The Government of Ukraine plans to approve the draft law about the amendments to the budget 2008 at the meeting on Saturday, said Prime Minister of Ukraine Yulia Tymoshenko at the press-conference in Mykolaiv on Friday.

President’s visit to Ukrainian military forces

During his stay at the 28th Separate Guards Mechanized Brigade of Ukrainian Ground Forces, in Chornomorske village, President Viktor Yushchenko stressed that he would expect the altered 2008 budget to increase the financing of Ukrainian military.

As priority directions here President named transition of the army to contract basis, modernization of the equipment, stimulating research of the new arms and technologies, according to the Presidents press service.

Ambassador of the Russian Federation to Ukraine Viktor Chernomyrdin believes that it’s too early to speak about “revolutionary achievement” of Ukraine in the gas question with Russia.

“The price is discussed, first of all, by the specialists. The conversation is held on the corporate level. This question requires much work. And I don’t think one visit and one meeting can resolve everything,” said Chernomyrdin.

Besides, the Ambassador said Russia is not going to put Ukraine in hard situation. “Our Premier, Vladimir Vladimirovich said that we will not put Ukraine in hard situation. It is naturally. Why would we? What would we benefit if Ukraine is in hard situation? It has enough problems besides that,” said Chernomyrdin, as Liga reports.

Besides, the Ambassador said that the prices for Ukraine will increase anyway. “I know that Ukraine asked to take part in negotiations between Russia and Central Asian states, so the price will be determined there. But it is obvious the price will be higher than it is now,” said Chernomyrdin.

As ForUm reported earlier, in the end of June Prime Minister of Ukraine Yulia Tymoshenko, commenting the negotiations with Russian colleague Vladimir Putin, said about the possibility of gradual move to European prices during 3-4 years. “We have come to an agreement about gradual increase of prices for a few years instead of shock increase. I think that the prices will be increased to the European level during 3-4 years,” said Tymoshenko.

The official rate for hryvnia at the second half of 2008 will be 4.85 hrn/$1, with the fluctuation at 4%, according to the decision of the NBU council, made on Friday, said NBU council head Petro Poroshenko.
 
As reported earlier, after NBU refused to buy out the surplus offer for dollar this year, the interbank rate for hryvnia increased up to 4.50-4.55 hrn/$1. Then, since May 22, NBU increased the official rate for hryvnias by 4% – from 5.05hrn/$1 to 4.85hrn/$1. NBU council demanded the rate for hryvnia back to limits fixed before for 2008 – 4.95 -5.25hrn/1$. But the heading of the National bank confirmed its decision, as Interfax-Ukraine reports.
 
At the moment, the official rate for hryvnia is 4.8498hrn/1$, while the real rate on the interbank market   –   about 4.57hrn/1$. Periodically, the National bank buys out the currency at the rate 4.75hrn/$1 or 4.80hrn/$1 and thus gets severe criticism from the President for this policy of multitude rates

BYuT: elections – it’s always interesting

First vice prime minister of Ukraine Oleksandr Turchynov states that “the majority in the Constitutional Court of Ukraine is controlled by the President and “regions”.

Turchynov said that “the correction of the CCU structure” was carried out “by the agreement” between President of Ukraine Viktor Yushchenko and “the regions”.

Turchynov doesn’t deny that “if they make a decision the politically engaged judges will vote that the Constitution is not active regarding the coalition”.

At the same time he said the main problem for today is not the number of deputies in this coalition of democratic forces but “absence of another coalition”. “Because the problem of “regions” and Lytvyn together with his company is that they can’t create alternative coalition. They can struggle against the present one,” said vice prime minister, as UNIAN reports, citing Korrespondent.

He believes that the attempt to fix legally the absence of coalition may cause Parliament’s dissolution, because there is no “other coalition now and no is expected in the nearest future”.

According to him, BYuT is not afraid of early elections, because elections – it’s always interesting”. “But the question is that there are no pre-conditions for early elections,” said Turchynov. According to him, there are many problems today which need solution, and “the elections will create vacuum in the effective work of the executive body for at least 3 months”.

Zhvania’s case splits NU-NS

The case of people’s deputy Davyd Zhvania may cause the revision of the union of “People’s Self-Defense” (NS) and the faction “Our Ukraine – People’s Self -Defense” (NU-NS), said people’s deputy Oles Doniy (“People’s Self-Defense”, NU-NS faction). He said today, commenting the appeal of NU-NS leader Vyacheslav Kyrylenko to the government to recall Zhvania’s appointment as the head of Antimonopoly committee, as Interfax-Ukraine reports.

As Forum reported earlier, on May 22, the General Prosecutor’s Office instituted a criminal case for falsification and use of forged documents that were the grounds to give people’s deputy Zhvania the certification of Ukrainian citizenship.

The deputy group “People’s Self-Defense” (NS) is a part of the faction NU-NS. Davyd Zvania is a representative of “People’s Self-Defense”.

At present, the Central Election Commission has no right to make decisions about registration of new people’s deputy from BYuT instead of Ihor Rybakov, who withdrew from the coalition. CEC ex-head Yaroslav Davydovych said in his interview to ForUm’s correspondent.

“As he (Rybakov, ed.) came in the Parliament and didn’t apply for cessation of his deputy’s duties, regulated by the Constitution and other laws, CEC can’t do so. The Central Electoral Commission is a constitutional body, which must act according to the Constitution, not legal expediency, expected by some politicians. And they, unfortunately, want so much today,” explained Davydovych.

According to him, Rybakov is not the first and the last, who withdrew from the coalition “in the present political situation in the country”.

As ForUm reported earlier, on the next plenary Tuesday new people’s deputy from BYuT will be put on oath. BYuT leader Ivan Kyrylenko said at the briefing in the Verkhovna Rada held on Thursday.

Rybakov applied for criminal proceedings against BYuT leaders

People’s deputy from BYuT Ihor Rybakov states that he has never recalled his signature from the BYuT faction. Rybakov said in his interview to ForUm’s correspondent.

“In essence, it is the attempt of BYuT to create own favorable version of events, which led to the collapse of the coalition, and construct the whole complex of actions basing on the untruth and directed on my exclusion from the Verkhovna Rada. According to the official decision of the BYuT council, Oleksandr Turchynov said that I “…wrote an application about my withdrawal from the coalition of democratic forces in the Verkhovna Rada of VI calling and about recalling of my personal signature from the list of the deputy faction “Bloc of Yulia Tymoshenko,” Ihor Rybakov said.

Rybakov also said he applied to the General Prosecutor’s Office with a requirement to institute criminal proceedings, investigate the revealed falsification and make the authors answerable in court.
