Dictatorship in Ukraine! Statement of President Yushchenko

President of Ukraine Viktor Yushchenko declares about establishment of dictatorship of the Prime Minister.

According to UNIA, Yushchenko claimed this in his address to the Ukrainian people commenting on the draft bills adopted by the parliament yesterday.

“Anti-constitutional law on the government, which establishes dictatorship of the Prime Minister has been restored,” Yushchenko noted.

He also declared that with the amendments to the law on Constitutional Court of Ukraine “the government becomes uncontrollable.”

Tymoshenko accuses Yushchenko of breaking down the coalition

According to Yulia Tymoshenko BYuT has never been an accomplice when he has been ruining the coalition since the day of its formation. “Every day the government was humiliated, its work was being destroyed,” the Premier said.

She also noted that BYuT, People’s Self-Defense and other serious political forces understand that the coalition was of right format and it should have worked. “I feel sorry that the president acts irresponsibly and that on his instruction the coalition was ruined yesterday. I think it was all planned,” Tymoshenko underlined.

At the same time the Prime Minister considers that the democratic coalition must live and work. She also noted that the government has quorum and it will keep working and making decisions.

Russia won’t encroach upon the Big Treaty

Russia won’t initiate determination of the Big Treaty on cooperation and friendship with Ukraine, the Minister of Foreign Affairs of Russia Sergey Lavrov told journalists. “I see no reason for initiation by Russia the determination of the Treaty,” S.Lavrov told. according to him, the Big Treaty on cooperation and friendship with Ukraine meets interests of both countries. The Minister drew attention to the fact that Russia expects that all other agreements between the two countries will be vigorous.

The Minister noted that rental price rise, proposed by the President of Ukraine Victor Yushchenko for the bases of the Black Sea Fleet of Russia in Sevastopol, contradicts the base agreement where the rental price was fixed. “We know that such international agreement as the Agreement on the Black Sea Fleet of Russia have an absolute priority over the domestic legislative acts,” the Minister of Foreign Affairs of Russia stressed.

Parliament implemented amendments to the Law on the Security Service of Ukraine (SBU) and the Cabinet

The VRU passed the Law “On amendments to the Law of Ukraine on the Security Service of Ukraine” (concerning appointment and dismissal of the governing body  of the SBU and improvement of certain items).

The law was voted by 362 of 266 MPs. The Lytvyn Bloc’s faction did not vote, it left the session hall in a body.

According to Andriy Portnov (BYuT), absence of the President of the SBU showed “incentive of certain forces in procrastination of forming of the governing body of the parliament”.

President of the VRU’s Committee on National Security and Defence Anatoliy Hrytsenko noted that Valentyn Nalyvaychenko had been the acting President of the SBU for more than two years, that was an unlawful act.

MP noted that “it was difficult for Nalyvaychenko to work”.

He added the President of Ukraine Victor Yushchenko never spoke about support of the candidature of Nalyvaychenko.

“It is evident that a “suspended” President of the SBU might be profitable for certain persons, but it is bad for the state”, A.Hrytsenko told.

The Verkhovna Rada implemented the amendments to the Law on the Cabinet of Ministers of Ukraine.

363 of 366 MPs voted affirmatively.

Certain regulations concerning introducing by the President candidature of the Prime Minister and obligations of the Cabinet to agree with the President dismissal of the Ministers and ensure fulfillment of the Presidential orders were cancelled.

Regulations concerning legislative initiative by order of the President, fulfillment of decisions of the SBU, cooperation with foreign countries by order of the President and some other regulations were cancelled too.

Dismissal of Baloha may help restore democratic coalition – Lutsenko

Interior Minister of Ukraine Yuri Lutsenko claims that the dismissal of President’s Chief of Staff Victor Baloha may become a prerequisite of reuniting the democratic coalition.

Lutsenko told journalists in the Cabinet of Ministers today.

“The democratic coalition has a chance to continue its work. From a formal point of view, the coalition has 10 days, and during these 10 days leaders of the coalition – President Yushchenko and Prime Minister Tymoshenko should sit at a table of negotiations, without any emotions and personal offences, and find ways for a further functioning of the democratic coalition. I think that the main prerequisite of these negotiations must be the dismissal of Baloha, who did everything from the very beginning to split the democratic coalition,” said Lutsenko.

According to him, at the yesterday’s session of the OU-PSD faction, Baloha gave instructions by telephone to faction leader Vyacheslav Kyrylenko to collect votes of faction MPs for the split of the democratic coalition.

OU-PSD ready to reconsider withdrawal

OU-PSD ready to reconsider withdrawal

Parliamentary faction of Our Ukraine – People’s Self-Defense is ready to reconsider the decision to leave the coalition only if BYuT accomplishes a number of conditions. OU deputy Roman Zvarych told journalists.

According to him, the regulations of the parliament allow a faction to recall its withdrawal. Among the conditions Zvarych listed the voting on joint statement regarding the events in Georgia and BYuT’s promise not to overcome the vetoes, which are likely to be imposed on the draft bills adopted yesterday, including changes to the laws on Cabinet, SBU and Constitutional Court.

Zvarych also informed that the faction must register its decision to leave the coalition in the parliament first, and in 11 days the Speaker must to announce the withdrawal and breakdown of the majority.
