Prosecutor’s Office examined Kyiv national University

Prosecutor’s Office of Kyiv examined the study buildings of the Shevchenko’s Kyiv national University and revealed the attempt to privatize the buildings.

Press office of the Prosecutor’s Office informed that the former rector of the University and one of the commercial enterprises made a contract on joint activities, which provides for privatization of the buildings and with further reconstruction into commercial centers.

Taking into account the violation of students’ rights and illegal disposal of stare property, the Prosecutor’s Office appealed to the Economic Court of Kyiv with the request to recognize all contracts as invalid.

The Court granted the request in full measure.

Ukraine to build two new nuclear reactors from 2010

Ukraine`s state-run atomic energy company Energoatom is to start construction of two new nuclear reactors from 2010 at the Khmelnitsky power station in the west of the country, the fuel and energy ministry said on Monday, according to Reuters.The ministry, quoting remarks by Energy Minister Yuri Prodan during a visit to the plant, said authorities wanted to ensure `smooth financing` for the project,

which will bring to 17 the number of reactors operating in the ex-Soviet state.

It gave no details of costs or financing, but said the reactors would be brought on stream by the end of 2016.

Twenty-two years after the fire and explosion at the Chernobyl power plant, the world`s worst civil nuclear accident, few in Ukraine question the need to rely on and expand the use of nuclear power.

Ukraine`s four stations, with a capacity of 13,835 megawatts, account for 46.4 percent of all electricity produced.

The Khmelnitsky station`s first reactor went on stream in 1987 in Soviet times, while the second, left unfinished for many years amid post-Soviet financing difficulties, was completed in 2004 with help from the European Union.

Both are 1,000-megawatt pressurised water reactors.

The RBMK reactor that exploded at Chernobyl on April 26, 1986, found to contain many design faults, is no longer produced in the former Soviet Union.

Party of Regions found substitute for Yatseniuk

The Party of Regions is holding talks with other factions to elect Oleksander Lavrynovych as Verkhovna Rada Speaker.

Party of Regions MP Hanna German disclosed this to Ukrayinska Pravda.

“We are talking over, in particular, this candidacy, and the possible support to Lavrynovych from other factions”, she said.

“Let’s treat this issue from a professional point of view. There is no doubt about Lavrynovych’s professionalism”, she stressed.

On Monday, H.German proposed to re-elect the Speaker because Arseniy Yatseniuk, incumbent head of parliament, refuses to sign laws adopted jointly by BYuT and the Party of Regions.

Yatsenyuk: No coalition – no government

Speaker of the parliament Arseniy Yatsenyuk declares that further activities of the government are impossible without the coalition.

According to Yatsenyuk, existence of the coalition is an obligatory norm of the Constitution of Ukraine.

He noted that if after the collapse of a coalition the new one is not formed, the President has a right to dissolve the parliament.

“The coalition is an instrument of carrying out responsibility for the government, formed by this coalition. No coalition – no government,” the Speaker said.

Our Ukraine does not hold any talks with the Party of Regions

Our Ukraine faction is not holding talks on coalition formation with the factions of the Party of Regions and Communist Party. OU faction leader Vyacheslav Kyrylenko told in the parliament.

In particular, Kyrylenko underlined that if someone knows such facts he must announce the names of those who are holding such negotiations.

He reminded that yesterday the OU faction delivered its program principles on coalition formation with the factions of BYuT and Lytvyn’s bloc. “Someone may call them an ultimatum, but it is just a reason to refuse our proposition,” he said.

In addition, Kyrylenko informed that for two weeks the agenda of the parliament has been forming without the opinion of the Our Ukraine faction. So, the faction insists on the consideration of the draft bill on abolition of immunity of a deputy, but “the Party of Regions and BYuT don’t want to submit the document.”

Kyrylenko informed that OU deputies would keep insisting on the consideration of the draft bill.

Yushchenko signed changes into State budget-2008 and asked to take into account his notes on budget -2009

President of Ukraine Viktor Yushchenko before his working trip to the USA signed the Law “On changes introduction into the Law of Ukraine “On the State budget of Ukraine for 2008 and on changes introduction into some legislation documents of Ukraine,” adopted by the Verkhovna Rada on September 19, 2008.

President of Ukraine Viktor Yushchenko considers that the whole package of important questions in social and energetic spheres, question on affordable accommodations for citizens and etc was not considered properly in the draft Law of Ukraine “On the State budget of Ukraine for 2009. The Head of the State wrote in his letter to VRU chairman Arseniy Yatsenyuk, the President’s press office reports.

Yushchenko also notes that the government ignored the President’s initiative concerning the program establishment from 2009 on building of affordable accommodation for our citizens.

He asks to take into account these questions during adoption of the Law of Ukraine “On the State budget of Ukraine for 2009″.

Tymoshenko and Turchynov disowned Russian language

Prime Minister of Ukraine Yulia Tymoshenko states that she personally and BYuT faction declared, declare and will declare that in Ukraine there is only one official language – Ukrainian and statements of Head of the Presidential Secretariat of Ukraine Viktor Baloha she considers as provocative.

First Vice Prime Minister Oleksandr Turchynov explained position of the Prime Minister.

“Ukrainian is the sole official language in Ukraine. This is a position of Yulia Tymoshenko and headed by her political force was, is and will be irrevocable and all other statements are political speculation of BYT’s opponents,” Oleksandr Turchynov stated.

Commenting upon the matter of the Law on public service, Oleksandr Turchynov noted that “anyone who can read Ukrainian at least, would see no norms on official character of Russian language in the law”.

Nevertheless, as the draft includes a norm on knowledge of different languages by public employees, just at BYuT’s urgent request the draft has not been approved on the whole but sent for the second reading where this issue will be more clearly adjusted with the Constitution of the state. “In other case the law won’t be voted,” the First Vice Prime Minister said.

Oleksandr Turchynov also focused attention on direct text and evaluative coincidences in norms’ interpretation of the bill on public service in the Sunday run-in of “Podrobytsi tyzhnia” and in Viktor Baloha’s statement published on Monday. “It gives grounds to think that the “Inter” channel has again considered Baloha’s oral recommendations or tried and grasped the meaning of secret instruction”.
