Naftogas can become bankrupt in August?

Ex-head of Naftogas Yevhen Bakulin evaluates the total debt of NAK Naftogas Ukraine to Russian Gasprom at USD 2.5 billions. He said in his comments to Segodnya.

“This sum includes USD 1.2 billion for gas the Government took at Ukrgasenergo (a subsidiary enterprise Rosukrenergo) without payment in December-January 2007-2008,”explained Bakulin.

“Another USD 500 million must be paid by August 20 this year according to the agreement between Gasprom and Naftogas. The agreement was concluded in January this year at the price 321 US dollars for 1000m3, plus the debt at USD 800 million to Rosukrenergo for the gas supplied in June. As a result of dept, Naftogas can become bankrupt in August.,” said Naftogas ex-head.

Tymoshenko’s Government finances road construction

The Government is ready to provide state guarantees to the UAH 20 billion credits for the construction of state roads. Prime Minister of Ukraine Yulia Tymoshenko announced this during the selector meeting with governors in Ukrtelecom. According to her, the mentioned sum is envisaged in the amendments to the State Budget 2008: “In amendments to the State Budget we have included a separate article which enables to start attraction of credit lines this year at the sum of UAH 20 billion under the state guarantees and it is a record sum,’ as the Cabinet’s press service reports.

The Prime Minister reminded that last year’s credits under the state guarantee were attracted at the sum of UAH 4.6 billion. Yulia Tymoshenko is sure drawing of new credits would enable the building of first category state roads within the state.

Moreover, Yulia Tymoshenko informed that the State Budget the Government proposes provides 100 percent of transport taxes to be directed to maintenance of communal roads.

In addition, the Head of Government stressed that the amendments to the budget provide another proportion for the financing of roads of local and state importance – 50/50 instead of 40/60.

The Prime Minister thinks the changes in proportions of financing will afford to direct more money for financing the roads of general importance.

In addition she said the Government proposed UAH 500 million for communal roads UAH 200 million including the communal roads of the towns hosting Euro-2012.

The Prime Minister emphasized that together with changes to the State Budget the Government would initiate changes to the legislation which deals with functioning of roads.

First wine tour in Ukrainian Transcarpathians

First wine tour in Ukrainian Transcarpathians

New project “Transcarpathian wine tour” was presented recently in Uzhhorod.

As UNIAN‘s correspondent reports, it includes visit to old wine cellars of the region and testing of Transcarpathian wines.

The idea to create a tour was offered by private wine maker Oleksandr Kovach. The initiative was supported by other private makers of sun drink and, together with the Department on European integration and tourism and resorts of the Zakarpattya regional state administration, they worked out this tour.

“Trancarpathian wine tour” is a 3 day tour in the Uzhhorodskyi, Mukachivskyi and Berehivskyi districts of the region. The tour goes through old Transcarpathian fortresses, thermal pools of Berehivskyi district, lime path in Uzhhorod (the longest in Europe) and wine cellars.

The testing halls offer both popular Trancarpathian branded wines, like “Rose of Zakarpattya” and new sorts of wines (wine created of 4 kinds of forest berries). The tourists can also taste Transcarpathian cooking. The tour was made by the scheme “all included”.

“Transcarpathian wine tour “is the first attempt to promote wine tourism in Ukraine,” as Kovach said to UNIAN’s correspondent. “Home wine and rural tourism are inseparable things. That is why we decided to follow the example of private wine makers from Hungary, who realize themselves in green tourism”.

Gas price for Ukrainians grows by 13%

Gas price for Ukrainians grows by 13%

In July, gas transportation tariffs will grow by 30% and the tariffs for the population, after NCRE approval, will grow by 13%. Minister of fuel and energy Yuriy Prodan stated in his interview to journalists.

Yuriy Prodan said the respective decision is prepared for the approval of NCRE. Also, NCRE must take a decision about the prices for the population that will grow by 13%.

According to the Minister, if NCRE has time to go through all the provided proceedings, the tariffs will grow in July. If not – in the next month, as Liga reports.

PR for proportional representation system

The Party of Regions proposes to hold the Parliamentary elections according to the proportional representation system with open party lists.

This norm is specified in the draft project of amendments to the Constitution of Ukraine, introduced by the Party of Regions, available on Interfax-Ukraine.

This norm is described in the article 77 of the draft project.

Unlike the analogous article of the current Main Law, the Party of Regions proposes: “The political party, which got more votes than any other, but less than needed for the majority from the constitutional structure of the Parliament, gets 226 deputy’s mandates”

In his interview to ForUm’s correspondent people’s deputy from BYuT Serhiy Terekhin confirmed the information that on June 30, during the inter-party congress BYuT excluded people’s deputy Ihor Rybakov from the faction.
 
At the same time, head of the Central bloc headquarter Dmytro Shlemko denied the information about the exclusion of people’s deputy Ihor Rybakov from the faction. He said that the question about his exclusion was not included in the agenda. Instead of this people’s deputy were busy discussing internal problems in the party and mobilization of efforts in case of possible elections.

BYuT deprived Rybakov his deputy’s mandate

On Monday, June 30, BYuT congress deprived people’s deputy Ihor Rybakov his deputy’s mandate. According to the source from BYuT, the decision was made during the congress. The congress was held behind closed doors without mass media.

Moreover, the congress deprived a number of regional deputies their deputy mandates.

The congress also made a decision not to give comments and not make any official statements. The reasons for this decision were not explained by the source from BYuT, as UNIAN reports.

As Forum reported earlier, people’s deputy from BYuT Ihor Rybakov made an official statement about his withdrawal from the coalition. Moreover, on June 27, the Constitutional Court of Ukraine recognized as unconstitutional parts 5, 6 article 13 of the Law of Ukraine “About the status of the people’s deputy” about the right of the people’s deputy to withdraw free from the faction or not to enter any of the registered deputies’ factions.

Customer demand is still at a high level in Ukraine, said head of the NBU adviser board Valeriy Lytvytskyi.

According to him, nominal incomes increased by 46%. Lytvytskyi mentioned that it is a historical maximum for our country, as UNIAN reports.

The expert says it is an “enormous growth”, more than in any other country. Moreover, he noted that “the country will have new social initiatives soon” and added he has always been against this incomes policy, which favors consumer boom which grows faster than the investments. As a result, according to Lytvytskyi, the product offer will be at the same level and “the growing incomes may result in a heavy price growth”.
