Speaker does not worry about his deposits

Speaker of the parliament Arseny Yatsenyuk has not taken and is not going to take his bank deposits. He told a briefing Tuesday.

In response to the question whether he has deposits and what he is going to do with them taking into account the financial crisis, the Speaker said: “Yes, I have deposits. And I will do the same thing I did in 2004. Nothing. I was an acting head of the National Bank and did not take a penny from my deposits.”

Yatsenyuk noted that in such way he was showing his calmness to the whole banking system. “Now I am doing the same. If something happens we are all to be blamed. But now everything depends on the well-coordinated actions of the government and NBU,” he said.

“Naftogaz” to sign a contract with “Gazprom” in November

The president of the Naftogaz state company Oleh Dubina says the agreement between Russian Gazprom and Ukrainian Naftogaz on gas supply for 2009 might be signed in November.

“We will sign the contracts in November,” he told a press conference.

He also informed that the company continues working with foreign banks for attraction credit means.

As reported earlier, Prime Ministers of Ukraine and Russia Yulia Tymoshenko and Bladimir Putin signed the memorandum on mutual relations in the gas sphere October 2.

Tymoshenko: Repressions and democracy are different things

Prime Minister of Ukraine disapproves the pressure and interference into the justice system.

She told a press conference after the special session of the Cabinet, ForUm’s correspondent reported.

“Our country has never gone so far, as to liquidate courts which don’t make decisions to please the Secretariat of the President,” the Premier said.

According to her, repressions against the justice system have nothing to do with democracy. “Any state official can make a decision which can be appealed. We don’t have holly cows here,” Tymoshenko underlined.

She reminded that Ukraine has four-level justice system, and if the first instance has made a decision, other instances can reconsider it.

Cabinet has not allotted money for the elections

Prime Minister Yulia Tymoshenko told the press conference after the special session of the government, ForUm’s correspondent reported.

The Premier said that according to the law of Ukraine on elections, the means for elections are allotted from the state budget of Ukraine, and the sum is detailed in separate article of the budget.

“The Cabinet considers it impossible to allot money from the reserve fund to hold early election scheduled for December 7 of this year,” Tymoshenko said.

She also reported that the Finance Ministry was charged with a job of working out a corresponding document, which provides for budget financing of the early elections. The document will be considered at the next session of the government and then submitted for the parliament.

“The government also decided to address the President of Ukraine with a request to cancel the decree on early elections to enable the parliament to pass a number of draft bills, which will help Ukraine to avoid influence of the world crisis,” the PM added.

According to Tymoshenko, under the world economic crisis the Verkhovna Rada must work.

The Premier informed that 15 members of the government backed the decision.

The board of judges of the Kyiv Appeal Administrative Court postponed till 10.00 a.m. of October 17 the hearing on the Presidential Secretariat’s appeal against the ruling of the Kyiv District Administrative Court, which on Saturday suspended the Ukrainian president`s decree to dissolve parliament and call snap parliamentary poll. MP Valeriy Pysarenko, BYuT’s representative to court, told UNIAN.

He noted that on Monday the Kyiv Appeal Administrative Court postponed the hearing on the Presidential secretariat’s appeal till the morning of October 14.

However, as early as this morning, the judges claimed they “cannot work under current conditions”. “A pressure is put upon judges by state power bodies”, V.Pysarenko said.

At the same time, another BYuT lawmaker Andriy Kozhemyakin said that his political force is satisfied with this decision. At the same time, he stressed that BYuT will accept any ruling of the court if it is legal.

As UNIAN reported earlier, the Kyiv District Court on Saturday suspended the Ukrainian president`s decree to dissolve parliament and call snap parliamentary polls, the Unian agency reported. Volodymyr Pylypenko, a representative of the Yulia Tymoshenko Bloc, was quoted as saying that the ruling was made in response to a lawsuit filed by the bloc against President Viktor Yushchenko and the Central Election Commission (CEC).

Yushchenko dissolved parliament October 9 and announced snap elections in the country would be held December 7. The step was taken due to a failure by members of parliament to form a new ruling coalition.

Pylypenko also said the court banned the CEC from holding any meetings to organize early elections to the Verkhovna Rada.

He said the lawsuit was filed immediately after the presidential decree was published. “The Yulia Tymoshenko Bloc`s position regarding prevention of anti-constitutional parliamentary polls remains the same,” he said.

Pylypenko said the bloc will turn to international organizations to complain of Yushchenko “usurping” power.

Law-enforcement structures blocked Central Electoral Commission – BYuT

“Alfa” special police subdivision, armed to the teeth, and employees of the State Guards Department, blocked the premise of the Central Electoral Commission (CEC) of Ukraine on Tuesday morning, BYuT lawmaker Oleh Lyashko claimed to journalists.

According to the BYuT press-office, he noted that “Alfa is present at CEC, and there are another three buses with people from the State Guards Service headed by Heletey”.

“They do not allow lawmakers to enter the premise, and, practically at gun point, force CEC members to hold a session”, O.Lyashko claimed.

According to him, the presence of these people at CEC indicates that they have intent to carry out this session at any price.

Mishchenko asks Yushchenko to cancel Rada dissolution

MP from the BYuT, chairman of the VRU committee on legal policy Serhiy Mishchenko applied to the President Viktor Yushchenko with an open letter in which he asks the President to abolish the decree 911 on VRU dissolution.

“I address to you with argued demand to use your right and cancel decree 911/2008 “On VRU dissolution” and announcement of early parliamentary elections” from October 9, 2008.

I am sure that the early parliamentary elections will not lead to significant changes in the Verkhovna Rada of Ukraine. They are likely aimed at discrimination of the constitutional rights of the Ukrainian nation and can lead to destabilization in the country. I assure you that the people of Ukraine does not want these early parliamentary elections and considers them as unreasonable and inappropriate,” he said.
