Tymoshenko: agrochemical passport system to protect land resources

The government has adopted a bill about agrochemical passport system for land resources. Prime Minister of Ukraine Yulia Tymoshenko reported to a press, as ForUm’s correspondent reports.

Tymoshenko explained that this bill provides “serious responsibility” for the violation of scientifically based norms of sowing.

The Prime Minister said there is a usual practice in Ukraine when oil-bearing plants are sown for few years without breaks. “It results in the exhaustion of soil and reduction of fertility,” summarized the prime Minister.

MFU is confident of state budget 2008

Minister of Finance of Ukraine Viktor Pynzenyk is confident that the state budget will be in surplus in 6 months, he stated today to a press.

“I can state there will a budget surplus, considering what has been going on for the previous 5 months,’ said Pynzenyk.

He reported that from January to June the state outgoing were finance at 99.8%, or 39% of the year outgoing, while it was 32% last year.

Moreover, he said that UAH 2 billion of outgoing planned for the second half of the year was made in the first half.

As ForUm reported, according to MFU, since 2008 the state budget of Ukraine was fulfilled monthly with a surplus: the surplus totaled UAH 1.9 billion in January, UAH 2.7 billion – for January-February and UAH 1.2 billion – for January-March.

Return of UAH 10.2 billion stolen by antecedent authority to State Budget

Government will hand over to Prosecutor General of Ukraine materials of the Main Control and Revision Department with regard to check up of power abuse on the part of officials of antecedent Government at UkrZaliznytsya, NaftoGaz of Ukraine, EnergoAtom as well as enterprises of coal industry. Prime Minister of Ukraine Yulia Tymoshenko announced that on opening the Gov’t session on Wednesday, as the Cabinet’s press service reports.

Yulia Tymoshenko was heard as saying that today the Government sitting will hear a report of the head of Control and Revision Department (CRD) Mykola Syvulsky concerning the facts of abuses with budget money on the part of the previous government. “Such large-scale financial abuses haven’t been experienced by the country before,” Premier of Ukraine claimed. She informed that within one year plundering of state property to the tune of UAH 10.2 billion has been fixed by the acts of CRD.

Yulia Tymoshenko is convinced that such large-scale abuses have entailed bankruptcy of NaftoGaz, UkrZaliznytsya and EnergoAtom. “Last year’s team at power was a group of huge kleptomaniacs appointed by the Regions Party and the Socialists,” she said.

Yulia Tymoshenko promised that in the course of every following meeting with journalists she means to provide them with information concerning institution of criminal proceedings, bringing guilty to account. “We will make one more fundamental step towards the establishment of order within Ukraine,” she announced. She also added that she has an intention “not only to establish a fact of plundering of the State Budget of Ukraine by Viktor Yanukovych’s Government”, but to force them to return the money to the State Budget of Ukraine.

PR demands resignation of Speaker

The Party of Regions demands resignation of Speaker of VR Arseniy Yatsenyuk, said people’s deputy of PR Oleksandr Stoyan from the VR podium.

In particular, he mentioned that the speaker has been holding his place illegally for 2 days. Addressing to Yatsenyuk, Stoyan said: “You have been illegally heading VR for 2 days. We ask you make a statement immediately.”

Such statement was a result of the demand of PR that the speaker announce the collapse of the coalition, which can not vote for any bill for 2 days, as there aren’t enough votes of the people’s deputies. It is the coalition that presents the speaker’s candidacy, Liga reports.

As ForUm reported earlier, on June 6, during the parliamentary session Head of the Verkhovna Rada of Ukraine Arseniy Yatsenyuk read the statements of the people’s deputies of Ukraine, Ihor Rybak (BYuT) and Yuriy But (NU-NS) about their withdrawal from the coalition.

On Tuesday, June 17, Yatsenyuk stated that formally and legally the coalition of democratic forces keeps functioning. Moreover, he said that the coalition is formed according to the decision of the faction, not by the decision of separate people’s deputies.

Zvarych: coalition became a victim of experiment of PR

People’s deputy of NU-NS Roman Zvarych called a speculation the decision of the Party of Regions not to take part in voting, intended to check-up the legal capacity of the coalition. He reported in his interview to the parliamentary journalists, as ForUm’s correspondent reports.

Zvarych said that NU-NS proposed to put aside political battles and vote for the bills needed for Ukrainian people.

He mentioned that the law about traffic didn’t concern any politics but was “to save Ukrainian lives”.

The people’s deputy paid attention that at the moment coalition is a “victim of the experiment” carried out by the Party of Regions, “But for the long perspective they make experiments on the Ukrainian people. I believe it is unallowable,” said the parliamentarian.

How can 2 men make a parliamentary coalition ineffective? 227-2=225

Speaker of the Verkhovna Rada of Ukraine Arseniy Yatsenyuk calls the opposition not to provoke him to overturn and seizure of power.

Yatsenyk proposed the Party of Regions wait for the decision of Constitutional Court of Ukraine on this matter.

As ForUm reported earlier, the Party of Regions sent an application to CCU regarding the legitimacy of the present parliament coalition.

People’s deputy from BYuT Ihor Rybakov and from Our Ukraine party Yuriy But announced about their withdrawal from the coalition. Thus, now the parliamentary majority numbers 225 people’s deputies while 226 required. The Party of Regions states there is no coalition in the Verkhovna Rada.

In turn, the Speaker stated that formally legal coalition of BYuT and NU-NS still exist. Yatsenyuk promised “not to follow any political intrigues” but will work according to the Constitution, Regulations of VR and laws.

Yushchenko: anti-inflation steps taken by the Government are ineffective

President Viktor Yushchenko met with Prime Minister Yulia Tymoshenko, Verkhovna Rada Speaker Arseniy Yatsenyuk, NSDC Secretary Raisa Bohatyryova, Governor of the National Bank of Ukraine Volodymyr Stelmakh, Chairman of the Supervisory board of the National Bank of Ukraine Petro Poroshenko, Minister of Finance Viktor Pynzenyk and Economics Minister Bohdan Danylyshyn to discuss economic situation in Ukraine and anti-inflation measures in particular, as the President’s press office reports.

In his address at the meeting President urged the Government, the National Bank, other state institutions responsible for implementation of economic policy to coordinate their actions. He also stressed that anti-inflation steps taken by the Government are ineffective and pointed to recession in Ukrainian economics.

EU weakens censure for Ukrainian fruit

EU weakened the requirements to the quality of fruit and vegetables, which creates new possibilities for Ukrainian products.

Eurocommission will cancel the standards concerning outward appearance of vegetables and fruit. This step was caused by the rise in price for food. They hope thanks to the weakening of the requirements to fruit and vegetables their import will grow. Among other countries, EU will increase foreign trade with Ukraine.

Farmers think that present requirements to fruit and vegetables are very strict, and sometimes even silly. The standards include requirements to the shape and size, color of the peel and juiciness extent. According to the present rules, some vegetables (cucumbers for example) can’t be too bent. Mandarins must have bright orange peel, apples – at least 6cm in diameter, as “Delo” reports.

The stores will sell these products at lower price, suppose EU officials.

The requirements were softened for 26 kinds of fruit and vegetables including aubergine, carrot, vegetable marrow, cucumbers and other. Still, there are the same standards for apples, citrus, kiwi, lettuce, peaches, nectarines, pears, strawberries, sweet pepper, table grapes, tomatoes and some other fruit.

Weakening of the requirements to the outward appearance is advantageous for Ukrainian producers, up to now this market has been closed for Ukraine, only a few producers could export their produce in EU.
