PM Tymoshenko blackmails Rada with pensioners

The sate budget of the Government provides the increase of average pension in 1.5 times. Prime Minister Yulia Tymoshenko stated today presenting the project of amendments to the state budget 2008, as ForUm’s correspondent reports.

According to her, if the Verkhovna Rada adopts the Government’s budget, since today the pensioners will have additional 13% to their incomes. “And if they don’t the pensioners will get nothing,” said the Prime Minister.

Tymoshenko paid attention that the factions that had left the Parliament’s sitting, may be responsible that the average pension will be at a lower level than it could be since today. The Premier believes the state budget was to be adopted long time ago, that is why she asks to adopt the main financial document of the state today.

Yatsenyuk: President had the right to introduce amendments to state budget

The people’s deputies of Ukraine have come to the session hall after the break, as ForUm’s correspondent reports.

Speaker of VR Arseniy Yatsenyuk said there are 244 people’s deputies. He also said that the draft law about amendments and revisions to the budget 2008 is included in the agenda.

The Speaker also stated that President of Ukraine Viktor Yushchenko didn’t violate the law when introduced own project of revisions to the main financial document of the state. “The right of the Cabinet of Ministers is to introduce the budget to the Verkhovna Rada while the amendments and revisions to the draft law is the Constitutional right of the President, “said the Speaker of VRU. Arseniy Yatsenyuk believes there is no illegality in the actions of the President and in his project of amendments and revisions to the state budget for this year.

At the moment, Prime Minister Yulia Tymoshenko is making a report on the Government’s project of amendments to the state budget 2008.

The budget amendments of President of Ukraine Viktor Yushchenko coincide with the amendments of the Party of Regions, said ex-minister of finances, people’s deputy from PR Mykola Azarov at the today’s briefing, as ForUm’s correspondent reports.

He expresses regrets that the parliament and the president are not authorized to introduce amendments to the budget, because according to the legislation it is an exclusive authority of the government, which is the subject of the budgetary process.

In his point of view, the Secretariat economists “must understand this budget can lead to total unbalance in the monetary-credit and financial system”.

Azarov reminded that Prime Minister Yulia Tymoshenko mentioned about UAH 30 billion of income to the budget. “It is nothing more than the inflation income, caused by the growing prices… and the President is right to tell how to use it whether to push up the inflation or limit it. That is the discussion. It seems like the Government doesn’t think how to manage with the inflation but how to please the electorate. But it is not the function of the government,” said the parliamentarian.

As ForUm reported earlier, on July 10, President of Ukraine Viktor Yushchenko introduced a draft law about the amendments to State budget 2008 to the Verkhovna Rada.

VRU didn't approve non-confidence resolution to the Government

VRU didn’t approve non-confidence resolution to the Government

The Parliament didn’t approve the non-confidence resolution to the Government, as ForUm’s correspondent reports.

This decision was supported by 174 people’s deputies (172 from the Party of Regions and 2 from NU-NS – Viktor Topolov and Yuriy But), no other faction voted for the resolution.

Members of the coalition greeted the decision with applause.

Just before the voting the Speaker of Parliament said that he will not put this question on the second voting because it is a political question.

After the voting, Yatsenyuk announced a break for half an hour.

As ForUm reported earlier, on Friday, July 11, during the meeting of the faction leaders Prime Minister Yulia Tymoshenko agreed that the Parliament votes the non-confidence resolution first. Before the voting the Parliament heard the report of the Government’s head.

People’s deputy from the Party of Regions, ex-minister of finances Mykola Azarov said the today’s agenda for VRU is the contempt to parliamentarianism and government. He said speaking at the Parliament, as ForUm’s correspondent reports.

In his opinion, the people’s deputies should’ve prolonged the current session for one more week, because such important questions are not solved for one day.

The people’s deputy was surprised to have 45 minutes for his speech from the podium, while the Prime Minister had just 15 for her report.

Giving comments to the government’s amendments to the state budget, he said the Cabinet of Ministers has got “an exaggerated estimate”.

The ex-minister reminded the words of Tymoshenko that the government promised to “feed whole Europe”. “With what?” – asked Azarov.

The Parliament decided to work till midnight today

The Parliament decided to work till midnight today

The people deputies decided to prolong the today’s work of the Verkhovna Rada, as ForUm’s correspondent reports.

417 people deputies voted for that decision.

Speaker of Parliament announced there are 3 questions for the Parliament: non-confidence resolution, amendments to the state budget and the question regarding early elections of village heads.

He paid attention of the people’s deputies that they have time till 24 pm for these questions.

At the moment, the Verkhovna Rada began with the question about non-confidence to the Cabinet of ministers.

VRU has got agenda for today!!!

Speaker of Parliament Arseniy Yatsenyuk announced the agenda for VRU for today, as ForUm’s correspondent reports.

According to Yatsenyuk, at first, the faction leaders will make their statements, then, he will read the requests of the people’s deputies.

Then, according to the Speaker, the deputies will consider the calendar plan for III session of the Verkhovna Rada.

Yatsenyuk said that afterwards they will consider the non-confidence resolution to the Government. “God knows what we see on the panel,” said Yatsenyuk.

He said that the next will be consideration of the Government’s and President’s draft laws about amendments to the state budget. “Then the anthem and full stop,” summarized the Speaker.

Amnesty International demands from Ukraine to admit there is racial discrimination

Human rights organization Amnesty International demands from the Ukrainian government to admit officially there is racial discrimination in Ukraine and to take measures to its overcoming and protection of possible victims, according to the international obligations of Ukraine.

These were the demands announced in Kyiv on July 10, at the presentation of human rights organization “Amnesty International”.

The authors of the report state that the Ukrainian state doesn’t follow the obligations regarding the protection from discrimination of everyone who lives on its territory.

“Amnesty International” is concerned about the increasing cases of aggression against foreigners and representatives of ethnic and religious minorities as there is no adequate reaction from official bodies.

According to the report, in 2008, 4 foreigners were killed in Kyiv; the aggression was provoked by the color of their skin, as BBC reports.

Generally, according to “Amnesty International” there were about 30 serious racial attacks in Ukraine this year – most of the people, attacked, were of African or Asian birth. The objects of racial attacks are also Gypsies, Jews and buildings owned by Jews.

Moreover, according to the report, Ukrainian skinheads try to imitate the actions of the similar groups in Russia and share the experience with Russian ultra-nationalists regarding how to make attacks and run away from militia.

Human rights activists are especially concerned about absence of the open official statistics regarding attacks for racial reasons, said researcher in Ukraine, Moldova and Belarus Gieser MacGill. “The racial motivation is not taken to consideration and many of such crimes are treated like usual rowdiness. The Premier, President and Government must admit there is racism and dispraise its shows.

Amnesty International agrees that this problem doesn’t concerns Ukraine only, the human rights activists state the authorities don’t take the problem seriously enough, and Ukrainian courts identify racial attacks as rowdiness.

Although, the international human rights activists state there is positive evidence that the representatives of the Ukrainian authorities are ready to communication and “some of them admit there is a problem of racism and discrimination”, as Pravda-Ukraine reports.
