Symonenko counted three governments in Ukraine

The Communist party of Ukraine has prepared its own draft law on the Cabinet. Leader of the communists Petro Symonenko has stated in an interview with parliamentary journalists, ForUm’s correspondent reports.

Symonenko considers that for today there are three Cabinets in Ukraine. According to him, the first one is the National Security and Defense Council, which gives the right to the President “to railroad his decision” and give the orders to the government.

The leader of the CPU has noted that on the basis of the law on the Cabinet another government will be formed in the President’s Secretariat and it will control staff reshuffle in the executive authority. “The third government is the parliament, which determines the composition of the Cabinet proceeding from the Constitution,” Symonenko added.

He is sure that Yushchenko, proposing the law on the Cabinet, is preparing for the presidential elections.

NSDC session will be dedicated to security of Ukrainian peacekeepers

On Friday at NSDC session issue on provision of security of Ukrainian peacekeepers who are participating in UNO mission will be considered. Press secretary of the President Iryna Vannikova informed today at the briefing, the ForUm’s correspondent informs.

According to Vannikova, the matter will concern urgent measures providing protection of information security of Ukraine.

 
Issue on perspective of further development of Ukraine-NATO relations is also on agenda.
 
Vannikova also informed that President Viktor Yushchenko offered his condolences to the relatives and friends of Igor Kynal who was a serviceman in a Special Ukrainian peacekeeping contingent in Kosovo and was killed while doing his duty.

OU-PSD is ready to speak to BYuT on single candidate for Kyiv mayor

The “Our Ukraine – People’s Self-Defense” bloc is ready to start negotiations with partners on coalition concerning nomination of single candidate for the position of the Kyiv city chairman. Leader of the OU-PSD Vyacheslav Kyrylenko stated in an interview with journalists on Tuesday.

“Form the side of the OU-PSD there is readiness for such talk, but there is no readiness from the partners of the coalition,” Kyrylenko said.

At the same time he has noted that the approved resolution on early elections of Kyiv mayor and Kyiv city council doesn’t give answer to these questions. In particular, according to him, the coalition must achieve the fulfillment of this resolution in Kyiv and the early elections must be announced.

Another problem is the absence of single candidate from the democratic forces.

“It’s a pity, but neither our partners from the BYuT, nor other political forces are not ready to give an answer concerning the beginning of procedure on single candidacy nomination,” Kyrylenko said.

EU agrees to exchange of electronic declarations in commodity trade

The European Union has agreed with Ukraine’s proposal on mutual exchange of electronic declarations during import and export of commodities, Ukrainian Prime Minister Yulia Tymoshenko told the meeting of Investors Council to the Cabinet of Ministers. Cabinet’s press office reports.

“Meanwhile, export declarations will convert into import, because during withdrawal of goods from the country, export declaration gives a real cost of commodity for compensation of value added tax. Earlier understated costs were declared during imports in Ukraine. We must put a stop to this practice,” Yulia Tymoshenko stressed.

She says coordination of the form of a joint declaration is proceeding with the countries having the greatest volume of export and import operations with Ukraine.

Commenting the situation with grain export quoting, Yulia Tymoshenko said that the rules of the World Trade Organization enable certain countries to introduce export quota rules.

She noted that it does not contravene the WTO rules Ukraine pledged to observe in joining the organization. “The other thing is that the procedure for distribution of quotas must be transparent and clear, without any preferences to anyone,” the Prime Minister underscored.

Lytvyn: “Judicial war” will start in Kyiv

Leader of Lytvyn bloc Volodymyr Lytvyn is not satisfied with the fact that information on activity of Kyiv mayor Leonid Chernovetsky was submitted to the People’s deputies not in full volume. He told the journalists today, the ForUm’s correspondent informs.

“Nobody got any information. Appointment of early elections is a serious issue that’s why it was necessary to be taken “fundamentally”,” Lytvyn said.

According to him, it was necessary to hand out the information on results of investigating commission to People’s deputies. He is sure that re-elections of Kyiv mayor and Kyiv council should be carried out not on party lists. He considers that under current election system nothing will change much in the composition of Kyiv council.

Lytvyn also noted that part of his faction voted for re-elections. He said that it was easier to vote “for” than to explain why “against”. Lytvyn considers that early elections in Kyiv are political decision and after adoption of such decision “judicial war” will start in Kyiv.

Rada appointed re-elections in Kyiv

The VRU has voted for resolution on appointment of early elections of Kyiv mayor and Kyiv city council. The ForUm’s correspondent informs.

Such decision was supported by 246 People’s deputies.

Mykola Tomenko informed about results of investigating commission. The composition of commission consisted of 17 People’s deputies proportionally to the parliament composition. So the commission is not an instrument either of coalition or opposition. Tomenko noted that Kyiv city administration had created its own system of lands allocations that contradicts to current legislation.

Tomenko noted the system of artificially bankruptcy of communal enterprises was created and program on their privatization was developed.

Moreover, according to results of Control-revision governance, the total sum of violations by Kyiv council comprised UAH 1.229 milliard. The system of Kyiv governance is out of legal field.

According to results of Ecology Ministry, some decisions were made by Kyiv council that cause ecologic threat for Ukraine.

Rada postponed question on elections of Kharkiv mayor

Speaker of the parliament Arseniy Yatsenyuk has removed from the agenda the question on early elections of Kharkiv mayor Mykhaylo Dobkin. ForUm’s correspondent reports.

Yatsenyuk did this after the remark of People’s deputy from the OU-PSD Oleander Omelchenko who noted that there was no conclusion of profile committee and that’s why this question couldn’t be put for the consideration in the parliament.

“The introduction of the question on Kharkiv into today’s agenda has no legal reasons,” Omelchenko noted.

After this the People’s deputies started to discuss the resolution on the early elections of the head of Kyiv city council and Kyiv mayor.

Yushchenko to hold meeting on Euro 2012

President of Ukraine Viktor Yushchenko will hold a meeting on March 19 concerning preparation for the Football Champion of Europe 2012. Press secretary of the Head of the State Iryna Vannikova informed at a briefing on Tuesday.

According to her, it is planned that PM Yulia Tymoshenko and Transport Minister Yosyf Vinsky will take part in the meeting.

The process of preparation for the championship of representatives of sport and transport infrastructures will be discussed. The special attention will be drawn to the questions of these spheres.

“The result of this meeting must become the strengthening of personal responsibility during the fulfillment of tasks for Euro-2012,” Vannikova said.
