Today, President Viktor Yushchenko welcomed President of the Republic of Hungary László Sólyom, who came with a State Visit to Ukraine.
 
The ceremony took part in front of the Presidential Secretariat. After that, the two Presidents went in to Horodetsky House for tête-à-tête meeting, as the President’s press office reports.

The 3rd round of negotiations about free trade area began in Kyiv

The 3rd round of negotiations about free trade area began in Kyiv

Today, Kyiv began the third round of negotiations regarding the creation of free trade between Ukraine and EU.

According to the press service of the Economy Ministry of Ukraine, during 5 days the following questions are to be discussed:

– trade in goods

– trade in services

– protective trade measures

– protection of intellectual property, including geographical signs

– customs cooperation and assistance in trade

– goods origin control

– state procurement

– competitive policy

– trade and stable development

– sanitary and phyto-sanitary measures

As ForUm reported earlier, on February 18, 2008 official Kyiv, presided by President of Ukraine Viktor Yushchenko, and commissioner of EU on trade Peter Mendelson began officially the negotiations about free trade area between Ukraine and the European Union.

Tymoshenko promotes state budget in “Ukrainian House”

The project of state budget will be as realistic as we have the possibility to consolidate the Parliament to adopt it, stated Prime Minister of Ukraine Yulia Tymoshenko, presenting the project of amendments to the State budget 2008.

Besides, Tymoshenko addressed to those present in the hall of “Ukrainian House”, the representatives of all branches of industry, key industrial enterprises, regional authorities, making a request to assist through own channels in consolidation of the Parliament to adopt amendments to the state budget, as Liga reports.

“We have one more week to adopt this Budget and go for recess with the voted Budget. I address to you, talk to all people’s deputies you know, and all faction leaders close to you, and all parliamentary groups, which present the committees of profiled activity. If we together make it, if we together make the people’s deputies vote according to our needs… then we will have success in achievement of our common goal. Because the Ukrainian breakthrough is closely connected with the right financial policy and development of the branch according to our plans,” summarized the Prime Minister.

Tymoshenko plans to use coal on all heat-electro-stations

The Government of Ukraine plans to use coal on all heat-electro-stations and stop using gas in this sphere, stated Prime Minister Yulia Tymoshenko during the presentation of the amendments to the state budget 2008 held today in “Ukrainian House”.

According to her, to achieve that the Cabinet of Ministers of Ukraine plans to provide guarantees at UAH 3.1 billion for the loans by the end of the year, the loans will be used for modernization of equipment in mines.

Moreover, the Prime Minister promised that the interests for these loans will be paid by the Government from the budget, as UNIAN reports.

PR worries about the status of judges

PR believes the people’s deputies must consider the law about the judicial system and the status of judges on the current plenary week, stated head of the PR faction Oleksandr Yefremov at the sitting of the Coordinating council of VRU, held on Monday.

“For the time we worked in the regions and committees there was an application of the Supreme Court head to the President. When, first we watched the President sending letters to the Prime Minister through the road, now we see one branch of the power writing letters of the President. Probably, being in the Parliament which regulates these things in the legal area, we should not close eyes on the application. Regarding the above, it would be logically to introduce and hear the question, planned for Thursday, this week – it is a draft law about judicial system and the status of judges, in order to clarify the given relationship,” said Yefremov.

The politician also said that the Parliament hasn’t considered the number of personnel questions. “We haven’t appointed the calendar plan. It is included in the agenda, it must remain there,” said the politician.

People’s deputy, member of the Party of Regions, Anna Herman believes the Parliamentarians should come back to the draft project about cancellation of deputies’ privileges. She stated at the Coordinating council, as ForUm’s correspondent reports.

Herman said she is surprised that the political force which had the pre-election slogan to cancel deputies’ privileges, proposes “enormous benefits for all high officials of the state” in the amendments to the state budget.

“Pay your attention that they propose to spend UAH 149 million for all tubercular patients in Ukraine and UAH 200 million for treatment at health resorts for the high officials of the state,” said Anna Herman. Addressing to Parliament Speaker Arseniy Yatsenyuk, she said that the people’s deputies will be “the last people”, if they don’t make a decision to cancel the privileges for high officials of the state in this convocation.

President criticizes Tymoshenko’s amendments to state budget

The micro-economical indices, not coordinated by the Government and the National bank of Ukraine make doubtful the amendments to state budget. Such position of President of Ukraine Viktor Yushchenko was announced by President’s press secretary Iryna Vannikova at the briefing.

According to her, the President believes it is dangerous that the Government refused to coordinate the micro-economical indices with NBU.

“Ukraine may pay a high price for the inability of two state institutions to find mutual consent,” said the President, as UNIAN reports.

According to Vannikova, the draft project of the state budget indicates the inflation at 15.9% (all social standards are calculated on this rate).

At the same time, she said, this rate could be accepted by NBU in case all additional funds were directed to the decrease of the budgeted deficit or to the inflation neutral directions as refusal from the tax on buying-selling of currency and on pumping of natural gas into holder.

“Another mistake connected with the forecasted inflation rate may be a reason to the further decrease of social standards in 2-3 months,” said Vannikova.

According to the Head of the State, as his press-secretary said, the Government, introducing amendments to the state budget, doesn’t direct additional incomes to achieve economic stability and state development but proposes to use them, mostly, on the “eating” policy.

Today, on June 7, President of Ukraine Viktor Yushchenko had a meeting devoted to restoration of micro-economical stability.

On July 5, the Cabinet of ministers approved the draft law about amendments to the state budget 2008. On Monday, July 7, the document was registered in VR.

Yushchenko is against charitable aid to courts, while Tymoshenko …

President of Ukraine Viktor Yushchenko sent a letter to the Prime Minister expressing concern regarding the level of anti-corruption actions in the country, as the President’s press office reported to ForUm.

More than once Yushchenko said that in Ukraine corruption is one of the problems which need most urgent solutions, because it produces a great danger for the democracy, realization of the supremacy of law and development of civil society.

A number of decrees of the President of Ukraine were directed for settling of the indicated questions, namely “About certain measures to improve the forming and realization of the state anti-corruption policy”, “About certain measures to prevent corruption in courts and law enforcement agencies”, “About the decision of the Council of National Security and Defense of Ukraine of April 28, 2008 “About measures to realize the state anti-corruption strategy and to provide institutionally the integral anti-corruption policy” which contain the respective rulings to the Cabinet of Ministers of Ukraine.

The President is greatly concerned about the stage of implementation of these acts. At the moment, the Cabinet of Ministers has not worked out and has not offered to the Verkhovna Rada of Ukraine the draft laws about declaration of income and expenditure of persons, authorized to fulfill state functions, and members of their families; about the creation of a single state register of judicial and physical persons that were answerable in administrative or criminal court for corruption actions; about prohibition to assign charitable aid to courts and law enforcement agencies and prohibition for courts and law enforcement agencies to receive pecuniary, financial, organizational and other charitable aid.

In his letter the President pays attention of the Prime Minister there were no anti-corruption expertise of the draft projects, prepare by the executive bodies, though there is a special post of the government authorized representative on the questions of anti-corruption policy.

In this context the President has to state the ungrounded inactivity of the Cabinet of Ministers of Ukraine regarding the creation of effective preventive anti-corruption system and development of complex measures to resist this phenomenon.

Moreover, to liquidate grounds for corruption, according to Yushchenko, it would be reasonable for the Government to abolish or reconsider own regulatory acts, which set payment for the services, provided by the agencies of state power and local self-government.

Yushchenko suggests strengthening measures in this direction and implementation of the respective decrees of the President. The Head of the State requires to be informed personally.
