Communists: President is used to break the Constitution

Member of CPU faction Leonid Hrach believes the proposal of President of Ukraine Viktor Yushchenko that the Parliament shouldn’t have recess until they approve the draft law about the amendments to the state budget a dictature of the President. He said in his interview to journalists.

Hrach said that the present session of the Verkhovna Rada must be closed next week according to the Constitution. “If the President is used to break the Constitution it doesn’t mean the Verkhovna Rada should do the same. What a dictature!” – said the people’s deputy, as UNIAN reports.

He said the Parliament is a separate government body and it will not accept any pressure.

As ForUm reported earlier, on Wednesday July 9, the President addressed to the Verkhovna Rada with a request not to go on holidays until they adopt the amendments to the state budget 2008 and draft laws regarding judicial reform.

President of Ukraine Viktor Yushchenko believes the Verkhovna Rada has no right to go for recess until it adopts amendments to the state budget of Ukraine 2008 and two draft laws concerning the judicial reform. He said today at the press conference in Kyiv, as RBC-Ukraine reports.

“We have 15.5% inflation for 6 months. It obliges the government first of all, then the Parliament and all politicians to compensate the poor people their expenses, revise pensions and salaries,” said the President.

Yushchenko said the Parliament should adopt the draft laws about judicial reform and the status of judges. It is as important as the adoption of amendments to the state budget, said the Head of the state. “I call both coalition and opposition to find a compromise and come back to consideration of the projects,” said the President.

The Government’s draft law about the amendments to the Law of Ukraine “About State budget of Ukraine for 2008 and about the introduction of amendments to certain legislative acts of Ukraine” was registered in the Parliament on July 7.

But the Verkhovna Rada did not consider any of these questions for two working days. Yesterday and today in the morning, the Parliament’s podium was blocked by BYuT members who demanded immediate consideration of amendments to the state budget – 2008. The opposition members, in turn, plan to hear the Government’s report about social-economic situation in the country first.

President of Ukraine Viktor Yushchenko is critical in his evaluations of the amendments to the state budget 2008. He stated at the Ukraine-Malta business forum, according to the President’s press office.

“I am not satisfied with the amendments to the budget of 2008; I am not satisfied with many things which are introduced by this document. To live on the populism policy, warm up inflation with weak budgetary policy – is an unreasonable for the authorities,” said the Head of the state, and called to refuse this kind of policy.

Yushchenko reminded about the necessity to make the amendments to the budget to compensate the losses, caused by inflation, to low income groups. The President reminded that the inflation is 15. 5% for 6 months. The head of the state said the goal is to reduce it to simple number. “This super-goal must be stated by any government, any authorities,” said Yushchenko.

According to the President, besides the measures directed to support the most vulnerable groups, the amendments must provide additional funds for the development of economy and payment of budget deficit. “We direct the rest on payment of the budget deficit and on development programs,” said the President.

Also, the Head of the state reminded about his right to put veto on the laws adopted by the Verkhovna Rada, “At least I have the right to put veto on such unproductive amendments and revisions to budget and I will use it,” said the President of Ukraine, and added he hopes the Parliament will have a professional discussion regarding the main financial document of the country.

Somali pirates set free ship with Ukrainians on board

On July 8, Somali pirates set free German ship “Leman Timber”. There were four Ukrainians on the board.

5 Kanal reports this with reference to information of Ombudsman of the Verkhovna Rada of Ukraine Nina Karpachova.

According to her, the pirates left the ship after receiving the ransom.

In his turn Speaker of Foreign Ministry of Ukraine Vasyl Kyrylych noted that International crisis management headquarters was busy with releasing of hostages. Representatives of the countries whose citizens were on the board of “Lehmann Timber” were in this headquarters. The Foreign Ministry of Ukraine has not said about the sum of ransom, as UNIAN reports.

President of Ukraine Viktor Yushchenko calls people’s deputies to the dialogue, which could result in the renewal of efficient work of the Verkhovna Rada. He said today at the press conference in Kyiv.

Yushchenko said there are no grounds for blocking the parliament’s podium for today unlike 4 years ago when there were serious violations of the Regulations and the opinion of the opposition was ignored. “I am sure new head of the Verkhovna Rada of Ukraine Arseniy Yatsenyuk will follow the Regulations, adopted by them (people’s deputies) few weeks ago,” said Yushchenko.

