European Commission to inspect Ukraine’s production and processing capacities

In
September, the European Commission will inspect
Ukraine‘s production and processing
capacities and will check the sunflower oil control and certification system, the
UkrOilProm association reported.

Experts say
the export resumption to the EU could help selling a product surplus the dairymen
piled up due to sunflower oil export quota that ran in
Ukraine from March to June. More than 10
enterprises had to suspend operation because of export blockade and storage
facility overstock; a piled up sunflower oil volume is valued at more than
300,000 tons.

Despite
lifting restrictions from the sunflower oil export in late May, export supplies
were not large-scale and were mainly preformed by land transport, UkrOilProm head Stepan Kapshuk noted. According to him, no one took the risk of
transporting via ports, taking into account the problems with the EU.

Based on
preliminary data, the sunflower oil export totaled
around 60,000 ton in June. Experts say if the export is unblocked to the EU,
the figure will double.

About 50%
of all export deliveries of sunflower oil from
Ukraine accounts for the EU.

Tymoshenko will find the way to increase pensions

The government
intends to adopt a separate decision on improvement of pensions. Prime Minister
of Ukraine Yulia Tymoshenko told IMC at the beginning on Wednesday. Yulia
Tymoshenko reminded that the increase of pensions by 13% since July 1 had been
envisaged by a draft law on making changes and amendments to the State Budget
of Ukraine for 2008 the endorsement of which had been undermined by the United
Centre party.

“If the UC party had voted, the
country would have been with the budget and today every ministry would have had
an opportunity to strengthen its policy, making it more directed to practical
satisfying the needs of people,” the Premier is assured.

Yulia Tymoshenko feels hesitant
concerning a possibility of gathering deputies earlier than September at a
special parliament session with an aim to adopt the Budget, though she doesn’t
exclude such a chance. According to her, respective consultations are being
held by all the political forces, represented in the Parliament. At the same
time she informed about an intention of the Government to consider an issue of
possibility to increase the pensions as a top-priority one. “Today the topmost
issue will be all possibilities and measures targeting not to leave the
pensioners without the pension increase,” Yulia Tymoshenko urged.

Mass death of fish recorded in Dnieper river

Mass death of fish has been recorded in the Dnieper river near Nova Kakhovka city of the Kherson Oblast.

According to the regional Emergency Ministry department, the total mass of the dead fish is approximately 100 tons.

The
case is under investigation. Samples of the dead fish were taken for an
analysis, the result of which will be known in 5-6 days.

40 people were involved in collecting the dead fish and clearing the river banks.

A
session of the city emergency commission made decision to temporarily
close all local beaches until the reason of the ecological catastrophe
is established.

EU Council approves talks on Ukraine’s joining Energy Community

At its July
15 meeting, the EU Agriculture and Fisheries Council approved, among other
questions, a mandate of the European Commission to hold talks with
Ukraine on its joining a so-called Energy
Community, as reported from
Brussels.

The Energy
Community Treaty which was concluded in July 2006 provides for development of
intensive cooperation in energy area between the European Union and the South
East European countries, Western Balkans in particular, a majority of which is
deemed as potential EU candidates. The instrument covers a wide range of issues
starting with creating a common energy market, approaching regulatory rules in
energy area and finishing with achieving technological compatibility of energy
networks and environmental protection standards.

With its
yesterday’s decision the Council of Ministers opened an avenue for the European
Commission to holding negotiations on joining the Energy Community by
Ukraine, Turkey and Moldova. According to the EU, enlargement
of the Energy Community by means of these states will enhance the EU energy
security, promote economic development of prosperity of the region’s countries.

Yushchenko demands to recall deputies from vacations

Secretariat of the
President states that Viktor Yushchenko insists on the urgent consideration of
budget amendments at the special session of the parliament, Andriy Honcharuk
said Wednesday.

“The President insists on
the urgent session of the parliament, which must consider the budget issue,”
Honcharuk said.

“If there is a coalition,
it must understand that it should come back to the parliament. Two budget draft
bills (the presidential and governmental ones) have been returned to the budget
committee for examination,” he added.

According to Honcharuk, the
committee must reduce the draft bills to a common denominator, as “there are
not many differences of opinion.”

The deputy head of the
Secretariat assumes that if the parliament gathers for a special session, the
coalition will pass the budget amendments.

Cabinet approved the reformation project of housing and communal services

On today’s session the government
approved the draft bill on the state program of reformation and development of
the housing and communal services, the minister Oleksiy Kucherenko said at the
briefing.

The Minister noted that
despite milliards of investments the situation in this sphere still leaves much
to be desired.

He informed that the
government decided that the housing and communal services must function “on
market basis”.

According to Kucherenko, it
is necessary to do everything possible to make these enterprises profitable. He
said that reformation of the housing and communal services requires tens and hundreds
of milliards. The Minister informed that the reformation of the sphere would be
financed at the expense of tariff rise, budget subsidies and loans.

Government promises to punish poultry monopolists for causing inflation

Ukraine’s Prime Minister Yulia Tymoshenko
promises that Government will make a decision to abolish state subsidies for
the poultry producers unless the price for their production lowers by the end
of the month.

Yulia
Tymoshenko noted that permanent price rise for the poultry appears to be the main
reason of inflation. “We are still facing a monopoly plot and, at this, neither
Antimonopoly Committee not the General Prosecutor’s Office operates
the way they have to,” Yulia Tymoshenko pointed out.

Ukraine’s Premier has drawn attention to
the fact that chicken legs cost today 22-23 UAH per kilo while their wholesale
price in the world amounts 10-11 UAH. “Can you answer my question: what are those
special conditions for the Ukrainians? Why is this special policy of collusion
and corruption? And they are getting grants from the budget at this,” she
complained.

Premier has empowered respective authorities to study the situation
and normalize the price policy, as chicken legs in retail trade should not
exceed 13.50 UAH.

Besides,
Yulia Tymoshenko addressed the leaders of the Tax administration, State Pricing
Committee with a demand to deprive poultry producers of state grants in case the
poultry situation demonstrated inflation during this month.

Tymoshenko: There are no grounds for bread price rise

In all regions of Ukraine, except
for two, we can observe material deflation. Opening the session of the Cabinet
Prime Minister Yulia Tymoshenko told the ministers, ForUm’s correspondent reported.

According to her, it means
that the government’s policy to fight inflation is effective. She is convinced
that there are no grounds for bread price rise in Ukraine.

“We have reaped great harvest,
and the prices are absolutely predictable,” she added.

“We can congratulate
Zaporizhya and Kherson
regions, which reaped more than one million tons of harvest. It means that we
observe the determined volumes and plans,” the Premier said.
