Meeting of Party of Regions’ leader, Viktor Yanukovych with Chairman of the State Duma of Russia, Boris Gryzlov was held. The Party of Regions’ press service reports.

During the meeting the sides discussed the relations between Ukraine and Russia.

Boris Gryzlov, commenting on the address of the State Duma to the President and the government of the Russian Federation, emphasized that “processes which are taking place in Ukraine, in particular, speeding-up of attempts of Ukraine to join NATO without taking into account opinions of citizens of Ukraine, cause serious anxiety of members of the State Duma”.

Viktor Yanukovych in his turn stated that Ukraine always took into account position of Russia in such sensible questions as joining NATO and the Black Sea fleet location. The decision of the all-Ukrainian referendum can become the only reason of Ukraine’s joining NATO.

Viktor Yanukovych also agreed that it was unreasonably from the side of Kyiv to raise unilaterally a question on the Black Sea fleet location on the territory of Ukraine.

The sides agreed on necessity of more close cooperation of the “United Russia” party and the Party of Regions for the purpose of mutually beneficial development of relations of both countries.

Ukrainian Government endorses new air traffic code

The Cabinet of Ministers had endorsed the Air Code of Ukraine, Transport and Communications Minister Yosyp Vinsky told the press on Wednesday. Cabinet’s press service reports.

He said that the document is aimed at resolving three problems. First and foremost, the code will bring national laws in line with ICAO requirements, and secondly, it will give answers to all questions linked to the audits of airlines. Vinsky said that the document would also resolve the issue of banning flights to Europe and the issue of internal procedures in airports as single economic entities.

The minister also said that the State Aviation Administration would be reorganized into a state institute with governmental authorities within the Transport and Communications Ministry that will receive its own authorities and financing. The head of the institute will be independent in the issue of flight safety, Vinsky said.

He said that a separate body – a national commission on investigating air accidents – would be additionally created. “The independent co-existence of such two bodies is meeting ICAO requirements on ensuring the flight safety,” Vinsky said.

A draft air code was drawn up in accordance with orders by governments and a decision by the board of the Joint Aviation Authorities (JAA) on granting Ukraine the status of a candidate country to join JAA.

Ukraine has also become a member of the European Civil Aviation Conference (ECAC) and the European Organization for the Safety of Air Navigation (EUROCONTROL) that requires amendments to laws in the field of aviation.

Yatsenyuk calls to be diplomatic with Russian Federation

Speaker of Parliament Arseniy Yatsenyuk calls to keep good relationship with Russian Federation.

He stated in his speech to people’s deputies in Verkhovna Rada, ForUm’s correspondent reports.

‘The Ukrainian Parliament hasn’t made any sharp statement regarding the relations between Ukraine and Russian Federation for the last 8 months. That would be reasonable not to make any statements now and be diplomatic,’ stated the Speaker.

According to Ukrainian legislation and regulations, Verkhovna Rada must make a draft resolution or a statement regarding the statement of State Duma that Ukraine’s joining NATO MAP will be considered a unilateral withdrawal from the Agreement of friendship with RF.

The Speaker of VR charged the Committee of Verkhovna Rada on foreign relations to hold a joint sitting with the deputies of State Duma.

‘As to the inter-parliamentary group, Natalia Korolivska, Serhiy Kivalov, I would ask you to speak to our colleagues from RF and hold a sitting next week,’ said Arseniy Yatsenyuk.

‘Our main goal now is to keep good relationship,’ summarized the Speaker.