“I pay your attention again that the majority and the opposition may have different approaches, but, please, speak to make your positions clear and understandable,” said the President, as UNIAN reports.

“You may disagree with the decisions introduced by the minority or majority but you must follow the procedure. It proves you respect the state and one of the leading institutions of democracy, which should be the Parliament,” said Yushchenko.

The President called every people’s deputy not to waste time, left in this session, but to adopt the most important draft laws, including the amendments to state budget.

Yushchenko said the state must fulfill its social liabilities to people. “15.6% inflation per year is the highest inflation on the continent. This inflation obliges the government, first of all, then the Parliament and every politician compensate the poor people everything provided by the current legislation of Ukraine,” said the President.

Bribery in Ukraine grows together with inflation

The sum of bribes grows daily in Ukraine. The last year, the amount of “extra money” to the official was at about 3,000 US dollars. For the previous 5 months of the year, it grew to 6,000 US dollars, and reached 14,000 US dollars for the previous month.

For 1 month, the Ukrainian officials received twice more bribes than for the previous 5 months. In January-May 2008, the total amount of bribes was 18 million hryvnias. But in a month the State service for combating economical crime announced new figure – 56.3 million hryvnias. Besides, if compared to the last year, the number of bribes exceeding 10,000 hryvnias increased in 2 times and exceeding 30,000 hryvnias – in 3 times.

The figures in the statistic documents of MIA and SSU are the result of high attention to this problem, because corruption is officially recognized as the threat to national safety and the law machinery began a real hunting for corrupted officials. But the more important are the other reasons: economical, legal and social, as Pravda-Ukraine reports.

“Bribery – is a tax, an additional tax on all economical activities,” – the definition given by President of the Centre of economical development Oleksandr Paskhaver. It is so hard to disagree. Both SSU and MIA admit that the sums of bribes grow proportionally to the price growth for land and real estate.

It is not surprisingly: “rewards” for a land plot or for the rent comprise 60% of all bribery cases. The rest is bribery in educational and medical institutions, and in the sphere of entertainment.

Although, the main reason for the growing bribery and corruption is a silent consent for this phenomenon in the society. Thus, according to the national research of corruption in Ukraine, made by USAID (the US Agency on International Development), 67% of Ukrainians, which deal with the state officials, are involved in the corruption actions.

Incomes of Ukrainians had 116% growth in 2008

 

The real growth of incomes of the population for January-May 2008 comprises 116%, stated Minister of Economy Bohdan Danylyshyn, according to the press service of the Ministry of Economy.

“In May, there was a sizable growth of nominal incomes of the population,” said Danylyshyn.

According to the Minister, 45.9% growth for the previous 5 months, compared to January-May 2007, was achieved both thanks to the efforts of the government to raise the standards of living and to the high economical growth at 6.4%.

“I would like to note that such intense growth of incomes compensates the population those negative inflation processes in Ukraine”, as UNIAN reports.

“The growth of real incomes of the population, i.e. updated to the influence of the inflation, was 16% for January-May 2008, while – 10.8% for the analogous period in 2007.

Moreover, Danylyshyn also stated that social aid has increased by 51% for the given period.

Only summer holidays can consolidate 2/3 of the Parliament

Summer holidays of the people’s deputies will cost the state at least UAH 15 million.

By July 8, 2/3 of all people’s deputies had already applied for summer holiday. If the Parliament doesn’t extend its work, the parliament recess will start on July 18. By this date, besides the holiday pay, the parliamentarian must receive additional 35,000 hryvnias for health improvement. According to “regional” deputy Anna Herman, the right for such benefits from the state is automatically given to every parliamentarian, who applied to the bodies of VR. Health improvement of all 450 people’s deputies will cost the state treasury about 15 million hryvnias. And 60 millions hryvnias is assigned by the state for maintenance of the sanatoriums visited by the people’s deputies, according to Delo.

The benefits for health improvement are fixed at the amount of 2 month salaries, as written in the provisional expenses of Verkhovna Rada for 2008. As the average income of the parliamentarian is 17,500 hryvnias, summer holiday of each people’s deputy will cost the state about 35,000 hryvnias.
