EBRD to allocate housing loans to Ukrainian banks

The European Bank for Reconstruction and Development (EBRD) has changed a strategy to give loans to Ukrainian banks by allocating credits for mortgage programs to Raiffeisen Bank Aval and Ukrsotsbank. Cabinet’s press service reports.

A subordinated loan worth USD 75 million will be given to Raiffeisen Bank Aval for ten years, and a mortgage loan worth USD 50 million for five years.

The EBRD also decided to allocate a long-term loan worth USD 65 million to Ukrsotsbank, which is the fourth Ukrainian bank in terms of its total assets and owned by the Italian-based UniCredit Group.

The banks explained their decision to raise loans at the EBRD in order to diversify the sources of financing and denied the deficit of currency reserves.

According to experts, the presence of foreign stockholders at Reiffeisen Bank Aval and Ukrsotsbank does not guarantee them access to cheap funds under conditions of a world liquidity crisis.

Largest Ukrainian banks have suspended the issuance of housing credits in national currency.

Luzhkov: Ukraine will not make me to keep silent

Moscow Mayor Yuriy Luzhkov states that he is not frightened that Ukraine’s Security Service called him persona non-grata and banned from visiting Ukraine. Yuriy Luzhkov stated in the live air of TV-Center on Tuesday 13.

“They won’t shut me up. Crimean residents wanted to hear the truth on that historic day (the 225th anniversary of the Black Sea Fleet – ed.). The truth about Sevastopol and Crimea,” Luzhkov said.

Luzhkov still thinks that Ukraine has no right for land that originally belongs to Russia. “Far back in 1948, Sevastopol was split out of the Crimean region as a military base, the independent administrative unit. The city has a status of republican subordination to the Russian Federation,” Luzhkov pointed out.

Finance Ministry is allowed drawing foreign loans

The Cabinet of Ministers of Ukraine has granted the right to the Finance Ministry to draw foreign loans this year. Cabinet’s press service reports.

This decision was passed at a Government meeting on Wednesday, Finance Minister Viktor Pynzenyk said.

The volume of foreign borrowings is stipulated by the 2008 national budget, he noted.

First Deputy Head of the President’s Secretariat Oleksandr Shlapak supported this initiative. “It goes in conflict with the Budget Code, but in this case effective is the 2008 national budget law provision. A similar one worked last year, having proved expediency of the move for keeping the situation under control,” he said.

President recommended VRU to return to agenda

President of Ukraine Viktor Yushchenko recommended the Verkhovna Rada to return to the consideration of questions, foreseen by the approved agenda. As the press service of the Head of the State reports, he stated today at the meeting with PM Yulia Tymoshenko, VRU Chairman Arseniy Yatsenyuk and leaders of the parliament’s factions.

“I think that to find ways of further parliament’s blocking is not national policy,” Yushchenko said.

“ I ask the parliament not to pay attention to adventures, trifles and to work normally,” he added

Yushchenko called those present to reject from politicking, take away emotions and “return to constructive work”.

“I address everybody – have those national interests, which do not permit to manipulate the parliament as any other institute of the State. Think of the country, nation, but not of yourself,” the President said.

Factions’ leaders to meet tomorrow

On Thursday at 10 a.m. the Conciliatory council of factions’ leaders will take place. First deputy leader of the Party of Regions, Olexander Yefremov said after the consultations with President Yushchenko.

He has noted that today the real reason of parliament’s blocking by the BYuT is an attempt to change chairman of the State Property Fund of Ukraine. According to him, the BYuT wants to get access to the State enterprises.

At the same time, according to Yefremov, the President has reminded at today’s meeting that there are only 21% enterprises which are the property of the Sate, that’s why it is necessary to be very careful with the question on enterprises privatization.

NATO to assess level of support for Ukraine’s membership of Alliance among Ukrainians

NATO member states will themselves assess the level of support for Ukraine’s membership of the alliance among Ukrainian citizens, Ukrainian First Deputy Foreign Minister Volodymyr Khandohiy has said. Cabinet’s press office reports.

“The high level of pubic support is one of the most important criteria for NATO membership. Accordingly, it is impossible to become a member [state] of the alliance if people are against that. We will not be just invited. Besides, NATO member states will assess themselves this support. Of course, they will make the use of our sociological and statistical data, but they have their own “thermometer” to measure the real “temperature of our body.” If we analyze the NATO summit in Bucharest and investigate why Ukraine received no clear answer to its request to join the Membership Action Plan (MAP) of the alliance, one of the important arguments was the low level of supporting this idea in Ukraine,” he said.

On April 3, 2008, NATO member states postponed the endorsement of a final decision on Ukraine and Georgia’s joining the NATO Membership Action Plan until December 2008.

Yanukovych doesn’t want re-elections

Leader of the Party of Regions, Viktor Yanukovych states that it is necessary to hold parliamentary elections only after the adoption of new Constitution. He stated today at a briefing in Donetsk region.

“Only when political consensus of political forces is reached which will be able to adopt new laws and introduce changes into the Constitution, only then it will be necessary to hold elections,” Yanukovych said.

He noted that he can’t tell when it will take place, but he believes that the consensus is possible.

“Our political party is ready for constructive work. At least, we strive for it,” the leader of the Party of Regions noted.

President wrote letter to PM

President Viktor Yushchenko wrote a letter to Prime Minister Yulia Tymoshenko drawing Government’s attention to a number of problems regarding grain market. President’s press office reports.

“Errors in state agrarian policy, insufficient protection of national producers from unfair competition have led to increase of consumer prices,” Viktor Yushchenko wrote in his letter. He also added that according to his belief, increase of administrative interference in market processes currently executed by the Government would not stop prices growth because undoubtedly would damage competition and lead to monopolization of regional markets.

Information about realized steps must be performed to the President before September 1.
