries-members of IMF.

Pazarbasioglu pointed out the potential of Ukraine and declared the readiness to assist in developing of the economic policy.

“IMF will be ready to render the financial assistance. We have good relation with your ministries and we will do everything of our terms of reference to help you to work out the economic policy,” she said.
