Opinion: President has no right to go on vacation when the state suffers tragedy

President of Ukraine Victor Yushchenko has no right to go on vacation when the state is suffering a tragedy.

Parliament member from the BYuT faction Victor Ukolov said this in his comment  to UNIAN today.

Particularly, he underlined that the state leaders can not go on leave when there is a nation-wide tragedy in the state. According to him, at present this tragedy is the flood in the western Ukraina, which was confirmed at a session of the National Security and Defence Council. Besides, emergency was declared in six Oblasts of Ukraine for three months.

V.Ukolov said that many of his colleagues, Members of Parliament, left for the western regions to provide assistance to suffered people.

Tymoshenko submitted one more budget draft bill

Tymoshenko submitted one more budget draft bill

The government of Ukraine has submitted another draft bill on budget amendments, which provides for allotment of means for liquidation of consequences of the flood in the Western regions of Ukraine. Prime Minister Yulia Tymoshenko informed in the airplane on her way to Ivano-Freankivsk region.

She also informed that this draft bill has been sent to the President Yushchenko.

According to her, the government will ask the President and Speaker to consider the draft bill at the special session of the parliament.

Tymoshenko specified that there are two draft bills on budget amendments registered in the parliament.

Western Ukraine lost harvest

The natural disaster in the territory of the western Ukraine damaged a significant part of potato and vegetable harvest in the local farms, according to Agrooglyad.

According to “Fruit-Inform” data, the most disaster-hit are Ivano-Frankivsk, Chernivtsy, Lviv, Zakarpattya and Volyn oblasts. Farmers inform that areas under vegetables are totally flooded in some regions. According to the producers, when the water goes down, it will be impossible to save potato and root crops. Besides, palatability of agricultural production will worsen due to surplus moisture content. Potato will be unsuitable even for short-term storage.

According to the estimations of the producers, vegetable harvest loss will total about 20%-50%. Moreover, the bad weather has negatively influenced fruit trade. Supply of apricots, peaches as well as early apples and pears significantly decreased on wholesale markets as harvesting stopped in many farms because of flood.

Rivers’ water level to stabilize in a week

A water level in Ukraine‘s rivers should stabilize in a week, Emergency Minister Volodymyr Shandra said adding that “a stupendous work should be done” to renew bridges, Cabinet’s press office reported.

The minister informed that a water level rising in Odesa region is expected July 30-31. At the same time, according to him, a situation at Dniester HPP has stabilized with water level decreasing in the Prut River near Kolomya.

handra recalled that the NSDC meeting decided to impose the state of ecological emergency in the flood-hit districts which should facilitate decision-making on the disaster recovery.

As a result of disaster, Lviv, Zakarpattia, Ternopil, Chernivtsi and Ivano-Frankivsk regions suffered.

Baloha: Tymoshenko is not Orthodox

President’s Chief of staff Victor Baloha believes that Pm of Ukraine Yulia Tymoshenko keeps on deliberately provoking conflicts with President of Ukraine Victor Yushchenko.

According to Baloha’s comments, having announced at European forums about her desire to develop normal and constructive relations with the Head of State, in fact, Yulia Tymoshenko “does not omit any single opportunity to strain relations with Yushchenko.” In particular, on Monday the Prime Minister appointed a government session at 12.30, while she perfectly knew that a session of the National Security and Defense Council was scheduled for 13.30 of the same day, Baloha stressed.

“Thus, for Brussels, she voices rhetoric of peace and harmony, and for the country – a permanent resistance within frames of the presidential campaign that has already started”, V.Baloha said.

Besides, he pointed out to the fact that the Prime Minister abstained from taking part in celebration of the 1020th anniversary of the Kyiv Rus Orthodox Baptism. According to Baloha, Yulia Tymoshenko explained her absence with different reasons: at first, she said she fell ill, than she spoke about other important reasons, after that – about vacation.

“Probably, the matter is that the head of government is not Orthodox, but practices another faith, for instance, Shintoism or Buddhism”, Baloha noted.

Ukraine’s Foreign Ministry: Russia inadequately responds to Zatulin and Alexey II

The Foreign Ministry of Ukraine assesses as “inadequate” the response of the Russian Foreign Ministry to a ban on Russian lawmaker Zatulin entering Ukraine and the recent celebration of the Kyiv Rus Orthodox Baptism anniversary.

According to the MFA press-service, Ukraine Foreign Ministry’s spokesman Vassyl Kyrylych voiced a comment today on the information for mass media spread by the Department for Information and Press of the Russian Federation Foreign Ministry on July 25, 2008.

“The Foreign Ministry of Ukraine is concerned about the information for mass media, publicized by the Information and Press Department of the Russian Federation Foreign Ministry on July 25, 2008. It included assessments of recent developments in Ukraine. In our opinion, the mentioned-above assessments do not correspond to reality, are too politicized, and too far from objectivity”, Kyrylych said.

The MFA spokesman expressed anxiety that “without unnecessary diplomatic delicacy, the Russian side provided assessment of developments that are universally recognized as internal political issues”.

“Even more significant is the undisguised intent of the Russian side to connect these events, in particular, the response of the Ukrainian side, and the current state and perspectives of development of the Ukrainian-Russian relations, having put in advance all the responsibility for “fatal consequences” on Ukraine. If, speaking about “fatal consequences”, the Russian side means the recent hooligan actions committed by the Eurasian Union of Youth, we urgently call on the Russian side to immediately take all measures to stop provocations against the Ukrainian diplomatic institution in Moscow”, he stressed.

According to Kyrylych, the Ukrainian Foreign Ministry assesses the response of the Russian side to the entry ban on Russian Federation citizen K.Zatulin as inadequate. “In this connection, we point out that the Zatulin had been banned entry to Ukraine for one year, with decision of competent state power bodies of Ukraine, and basing on part 2 article 25 of the Law of Ukraine “On Legal Status of Foreigners and Persons Without Citizenship”, the spokesman emphasized.

According to him, groundless accusation of the Russian side of as if “disrespectful attitude” to clergy of the Orthodox Church of the Russian Patriarchy during their taking part in the celebration of the 1020th anniversary of the Kyiv Rus Orthodox Baptism stir up even more anxiety and disapproval. “We are surprised that, in a secular state, a foreign policy department assesses the program of Russian Orthodox clergy’s participation in the mentioned-above actions, which was agreed with them in advance. The Ukrainian Foreign Ministry decisively rejects the assessments publicized by the Russian side. We are confident that the mentioned-above developments at the Ukrainian territory absolutely correspond to the national legislation, and must not influence negatively the high level of the Ukrainian-Russian collaboration”, Kyrylych stressed.

Ukraine’s Foreign Ministry: Russia inadequately responds to Zatulin and Alexey II
